Validation of a large Italian Database of 15 STR loci

Results from a collaborative exercise with proficiency testing conducted by 20 Italian laboratories on the 15 loci included in the Identifiler kit were analyzed by allele sharing methods and by standard population genetics tests. The validated database, including about 1500 subjects, was merged with that of a previous exercise conducted on nine loci, and the resulting allele frequencies, subdivided by Italian region, were published on-line.     

Suicide by xylene ingestion. A case report and review of literature

A 27-year-old male committed suicide by ingestion of a large quantity of xylene. The presence of xylene in the tissues of the victim was confirmed by chromatographic and spectrometric techniques. High levels of xylene were detected in blood (11 mg/dl), gastric contents (880 mg/dl), and duodenal contents (3,300 mg/dl). Histological examination of the lungs showed severe congestion and acute pulmonary edema. Review of the relevant literature is presented.     

History and Institutions in the Rebuilding of Social Capital after Forced Resettlement in the Philippines and Indonesia

Resettlement results in the loss of social capital from which poor households can draw resources for sustenance, survival and wellbeing. While Putnam deems social capital formation as pre-determined by a community’s history of civic engagement, the institutional view argues that social capital is generated through the institutions’ interventions. Utilising a comparative approach involving two resettlement sites, one in the Philippines and one in Indonesia, this article presents findings on the explanatory power of these two perspectives. The Philippine case is greatly influenced by the institutional interventions while the Indonesian case testifies to the validity of the theoretical perspective of Putnam.     

Strengthening the local representative system: the importance of electoral and non-electoral representation

Local democracy has increasingly faced problems such as declining voter turnout and decreasing trust in political parties. Certain forms of participatory democracy have been introduced to address political disengagement. Often these efforts do not deliver the envisaged results, as they exacerbate existing inequalities by attracting only certain groups of citizens. This paper takes a close look at representation to find out if and how it can strengthen local democracy. Non-electoral representation, as manifested by representative claims based on non-electoral grounds, such as identity and expertise, made by local councillors, as well as non-elected individuals and organisations, might serve to mitigate democratic problems. We empirically study manifestations of electoral and non-electoral representation and their interactions. We conclude that non-electoral representation can strengthen local democracy, but its relationship with electoral representation can also be problematic. We make suggestions as to how these problems might be overcome in an effort to strengthen the local representative system.
