This article investigates the work of a Lebanese non-governmental organization (NGO) called the Committee of the Parents of the Missing and the Disappeared. Although the successive Lebanese governments, most political leaders, ex-militia leaders and ex-combatants did not want to help in revealing the truth about what had happened to the people who went missing during the Lebanese civil war of 1975, the Committee managed to mobilize the families of the missing people under one banner for more than 30 years and was successful in making the Lebanese government and the legal authorities take few but important decisions that favoured the cause of the families of the missing people. It managed to do so without being deterred by the social, political and economic challenges it faced and due to the ability of its leadership to clearly define the sources of contention it wanted to protest against and by selecting the protests methods that best serve its cause.  相似文献

The anti-corruption norm in both scholarship and the policy world has too narrowly focused on the domestic and institutional context of bribe-taking and public corruption. Instead, we argue that corruption in the contemporary global economy requires a multiple set of connected transactions, processes, and relationships that take place within informal transnational networks that blur the line between illegal and legal activities. These networks include multinational companies, elites in host countries, offshore financial vehicles and conduits, middlemen and brokers, and destination financial institutions. We examine how these actors operate in Central Asia, a region that is widely identified as corrupt, yet is rarely understood as embedded in the types of global processes, offshore connections and transnational links specified in our analysis. Examples of offshore centers in tax planning from Central Asia, and partial results from a field experiment based on impersonating high corruption risks from four Central Asian states, provide evidence for how the various actors in transnational financial networks structure their dealings. We then present two brief illustrative cases of how these transnational networks have operated in energy explorations services in Kazakhstan and telecommunications contracts in Uzbekistan. Our findings have theoretical, practical, and normative implications for scholars and practitioners of Central Asian international political economy and other ‘high risk' regions.  相似文献

In Uganda, contested relations between the central government and sub-national regions have, since independence, shaped state formation and national identity in fundamental ways. Today, the country is characterised by regionally uneven state presence, and distinct sub-national identities and ongoing contestation over territorial demarcations, loci of authority and political identities. This article explores the politics of territory, identity and authority in three Ugandan regions in this context, in order to analyse the implications for exclusion and conflict at the sub-national level. This involves struggles over the territorial and administrative demarcations of and within regions; the loci and scope of authority with regards to these units; struggles over access to land; and the (non-)recognition of various cultural–political identities in these regions.  相似文献

This paper examines Japan's policy towards methamphetamine (Japanese: hiropon). Opium has been used in Japan for medicinal purposes since 1722. However, it was strictly controlled. The result was that drug abuse was minuscule. This changed with the introduction of methamphetamine. During the Second World War hiropon was given by the military to fighter pilots and the signal corps in order to help them stay awake and alert. After 1945, the large military stockpiles of methamphetamine found their way onto the black market. With society in chaos, drug abuse spread rapidly and a hiropon epidemic emerged. The introduction of a comprehensive anti-drug package in the mid-1950s, including stricter laws, resulted in that abuse having been almost totally eradicated by 1957. Around 1970 a new wave of abuse (‘the second epidemic’) began. It peaked around 1985, after which abuse tampered off, albeit slowly. A temporary increase in the mid-1990s made Japanese authorities declare the emergence of ‘the third epidemic’ that is still said to be ongoing. Official statistics show, however, that Japan has not seen any such epidemic. In comparison with most other Western countries, methamphetamine abuse in Japan is modest.  相似文献

In this article I criticize, first, democratic inclusion principles that are indeterminate with regard to democratic boundaries and indifferent towards the structural features of polities. I suggest that a democratic stakeholder principle passes these critical tests and can be applied to democratic polities of different kinds. Second, I compare birthright-based and residence-based membership regimes at state and local levels and consider how they can accommodate international migrants. Third, I argue that these two regimes are not freestanding alternatives between which democratic polities have to choose, but are combined in a multilevel architecture of democratic citizenship, in which the inclusion and exclusion dynamics of birthright and residence mutually constrain each other and every individual is included as a citizen in both types of polities.  相似文献

Drunk driving is a serious threat to public safety. All available and appropriate tools for curbing this threat should be employed to their full extent. The handheld pre‐arrest breath test instrument (PBT) is one tool for identifying the alcohol‐impaired driver and enforcing drunk driving legislation. A set of data was evaluated (n = 1779) where the PBT instrument was employed in drunk driving arrests to develop a multivariate predictive model. When maintained and operated by trained personnel, the PBT provides a reasonable estimate of the evidential test result within the relevant forensic range (95% prediction interval:  ± 0.003 g/210 L). ROC analysis shows that a multivariate model for PBT prediction of the evidentiary alcohol concentration above versus below the legal limit of 0.08 g/210 L has excellent performance with an AUC of 0.96. These results would be of value in evidential hearings seeking to admit the PBT results in drunk driving trials.  相似文献

The extraction of DNA from human skeletal remains applied to forensic, and evolutionary studies do not exclude risks, which are to be evaluated when working with unique specimens that could be damaged or even destroyed. In the present study were evaluated several nondestructive methods for recovering DNA instead of the most currently used pulverization method. Three different procedures to access inside the dental pieces (occlusal perforation, cervical perforation, and cervical cut) have been compared with the aim of recovering as many cell remains as possible to carry out a DNA extraction. Given the DNA quantitation results, a method was proposed that consists of a cervical cut to facilitate the access to the pulp cavity and a subsequent filing of the root canals down to the apex of the dental root. This methodology allows the recovery of both mitochondrial and nuclear DNA, with the minimum deterioration for the dental pieces.  相似文献
