Introduction: Authority Building in International Administered Territories

This introduction to the special section on “Authority Building in International Administered Territories” begins by summarizing the relevant literature on international administrations. To conceptualize authority building as an ongoing process in which international and local actors confirm – or refuse – authority claims, secondly, two types of authority are differentiated: ‘interpretative authority’ and ‘performing authority’. This sociological conceptualization of authority building allows, thirdly, a discussion on the restrictions and challenges that international administrations face in their attempts to establish authority on the ground. Finally, an overview of the section’s articles is provided.     

Party competition in the Middle East: spatial competition in the post-Arab Spring era

This paper charts the nature of political cleavage between major parties in post-Arab Spring elections in five Mediterranean region countries, with data from online opt-in surveys. We compare the Moroccan elections, held under a consolidated authoritarian regime, with the transitional cases of Tunisia and Egypt as well as the more mature democracies of Turkey and Israel. Voter opinions are obtained on 30 salient issues, and parties and voters are aligned along two dimensions. We trace country-specific cleavage patterns and reflections of party system maturity in these five countries. The cases of Egypt, Tunisia and Morocco reveal that in less settled cleavage structures there is little congruence between vote propensities for parties and agreement levels with policy positions compared to the more institutionalized democracies of Israel and Turkey where voters exhibit a higher likelihood to vote for a party as the distance between the voter and the party in the policy space gets smaller.     

Elites' and Voters' Attitudes towards Austerity Policies and their Consequences in Greece and Portugal

This article analyses the attitudes of the political elite and voters in Greece and Portugal vis-à-vis the Troika bailouts, austerity policies and the attribution of responsibilities for the crisis. Using both elite and mass surveys with similar questions, the article explores to what extent the elites and voters share similar attitudes, what might explain possible differences between these two groups and between the two countries and what this information can tell us about the quality of political representation in Greece and Portugal. The differences between the countries are explained mainly by the severity of the crisis and austerity policies in each country, but also by the diversity of political conditions.     

Awakening the Sleeping Giant in Greece and Portugal? Elites' and Voters' Attitudes towards EU Integration in Difficult Economic Times

This article explores the extent to which the economic crisis and political responses of the European Union (EU) to austerity policies have contributed to Euroscepticism in Greece and Portugal. We analyse attitudes towards the EU at both voter and elite levels using fresh and innovative data, and by comparing them with data from surveys conducted before the crisis we show assessments of austerity and the bailouts are feeding elite and voter Euroscepticism. In both countries there are signs of a crisis of representation with greater voter–elite incongruence in the representation of EU issues than before the bailout.     

The Impact of the Economic Crisis on the Ideological Space in Portugal and Greece: A Comparison of Elites and Voters

This work addresses the dimensions and content of ideological space in Portugal and Greece after the onset of the sovereign debt crisis and the imposition of austerity policies in the two countries. By examining both elite interviews and public opinion data, the article principally attempts to determine whether the economic crisis has created a new division in ideological space by cross-cutting or completely replacing older ones. In addition, we attempt to gauge the position of crisis-related issues relative to issue divides on European integration and globalisation which, up to now, have been dormant in Southern European countries.

The Dark Side of Social Capital Re-examined from a Policy Analysis Perspective: Networks of Trust and Corruption

Abstract

This work deepens the analysis of the “dark side” of social capital proposed by Alejandro Portes and Patricia Landlot and revisited by Peter Graeff. For this purpose, it combines the individualistic approach of economic theory with the social perspective of other social sciences to study the economics of corruption embedded in a social structure (a network of trust). It assesses the importance of social relations as a necessary condition to achieve corrupt objectives. To do so, a model of corrupt public contracts embedded in networks of trust is built. Theoretical evidence is found on the importance of networks of trust for the success of corrupt deals between officials and recipients. In addition, seeds are sown for future research and analysis of the role of institutions and monitoring agencies. Finally, the foundation is laid for research in the field of experimental economics to conduct an empirical examination of this proposed model and some policy implications are derived.     

Scientific Research on the Efficiency of Public Expenditures: How and Where is it Going?

ABSTRACT

Recent scientific research has advanced the measurement of the relative performance of organizations and the efficiency of public spending, based on analyzes of the services offered and results achieved. However, from the methodological point of view, there are several methods to analyze the performance and efficiency of spending in the private and public sectors. In this sense, the present study performs a systematic bibliometric review to analyze all scientific publications on the efficiency of public spending published in the last 20 years. The results show that most cost-efficiency analyzes have been limited to education and health expenditures and have used quantitative analysis, mainly through the application of data-involution analysis. The present review is a first step in mapping scientific publications on efficiency in public spending, which will support researchers and managers to make public spending more efficient.

The Introductory Essay places the articles collected in the dossier within current debates on race, gender and nation. First, it examines the notion of “Latin” eugenics, both as a non-hereditarian approach to race improvement and a form of Fascist cultural diplomacy based on the export of Italian racial knowledge. Second, it explores the way in which the visual representation of women's bodies shaped the “eugenics gaze” of an idealized racial nation, as well as her racial “others”. Third, it analyses the racialization of immigration by looking at how dominant groups established eugenics preferences for certain foreigners based on popular assumptions of moral worth and physical strength.     

Influences on the Prisoner Rate: Number of Entries into Prison, Length of Sentences and Crime Rate

On the basis of the data contained in the European Sourcebook, this article tries to answer the question: 'What influences the prisoner rate most? The number of entries into prison, the length of sentences, or the crime rate?' The authors show that the crime rate is absolutely not correlated with the prisoner rate. The latter depends principally on the length of the imposed custodial sanctions and secondly on the number of those imposed prison sentences. Nevertheless, there are some indications suggesting that these results could be different from one type of offence to another. Unfortunately, this hypothesis could not be tested on the basis of the European Sourcebook data.
