ABSTRACT This article focuses on a little-explored area of research, seeking to explain how political changes influence the participation of citizens in the social networks of local governments. In the context of the recent upsurge of anti-system movements and political parties in the European Union, we analyse a new set of data on participation via local governments’ Facebook pages during a turbulent period in European politics. The results obtained show that when a local government is affected by changes in political competition there is a greater degree of citizens’ engagement through social networks. Our analytical framework shows that this increased engagement is directly associated with the vulnerability of political parties, especially when the governing party loses its absolute majority and is constrained or prevented from carrying out political initiatives. 相似文献

This article examines a case study of one industry in order to explore the factors influencing changing performance levels in the industries of post-socialist economies. It explores the influence on industrial performance of a number of once-only non-repetitive factors of market development that were typical of the transition period and compares them with longer term aspects of the market economy. The case that we discuss here is the development of the market for products of the Hungarian printing industry since the late 1980s. During the transition phase, privatisation, deregulation, the abolition of administrative distribution, and radical cuts in subsidies were all among the factors affecting this industry. Its supply chains also changed radically. However, these lost their importance after the transition had been completed and the long term processes of technical development and consumer behaviour became the main determinants of the behaviour of the printing companies. 相似文献

Governments’ use of debt as a political instrument has been widely studied from the perspective of partisan and electoral cycles, mainly concerning central government. On the whole, previous studies have attempted to determine the effects of political ideology and the proximity of elections on the opportunistic use of public spending. The current study aims to broaden the scope of attention to the effect of partisan and electoral cycles on debt, by means of a broader consideration of the motives that lead politicians to take on a deficit and that are usually linked to the associated electoral risk. More particularly, we examine whether, during the electoral period, greater confidence in re-election can modify party behaviour concerning the use of public spending, and if so, whether the change is greater or smaller depending on the ruling party’s ideology. The results obtained show that local administrations need to incur debt, although politicians take on more liability than is appropriate to their demographic and economic characteristics, especially in an election year. It was also found that political stability favours a reduction in the public deficit, a pattern that is maintained in electoral periods. This article analyzes the adaptation of the Revolutionary Armed Forces of Colombia (FARC) to the post-Cold War strategic scene. In this process of change the Colombian guerrilla organization has broken away from the traditional behavior patterns of Latin American armed groups in four key ways. First, the FARC has reduced the rigidity of its ideology in order to make its political message more attractive. Second, it has made a great effort to boost its military potential. Third, it has established independent channels of funding and arms supply. Finally, the Colombian rebels have developed a very decentralized organic structure that nevertheless maintains a sufficient degree of cohesion. These innovations have made the FARC a new model of insurgency that has managed to corner the Bogota government and destabilize a significant part of the Andean region. 相似文献

The island of Corsica has experienced for the past thirty years a wave of low-scale terrorism. Self-declared Corsican nationalists fight for their homeland to become independent from mainland France, without much success, and with diminishing support from the island's population. Even though the level of violence has never reached the levels of destruction and casualties as in other European homegrown-terrorist groups, it is important for the Nikolas Sarkozy administration to deal with Corsican pseudo-separatism once and for all. Studies of organised interests in Central and Eastern Europe have overlooked constituencies shaped by the welfare state such as retired people. The article compares the development, structure and strategies of pensioners’ interest organisations in the Czech Republic and Slovenia. It finds that sizeable, if poorly resourced, membership-based pensioners’ interest organisations have emerged, largely independently of trade unions, and integrated into interest representation systems. Although lack of resources and organisational problems hamper lobbying capacity, these groups retain mobilisation potential. Comparison suggests that legacies and modes of transition still shape pensioners’ interest organisations more than institutional structures or new population ageing strategies. 相似文献
