DNA profiling of biological trace evidence has been used for many years. The application of this technique specifically to the DNA profiling of earprints has not to date been thoroughly investigated. This report presents the results of 60 earprints collected from three healthy adult volunteers under controlled laboratory conditions. DNA profile analysis revealed that high levels of non-donor alleles are observed when earprints are collected for DNA profiling. The source of these non-donor alleles is investigated and the impact that their presence within the profile may have on the use of this technique is discussed.

Recent cost-effectiveness studies have uncovered substantial disparities in lifesaving investments between federal agencies. An examination of OSHA and NHTSA policies suggests that such disparities are not necessarily the result of arbitrary or inadvertent decision making. The disparities may reflect both conscious social judgments about priorities in lifesaving policy and systematic patterns of political and bureaucratic behavior. The hypotheses advanced in this paper suggest that, while these cost-effectiveness studies ignore important social values, they are also useful in exposing systematic imperfections in political and regulatory decision making.

Two basic goals of punishment—retribution and utility—and the means to those goals, including isolation, rehabilitation, and the creation of fear, were first examined. The objectives of punishment were then related to attributions regarding the cause of a transgression. It was documented that punishment goals are mediated by the expectancies and affects that are elicited by causal beliefs. It also was argued that the purposes of punishment are more state-like than trait-like, for they change as a function of the reason for a transgression. Data from three laboratory experiments, as well as a field study regarding reactions to O. J. Simpson for his alleged crimes, were presented in support of the above beliefs. In addition, the morality of retribution versus utilitarianism was discussed in the context of the caning of Michael Fay in Singapore. It is suggested that rehabilitation may be the most moral of the punishment means.

An unsuspected case of homicidal arsenic poisoning, clinically thought to be a primary hematopoietic disorder, was uncovered by an expanded toxicologic screen which is performed in all medical examiner's cases in which the decedent displays gastrointestinal symptoms prior to death. Arsenic concentrations were: blood, 7.2 mg/liter; liver, 15 mg/kg; and kidney, 6 mg/kg.

Abstract: Since the election of the Mike Harris Conservative government in 1995, Ontario has been the site of some of the most turbulent provincial-local relations ever experienced in a Canadian province. The province's agenda has included restructuring and realigning the responsibilities and resources of municipal governments and asserting control over the financing and governance of Ontario's education system. The sheer size of this agenda and the interconnections between its two main elements have made the quest to simplify or disentangle provincial-local relations impossible to achieve. This article documents events as the Conservatives moved from their “Common Sense Revolution” election manifesto to develop and implement a plan for disentanglement of provincial and local government services. It also identifies themes and potential lessons that emerge for government agenda setting and intergovernmental relations.

Hart's will theory of rights has been subjected to at least three significant criticisms. First, it is thought unable to account for the full range of legal rights. Second, it is incoherent, for it values freedom while permitting an agent the option of alienating his or her capacity for choice. Third, any attempt to remedy the first two problems renders the theory reducible to the rival benefit theory. My aim is to address these objections. I argue that will theory has been made vulnerable due to misinterpretation. The theory has been characterized as placing great stress on liberty rights (or claim-protected liberties), whereas it is powers that are central, and hence not choice but control. My argument does, however, depend upon appealing to an extra-legal notion — the hypothetical contract — but I argue that this is consistent with the main aim of a theory of rights.
