Performance Evaluation of Regional Governors: The Case of the Russian Federation

ABSTRACT

This study examines recent changes in performance-based appraisals of Russian regional governors, key criteria used in the decision-making process regarding the reappointment or dismissal of top regional executives, the role of non-governmental organizations in their performance evaluations, and existing problems in this area. Moreover, the study explores the extent to which values such as equity, social justice, and quality of life are embodied in the performance evaluations of these officials.     

The Death of Freddie Gray and Its Impact on Homicides in Baltimore and Maryland

This study evaluated the impact that Freddie Gray’s death on April, 19, 2015, had on homicides within Baltimore, Prince George’s County, and the rest of Maryland. The numbers of these deaths were compared in the 2 years prior and after his death. The average number of homicide per month in Baltimore and Prince George’s County, but not the rest of Maryland, showed a statistically significant increase in the 2 years after his death, with a sudden spike in homicides in Baltimore immediately following his death. Spatial density (“heat”) maps of homicides showed an increase in clustering of deaths after Freddie Gray’s demise in portions of Baltimore, particularly near his arrest site. Hot spot maps showed a massive expansion of statistically significant clusters of homicides in areas of West and East Baltimore after his death. An emerging hot spot analysis revealed consecutive hot spots in large areas of West Baltimore with new hot spots prominent along the southern edge of this area. A review of the history of Baltimore, as well as discussions with Baltimore homicide detectives, revealed that prior socioeconomic and political trends likely primed Baltimore for the protests and violence that occurred after Freddie Gray’s death. It is probable that a perceived “overcharging” of officers involved in his death by the State’s Attorney resulted in a “pullback” from policing that directly led to increased homicides in Baltimore.

University–industry collaboration: using meta-rules to overcome barriers to knowledge transfer

University–industry knowledge transfer is an important source wealth of creation for all partners; however, the practical management of this activity within universities is often hampered by procedural rigidity either through the absence of decision-making protocols to reconcile conflicting priorities or through the inconsistent implementation of existing policies. This is problematic, since it can impede operational effectiveness, prevent inter-organisational knowledge-creation and hamper organisational learning. This paper addresses this issue by adopting a cross-discipline approach and presenting meta-rules as a solution to aid organisational decision making. It is proposed that meta-rules can help resolve tensions arising from conflicting priorities between academics, knowledge transfer offices and industry and help facilitate strategic alignment of processes and policies within and between organisations. This research contributes to the growing debate on the strategic challenges of managing knowledge transfer and presents meta-rules as a practical solution to facilitate strategic alignment of internal and external stakeholder tensions. Meta-rules has previously only been applied in a computer intelligence context however, this research proves the efficacy of meta rules in a university–industry knowledge transfer context. This research also has practical implications for knowledge transfer office managers who can use meta-rules to help overcome resource limitations, conflicting priorities and goals of diverse internal and external stakeholders.

Candidate Choice Without Party Labels:

In the absence of party labels, voters must use other information to determine whom to support. The institution of nonpartisan elections, therefore, may impact voter choice by increasing the weight that voters place on candidate dimensions other than partisanship. We hypothesize that in nonpartisan elections, voters will exhibit a stronger preference for candidates with greater career and political experience, as well as candidates who can successfully signal partisan or ideological affiliation without directly using labels. To test these hypotheses, we conducted conjoint survey experiments on both nationally representative and convenience samples that vary the presence or absence of partisan information. The primary result of these experiments indicates that when voters cannot rely on party labels, they give greater weight to candidate experience. We find that this process unfolds differently for respondents of different partisan affiliations: Republicans respond to the removal of partisan information by giving greater weight to job experience while Democrats respond by giving greater weight to political experience. Our results lend microfoundational support to the notion that partisan information can crowd out other kinds of candidate information.
