This article interrogates the manner in which the composition, character, regeneration, and accumulation strategies of power elites and the organisation of their hegemony is being affected or unaffected by recent developments, most especially, civil wars and their corollary, postwar reconstruction, in Africa. By seeking to understand how conflicts and post-conflict reconstruction alter or transform the character, recruitment and role of power elites, and the operational context (the nature of the state) in Africa, this article draws attention to the prospects of transforming the nature of leadership in Africa. I contend that the capacity for violence and terror by individuals (especially young combatants who were previously marginalised) and armed groups has become a new marker of elitism and a leverage on peace agreements. Moreover, post-Cold War conflicts in Africa have accentuated the emergence of war-making power elites as ‘executors’ and ‘trustees’ of peace treaties, or ‘peace celebrities’ with considerable leverage on the course and outcomes of postwar reconstruction. The instability in post-1989 Liberia is used as a case study to reflect this claim. I also cite examples of members and leaders of armed groups in countries such as Côte d'Ivoire, Nigeria, Sierra Leone and the Democratic Republic of Congo where the capacity for violence translated into political rewards and gains in peace agreements.  相似文献

Supply reduction efforts by drug law enforcement departments are a significant factor in improving the effectiveness of drug control policies. The performance of drug law enforcement departments is one of the most important concerns for policy makers. Therefore, improving the performance of these departments is crucial in order for governments to constrict illegal drug markets and prevent illegal drug distribution. The literature suggests that social capital may have significant impacts on organizational performance. Using survey data from 12 city law enforcement departments in Turkey, this study examines the effects of three social capital dimensions (structural, relational, and cognitive dimensions) on the perceived performance of drug law enforcement departments by using structural equation modeling. The results of this conceptually grounded and empirical study suggest that drug law enforcement departments should pay close attention to promoting social capital among officers in order to fight effectively against drug trafficking.  相似文献

We suggest a role for public administrators as deliberative representatives. The goal is to apply a re-conceptualization of representation within the context of public administration based on a literature review on the following concepts: 1) representative democracy, (2) representative bureaucracy, and (3) deliberative democracy. We find that dominant models of representative democracy are ill suited for ensuring the true interests of citizens and communities are met and that representative bureaucracy is not satisfactory to address the failings of representative democracy. Finding promise in deliberative democracy models, we consider how the re-conceptualization of representation for the administrative role might shape the advancement of public participation in order to enhance the quality of representation. This article examines the contemporary Islamic trends in post-conflict Sierra Leone (through 2009) against the background of international concerns that the country might become a haven for religiously-inspired violence. It argues that there is some evidence that prolonged economic impoverishment and foreign religious influences, especially from Saudi Arabia and Iran, have led to a reinvigoration of Islam in post-war Sierra Leone. Though this reinvigoration has resulted in the visibility of more purist strains of the religion, there are no indications that the Sierra Leonean Muslim groups are actively participating in any worldwide jihadist network or will engage in large-scale religiously-inspired extremism and violence. The recent history of the country indicates that attempts to mobilise religious sympathies for political ends in Sierra Leone have been short-lived and largely unsuccessful  相似文献

This paper discusses the importance of having a customized instructional approach specifically for students who are learning English as a Foreign Language (EFL) in the foreign language setting. Most of the innovations introduced by the Education Ministry of Malaysia such as the Communicative Language Teaching (CLT) and phonics are suitable for ESL (English as a second language) learners, while the EFL learners are still left behind. A suitable teaching approach which customizes the needs of the students in EFL setting, especially in the state of Terengganu should be introduced. The main focus of the program exploits reading and writing skills in providing language input since these two skills are more dominant in terms of utility and functions among the EFL students as compared with the ESL students who are enable to exploit speaking and listening skills because of the natural setting. The research investigates the prospect of developing a suitable language teaching program based on 10 basic sentence patterns (10SP) which are exploited through the principles of transformational generative grammar and customized learning experiences focusing on reading as a bridge in acquiring other language skills such as writing, listening, and speaking.  相似文献

This exploratory article seeks to analyze the nature and impact of one of the main democracy promoters in Malaysia i.e. the United States (US). The US is a promoter that is often being alleged with interfering with Malaysian domestic affairs, especially since the sacking of former Deputy Prime Minister, Anwar Ibrahim in 1998. This article argues that the US democracy promotion in Malaysia can be conceptualized under the framework of a concurrent democracy assistance strategy. This is due to the fact that while the US is supporting the non-regime compatible program, it is also concurrently channeling bigger aid for regime-compatible program to Malaysia from 1999–2015. The improvement of diplomatic ties between both countries since post-Mahathir era and the prioritization of security issues have led to a more engaging conduct of democracy promotion. Despite the US continuous funding of non-regime-compatible programs through non-state actors, this approach was nevertheless balanced by cordial relations at the state level. Nevertheless, the effect of US democracy assistance and promotion on Malaysia’s democratic development has been minimal, reinforcing the views on the difficulty to promote democracy in a semi-authoritarian regime.  相似文献

This study describes the frequency and type of pen guns in Turkey by examining the cases sent to the Council of Forensic Medicine of Turkey between 2000 and 2004. In total, 32 cases and 61 pen guns were examined. These guns were evaluated in respect of the type of the gun, size and caliber, rifling, design, mechanism, fitness for use, legality, and geographical distribution. Fifty-nine percent of the guns were 22-gauge. Most commonly, they originate from South Eastern Anatolia. It is suggested that the guns are handmade.  相似文献

The purpose of the present study is to produce foresights on terrorism. For the first time in the literature, we test the predictive validity of risk terrain modeling to forecast terrorism. Because the relevant literature suggests that target selection and the places where terrorist attacks occur are related to a group’s strategies, we also investigate whether and how violent terrorist acts vary with respect to their surroundings in the same jurisdiction when the ideology is the point of comparison. Separatist and leftist terrorist groups committed 1152 violent terrorist acts between 2008 and 2012 in Istanbul, Turkey. Our analysis begins with a comparison of targets and risk factors by the ideology of the perpetrators for 857 separatist and 295 leftist terrorist incidents. After identifying high-risk locations, we test the predictive validity of risk terrain modeling. The study results showed that context and spatial influence—the risky areas of terrorism—vary by the nature of the ideology in the jurisdiction. Practical implications also are discussed.  相似文献
