This article explores the relationship between the Emberá–Wounaan and Akha Indigenous people and organized crime groups vying for control over natural resources in the Darién Gap of East Panama and West Colombia and the Golden Triangle (the area where the borders of Laos, Myanmar (Burma), and Thailand meet), respectively. From a southern green criminological perspective, we consider how organized crime groups trading in natural resources value Indigenous knowledge. We also examine the continued victimization of Indigenous people in relation to environmental harm and the tension between Indigenous peoples’ ecocentric values and the economic incentives presented to them for exploiting nature. By looking at the history of the coloniality and the socioeconomic context of these Indigenous communities, this article generates a discussion about the social framing of the Indigenous people as both victims and offenders in the illegal trade in natural resources, particularly considering the types of relationships established with dominant criminal groups present in their ancestral lands.

This article examines the efficiency of the selective credit policies pursued by the Indian authorities aimed at curtailing inventory accumulation in the sugar industry. Based on the relationship between investment demand and credit availability, a methodology is developed to test the degree of substitutability of different types of credit in the inventory decision of the firm. The tests conducted indicate that the credit policies adopted by Indian authorities have been of limited effectiveness owing to the substitutability of the different sources of finance. The results also indicate that while a correctly designed selective credit policy can affect inventory accumulation, the same policy may have an adverse impact on overall investment of the firm.  相似文献

This article analyses the Brazilian Chamber of Deputies committee system using rational choice theories developed originally for the US Congress. We suggest that pure versions of these theories are unable to explain Brazilian committee politics, and point out the necessity of building a specific theory that takes into account key institutional characteristics which give the Brazilian Executive considerable power to control the legislative process to assure outcomes consistent with presidential preferences. We demonstrate that committees in Brazil operate to some degree as agents of the executive. For this reason, we call it the Theory of Executive Dominance.  相似文献

Abstract: Although governing in Canada is in transition towards a model of horizontal “governance” that emphasizes collaboration with a variety of non‐governmental actors, the contracting culture and its associated accountability regime remain a legacy of “new public management.” As part of this transition, however, contracting is being used not only as a means to control performance but also as a governance tool to guide the development of more collaborative relationships between government as a whole and entire sectors. In its relationship with the voluntary sector, the Government of Canada is caught in these contradictory trends ‐ between the control of contracting and the collaboration inherent in a governance contract. This article first examines the impact on voluntary organizations of the very stringent federal rneasures over contribution agreements that were brought in as a reaction to crisis in 2000. The effects are found to be significant and overwhelmingly negative, imposing direct financial costs on voluntary organizations and stifling innovation. The authors then consider whether the implementation of the Accord Between the Government of Canada and the Voluntary Sector and its Code of Good Practice on Funding might mitigate the negative effects of these accountability measures. Toutefois, dans le cadre de cette transition, les marchés (contrats), en plus de servir de moyen de contrôler le rendement, sont aussi un outil de gouvernance pour accroître la collaboration entre le gouvernement dam son ensemble et des secteurs tout entiers. Dam sa relation avec le secteur bénévole, le gowernement du Canada est pris dans ces tendances contradictoires ‐ entre le contrôle des marchés (contrats) et la collabordtion inhérente à un contrat de gouvernance. L'article se penche en premier sur l'incidence pour les organismes bénévoles des mesures contraignantes imposées par le gouvernement fédéral relativement aux ententes de contribution introduites pour fairc face a la crise qui a sévi en 2000. Ces impacts sont à la fois considérables et des plus négatifs, imposant des frais de financement directs aux organismes bénévoles et suffoquant l'innovation. Les auteurs cherchent ensuite a déterminer si la mise en application de l'accord passé entre le gouvernement du Canada et le secteur bénévole et son Code de boMes pratiques de financement pourraient atténuer certains effets négatifs de ces mesures d'imputabilité.  相似文献

We report on a project to explore empirical patterns in risk, shocks and risk management using recent household surveys with risk modules from 16 different developing countries. Natural disasters, health shocks, economic shocks, and asset loss are the most commonly reported types of shocks and, especially for the poor, often result in ‘bad’ coping responses that may perpetuate vulnerability. The information culled from these survey modules falls short of expectations in several ways.  相似文献

The objective of this study was to investigate psychological or physical violence associated with the use of alcohol, in residences of individuals in Brazil and, also describe the social characteristics of aggressors and victims. Therefore, this study expects to contribute to studies in Brazil that seek to clarify the relations between alcohol and violence in residences. A total of 454 respondents, 12–65 years old, were assessed, they were sorted by the Kish method, and the residences randomly. The SAMHSA questionnaire was utilized after translated and adapted to Brazilian conditions. 26% of the individuals reported psychological violence, and 16% reported physical violence. The study’s main results set the differences in the reports for physical violence (OR 7, 95% CI: 4–13) and psychological violence (OR 5, 95% CI: 3–8) in residences where someone arrived or became intoxicated with alcohol (P < 0.05). 50% of the aggressors were under the effects of alcohol, and 77% of the victims were relatives of their aggressors. Acts of violence are not necessarily associated with alcohol consumption. Men and women reported acts of domestic violence; psychological violence was the most prevalent form. There is widespread acceptance that current institutions are inadequate to address the challenges of sustainable development. At the same time, there is an urgent need to build awareness and increase capacity for promoting action with respect to environmental protection at the local level. This article analyzes the Web sites of the environment departments of European local governments that signed the Aalborg Commitments to determine the extent to which they are using the Internet to promote e‐participation in environmental topics and to identify the drivers of these developments. Potential drivers are public administration style, urban vulnerability, external pressures, and local government environmental culture. Findings confirm that e‐participation is a multifaceted concept. External pressures influence the transparency of environmental Web sites, while public administration style and local government environmental culture influence their interactivity.  相似文献

There is considerable evidence that neurocognitive deficits are frequent among incarcerated offenders. However, current correctional programming does not directly seek to remediate deficits in offenders’ neurocognitive deficits. In this pilot project, we sought to treat neurocognitive deficits in incarcerated Portuguese adult women offenders (n?=?28) using cognitive remediation to target cognitive flexibility, memory, and planning. Statistically significant positive changes, with medium to large effect sizes, were discovered across several neurocognitive domains, including attention, speed of processing, verbal learning and memory, cognitive flexibility, and planning. We also found a decrease in the negative emotional states of depression, anxiety, tension/stress, and on disturbed behavior in prison. Cognitive remediation has the potential to enhance the neurocognitive functioning of incarcerated women. Controlled research is needed to establish cognitive remediation fully as an intervention for the treatment of neurocognitive deficits of incarcerated women.  相似文献

Forensic age estimation is an important element of anthropological research, as it produces one of the primary sources of data that researchers use to establish the identity of a person living or the identity of unknown bodily remains. The aim of this study was to determine if the chronology of third molar mineralization could be an accurate indicator of estimated age in a sample Brazilian population. If so, mineralization could determine the probability of an individual being 18 years or older. The study evaluated 407 panoramic radiographs of males and females from the past 5 years in order to assess the mineralization status of the mandibular third molars. The evaluation was carried out using an adaptation of Demirjian's system. The results indicated a strong correlation between chronological age and the mineralization of the mandibular third molars. The results indicated that modern Brazilian generation tends to demonstrate an earlier mandibular third molar mineralization than older Brazilian generation and people of other nationalities. Males reached developmental stages slightly earlier than females, but statistically significant differences between the sex were not found. The probability that an individual with third molar mineralization stage H had reached an age of 18 years or older was 96.8-98.6% for males and females, respectively.  相似文献
