This article explores cannabis regulation in Canada and the United States and examines how recent legalization efforts have manifested differently in each country. Although some of these differences are explained by uncompromising constitutional structures, this comparative exercise examines each system's political choices. Lophophora williamsii (peyote) is a small, spineless, greenish‐blue cactus found in Mexico and the southwestern United States. Ingestion of the cactus can result in hallucinations due to its content of mescaline. In the United States, L. williamsii is classified as a Schedule I controlled substance. In this study, we use DNA analysis of the chloroplast trnL/trnF region and chloroplast rbcL gene to identify the individuals of Lophophora. Using the rbcL gene, Lophophora specimens could be distinguished from outgroups, but species within the genus could not be distinguished. The trnL/trnF region split the Lophophora genus into several groups based on the length and substructure of an AT‐rich segment of the sequence. Our results indicate that the genetic variability at the trnL/trnF locus is greater than previously recognized. Although DNA structures at the trnL/trnF region and rbcL gene do not align with the classification of Lophophora species, they can be used to aid in forensic analysis. 相似文献

This article examines the economic, social, and cultural challenges American Indian1 inmates face as they reintegrate back into a rural reservation community. Utilizing surveys, focus groups, and in-depth interviews with a variety of stakeholder groups, including community corrections, law enforcement, treatment providers, and tribal leaders, this research explores the reentry challenges faced by Native American returning offenders. Findings indicated that although similarities exist with other reentry populations, especially other minority groups, several unique challenges appear. The possible policy implications of these findings for the reentry process are also discussed. 相似文献

This article examines the interaction between politics and informal institutions of order in two of Africa’s most violent and crime-ridden cities, Nairobi, Kenya and Lagos, Nigeria. In both cities, governments have failed to provide basic public services and security to citizens, especially to those who reside in informal settlements or slums. A variety of informal institutions, including ethnic militia and block-level vigilante groups, fulfill security and enforcement roles in these relatively ungoverned urban spaces. This article examines the differences in the character and organization of these “specialists in violence,” and it argues that these differences are often integrally linked to the political strategies and aims of elites. The article makes two primary contributions to existing understandings of informal order in violent cities in the developing world. First, I find that organizations seemingly organically linked to local communities, such as ethnic militia, are strongly influenced by national-level political struggles. Violent organizations can gain a foothold and degree of legitimacy by appealing to traditional loyalties, including ethnicity, but organizations with these advantages are also attractive targets for cooptation by political actors. Secondly, both direct state repression and electoral use of militia lead to more predatory forms of interaction between these groups and local communities. 相似文献

There is growing interest in understanding how different research methods are perceived by victims of violence and what survivors will reveal to researchers (termed meta-research or meta-studies). The purpose of this project was to conduct a qualitative meta-study on why rape survivors chose to participate in community-based, face-to-face interviews. Participants mentioned four primary reasons for why they decided to participate in this study: (a) to help other survivors, (b) to help themselves, (c) to support research on rape/sexual assault, and (d) to receive financial compensation. Primary school enrollments have increased rapidly in sub‐Saharan Africa, spurring concerns about low levels of learning. We analyze field experiments in Kenya and Uganda that assessed whether the Reading to Learn intervention, implemented by the Aga Khan Foundation in both countries, improved early‐grade literacy as measured by common assessments. We find that Ugandan literacy (in Lango) increased by 0.2 standard deviations. We find a smaller effect (0.08) on a Swahili literacy test in Kenya. We find no evidence that differential effects are explained by baseline differences across countries in student test scores, classroom attributes, or implementation fidelity. A plausible explanation that cannot be directly tested is differential effective exposure to the literacy treatment in the tested languages. Students in Kenya were tested in Swahili, which is not necessarily the main language of instruction in primary schools, despite official policy. 相似文献
