We use an ordered logistic model to empirically examine the factors that explain varying degrees of private involvement in the US water sector through public–private partnerships. Our estimates suggest that a variety of factors help explain greater private participation in this sector. We find that the risk to private participants regarding cost recovery is an important driver of private participation. The relative cost of labour is also a key factor in determining the degree of private involvement in the contract choice. When public wages are high relative to private wages, private participation is viewed as a source of cost savings. We thus find two main drivers of greater private involvement: one encouraging private participation by reducing risk, and another encouraging government to seek out private participation in lowering costs.  相似文献

Deaths due to decapitation, especially related to traffic accidents, are rarely found in forensic practice. The present case involves a man and a woman who died from decapitation due to an unusual mechanism while they were riding on a motorbike down a mountain road. The autopsy, which was completed as a physics study, allowed the accident to be reconstructed as follows: A plastic cable that had detached from a timber‐transporting machine whipped the road and hit the two motorcyclists. The impact resulted in the complete severing of both riders’ heads. Involving different scientists in this accident investigation was crucial to understanding the dynamics of the accident. In fact, in addition to scene inspection and autopsy, a physics study was carried out on the cable and the clamp involved, which led to an explanation for the abrupt movement of the cable and, thus, to a thorough reconstruction of the accident.  相似文献

Intermunicipal cooperation is being increasingly adopted in various countries as a part of local service delivery reforms. This article draws on survey data from Spain's municipalities to examine the reasons underpinning the decisions of local governments to engage in intermunicipal cooperation and privatisation. Our empirical analysis indicates that small municipalities prefer to rely on cooperation for reducing costs, while their larger counterparts prefer to privatise the delivery of services. By cooperating, scale economies can be achieved with lower transaction costs and fewer concerns for competition than is the case via private production.  相似文献

The purpose of the study was to test the potential utility of a geographical profiling approach for three separate series of rapes committed by a single offender. Two different mathematical distance-decay functions using either a normal distribution with a mean distance and standard deviation based on previous research or a truncated negative exponential function based on distances between crime sites in the series under investigation were applied to each of the series giving prioritised search areas the accuracy of which was then assessed. The prioritised area that had to be searched before the home base of the offender could be located varied from 7.60 km(2) or 2.15% of the total search area at its best to 15 1.10 km(2) or 42.66% at its worst for the normal distribution based on previous research and from 42.06 km(2) or 11.88% to no improvement when the truncated negative exponential function was used. The functions used showed less predictive ability when the offender was a commuter. Explanations for the variations in the findings as well as suggestions for improvements were outlined in the discussion.  相似文献

Intergovernmental networks have become a prominent cooperative mechanism to deal with trans-boundary and interdependent problems. Yet, we still have limited knowledge of how these collaborative endeavours are governed, which is crucial to properly understanding how they function. This article empirically examines the structural governance configurations of rule-enforcing networks in the European Union. The article relies on data from 37 networks with rule-enforcing tasks and conducts a qualitative comparative analysis. We find three basic governance structure configurations used by rule-enforcing networks: first, a configuration with legal accountability, which is characterized by having a board of appeals; second, one with administrative accountability that, in addition to a board of appeals, has powerful executive boards and professional experts in the network plenary; and a third one with democratic accountability that incorporates legislative representatives in the network plenary. We argue that these results show how network tasks are related to accountability and governance.  相似文献

An experiment was conducted in which the effectiveness of three line-up methods (live, video, and photographs) was compared. Participants witnessed a staged event and were subsequently required, by one of the three methods, to identify the target. Both target-present and target-absent line-ups were used. The results showed that all methods led to an equal number of correct identifications (hits). In the target-absent line-ups, participants more often incorrectly identified a person in the video and photographs condition than in the live condition. Presenting photographs simultaneously or sequentially did not affect the number of correct judgments. Dynamic video images, showing locomotion and facial expression, had a marginal significant effect on the number of correct judgments as compared with the static video images. Practical implications are discussed.  相似文献

A 9-locus microsatellite framework (minimal haplotype), previously developed for forensic purposes so as to facilitate stain analysis, personal identification and kinship testing, has been adopted for the establishment of a large reference database of male European Y-chromosomal haplotypes. The extent of population stratification pertaining to this database, an issue crucial for its practical forensic application, was assessed through analysis of molecular variance (AMOVA) of the 20 regional samples included. Despite the notion of some significant haplotype frequency differences, which were found to correlate with known demographic and historic features of Europeans, AMOVA generally revealed a high level of genetic homogeneity among the populations analyzed. Owing to their high diversity, however, accurate frequency estimation is difficult for Y-STR haplotypes when realistic (i.e. moderately sized) datasets are being used. As expected, strong pair-wise and higher order allelic associations were found to exist between all markers studied, implying that haplotype frequencies cannot be estimated as products of allele frequencies. A new extrapolation method was therefore developed which treats haplotype frequencies as random variables and generates estimates of the underlying distribution functions on the basis of closely related haplotypes. This approach, termed frequency 'surveying', is based upon standard population genetics theory and can in principle be applied to any combination of markers located on the Y-chromosome or in the mitochondrial genome. Application of the method to the quality assured reference Y-STR haplotype database described herein will prove very useful for the evaluation of positive trace-donor matches in forensic casework.  相似文献

How do electoral opportunities affect politicians' career strategies? Do politicians behave strategically in response to the opportunities provided by the electoral calendar? We argue that in a legislature that combines nonstatic ambition with a staggered electoral calendar, different kinds of politicians will have dissimilar preferences towards running in concurrent or midterm elections. More specifically, politicians with no previous executive experience should strategically run in midterm legislative elections in order to increase their visibility among voters, while more experienced politicians should opt for concurrent elections. We support these claims with data from the Argentine Chamber of Deputies between 1983 and 2007.  相似文献
