Microcredit and power: examining how and why women encounter domination in Bangladesh

Using data from a recent ethnographic research project on microcredit, power, and poverty in the Chittagong Hill Tracts in Bangladesh, this article demonstrates that the relationship of women with both NGOs and male relatives is one of dependency and subordination. Gendered power relations, embedded in NGO practices and socio-cultural gender norms, influence the female borrowers to accept the domination of the fieldworkers and their male relatives. This article examines how and why NGOs create power inequalities between fieldworkers and female borrowers, why the fieldworkers dominate a group of women, and why these women continue to participate in microcredit programmes.     

Renewal Acute Toxicity of Broad-Spectrum Herbicide,Paraquat Dichloride in Channa punctatus (Bloch)

Abstract

Paraquat dichloride (PD) is a major contaminant in aquatic environment and is a cause of concern to different organisms, especially to fishes, as it causes different changes in behavioral and morphological to aquatic creatures. Hence, the objectives of the study are to examine the acute toxicity, behavioral and morphological alterations in air-breathing teleost fish, Channa punctatus (CP) (Bloch). Renewal acute toxicity was performed to calculate the lethal concentration (LC₅₀) by Finney’s probit analysis to CP by exposure to wide range of PD concentrations (30, 60, 90, 120, 150?mg/L) for 24, 48, 72 and 96?h. The LC₅₀ values determined are 93.36, 82.22, 67.93 and 65.87?mg/L for 24, 48, 72 and 96?h, respectively. Maximum allowable toxicant concentrations (MATC) defined by LC₅₀ value is found to be 0.6587?mg/L. The upper and lower 95 percent confidence limit (Fiducial limit) are in narrow range for 24, 48, 72 and 96?h, respectively, and thus results of the experiments are considered good. Fiducial limit calculated helps us to state that the LC50 falls within the specified limit and helps in constructing of toxicity curve. LC50 value gradually decreases with increase in time. Mortality rate was dose-time dependent and increased with increase in concentration. The behavioral changes provide biologically relevant endpoints in evaluating toxicity testing. Deviation from baseline behavior was noticed. Morphological deformities were also seen. The present study provides a clear indication of the toxicity of PD, and is highly toxic even at low level. Hence, it is recommended that appropriate eco-toxicological risk assessment should be made and indiscriminate use of PD by farmers should be discouraged particularly in areas close to aquatic environment.     

Analysis of alprazolam by DART-TOF mass spectrometry in counterfeit and routine drug identification cases

The high prevalence of alprazolam abuse translates to an increased workload for crime laboratories in characterizing seized tablets. These tablets may originate as diverted pharmaceuticals or counterfeited mimics, so efficient analytical techniques should provide confirmatory data while minimizing destruction of evidence. We offer the first report of a validated forensic method for confirming alprazolam tablets by direct analysis in real time-time of flight (DART-TOF) mass spectrometric analysis. This technique provides rapid identification of target analytes with minimal sample preparation, allowing direct analysis in the atmospheric sample gap. Selectivity is achieved through high resolution and mass accuracy, unique ion fragments, and chlorine isotopic ratios. This method utilizes fragmentation in two separate voltage functions to observe the alprazolam pseudo molecular ion at 309.09070 using 40 V and major ion fragments of 281.07197 and 205.07657 at 120 V. These parameters allow our laboratory to confirm alprazolam tablets efficiently, without compromising quality forensic standards.     

Politically Engaged Muslims in Malaysia in the Era of Abdullah Ahmad Badawi (2003–2009)

Long regarded as an embodiment of tolerant Islam and peacefully co-existing with modernisation within a multi-ethnic and multi-religious society, Malaysia unexpectedly aroused much attention as a potential breeding ground for Muslim radicals in the aftermath of catalytic events which pitted the West against the Muslim world. Malaysian Muslims are said to be susceptible to Middle Eastern-originated radicalism, as exemplified in interlocking transnational contacts and agendas sowed between increasingly globalised Muslim networks adept in exploiting latest trappings of modernity. This article urges readers to engage in deeper reflection on the local dynamics of Malaysia's Islamisation process, in order to arrive at a more nuanced understanding of challenges posed by politically engaged Muslims in Malaysia. It is argued that, belying the regime's profession of a progressive Islam known as Islam Hadhari, Malaysia under Abdullah Ahmad Badawi's Premiership witnessed an abrupt escalation of inter-religious tension which not only threatened to disrupt communal harmony and nation-building, but also posed a security risk. The origins of such instability could arguably be located to the peculiar manner in which politically-laden Islam is applied by the regime, in particular by its home-nurtured Islamic bureaucracy.     

Win–Win? Early experience from local area agreements

Local Area Agreements (LAAs) are a mechanism for delivering improved outcomes for local people, through recasting governance relationships between central government and localities and between local agencies. This paper assesses the effectiveness of LAAs in reforming these critical relationships, drawing on research carried out in 2004–06 into the round one and two negotiations. These early negotiations highlighted the complexity of ‘central–local relations’; a coherent approach across Whitehall was hampered by differences in departmental culture and in the nature of relationships with local delivery agencies, while the new role for Government Offices was ambiguous. Nevertheless the early LAAs represented a major step forward in terms of local–central relations. Within localities, the process of developing LAAs proved challenging and highlighted governance weaknesses; however in the main participants report that partnerships have been greatly strengthened as a result. These early experiences provided rich learning, and policy has developed significantly since the pilots. At the time this research ended there was not yet any conclusive evidence on the balance of costs and benefits. However, over time LAAs have the potential to bring about a transformation in governance relationships and, in turn, the delivery of services to address cross-cutting outcomes.
