Issue importance mediates the impact of public policy issues on electoral decisions. Individuals who consider that an issue is important are more likely to rely on their attitudes toward that issue when evaluating candidates and deciding for whom to vote. The logic behind the link between issue importance and issue voting should translate to a link between issue importance and performance voting. Incumbent performance evaluations regarding an issue should have a stronger impact on the vote choice of individuals who find that issue important. The analysis demonstrates that there is a significant interaction between performance evaluations and issue importance. People concerned about an issue assign more weight to their evaluations of the government's performance on that issue when making up their mind.  相似文献

Th present article deals with the visual culture present in the books and textbooks on biotypology in Brazil, in the 1930s and 1940s. It analyses the representations of bodies in images, all of which were employed to guide people on the reasoning and practices of bodily measurement and classification according to the main biotypology approaches. Images herein discussed expressed the following scientific modus operandi of biotypology in Brazil: anthropometry, biometry and the construction of an average body; categorisation of biotypes, physical culture and classic aesthetic; and the link between normality, beauty and moral conceptions applied to women’s body features. This analysis also seeks to shed light on some of the ways in which biotypology strayed from and was consistent with eugenic discourse in Brazil. The representation of bodies in Brazilian biotypology showed the efforts to construct normal and deviant bodies defined according to ideals of national and racial identity, perfection, symmetry, harmony, goodness, fairness, femininity and beauty.  相似文献

The paper builds upon an original pre- and post-election survey that we conducted before and after the 2015 Canadian election. Directly after Election Day, we asked Canadians for which party they voted, and whether they regret their choice. We find that 39% of them are not perfectly happy with their decision, and 4% even say that they made a bad decision. We show that the propensity to regret can be explained by a mixed-utility theory, whereby voters attempt to maximize a mixture of instrumental and expressive utilities. Our study contributes to the literatures on voting behaviour and political economy, which usually considers that voters are either instrumental or expressive, but not both at the same time.  相似文献

The paper focuses on the unique, role model characteristics of the Hungarian hybrid regime, the Hungarian political system’s new incarnation forged in the past years’ democratic backsliding process. Following the short review of the main hybrid regime literature and the key analyses putting the democratic quality of the Hungarian political system under the microscope, the paper argues that Hungary’s European Union (EU) membership, the competencies of EU institutions, and the scope of EU law have played a crucial role in the development of the system’s unique characteristics. Based on this argument, the paper qualifies Hungary as an “externally constrained hybrid regime”. However, the EU does not only fulfil system constraining functions regarding the Hungarian regime, but performs system support and system legitimation functions as well. Ultimately, the changing scope of these functions, determined by the European integration’s internal dynamics, influences first and foremost the Hungarian power elite’s strategic considerations about the country’s future EU membership.  相似文献

This paper engages with the security dynamics underlying the use of drones and their impact on security subjects – individuals and groups that are the ultimate recipients of specific security policies, regardless of whether these have beneficial effects on them. Using Mark Duffield’s distinction between the insured Global North and the non-insured Global South, this paper discusses how drones generate a radical dissociation between the intervener and the intervened that ultimately produces new security environments at the margins of the international system. These new security environments are defined by the articulation between space, technologies and bodies: bodies of invisible subjects; bodies that are uninsurable.  相似文献

This article seeks to reflect on the possibilities of cooperative R&D to constitute an opportunity for companies in developing countries to take part in the innovation concerning technological frontier. In order to show this thesis can be true, this article is based on the case study of Petrobrás, the Brazilian state-owned oil company, which has employed the resource of cooperative R&D to gain access to the new subsea boosting technology and to acquire a place in the vanguard of such technology. However, the catch-up occurs only when firms in developing countries actively take part in the innovation process and accomplish an efficient process of technological learning, which is reflected on the evolution of interactions with external partners. The experience of Petrobrás is analyzed emphasizing the technological learning process through the transformation in its agreements with external partners. We present three cases of subsea boosting technologies developed by Petrobrás together with a majority of foreign producers or institutes. The analysis of these experiences allows us to show that the learning process and the mastery of in-house processes were accompanied by a significant evolution in the agreements with external sources. Petrobrás passes on from the position of cosponsor to that of articulator of the innovation process in technological cooperation agreements. The article proposes an evolutionary sequence to analyze the company's learning process. The evolutionary trajectories are different in each case, but in all of them it was possible to prove the increasing commitment of Petrobrás to the innovation effort.  相似文献

International non‐governmental organisations (INGOs) are prominent actors in the international arena, aiming to improve the life of disadvantaged people. However, INGOs often do not succeed in doing this. Consequently, INGO legitimacy is regularly questioned. Increased transparency and tightened accountability mechanisms are often‐mentioned solutions to this problem. Based on an analysis of four dimensions of INGO legitimacy—normative, regulatory, cognitive and output legitimacy—we argue that this is not necessarily adequate. We conclude that INGO mission statements create a normative source of legitimacy, but that this, in itself, is not enough to ground INGO legitimacy: it also needs to be institutionalised and organised. However, as a result of power relations and resulting pressures for accountability and transparency, as defined by their external stakeholders, INGOs experience a permanent struggle to reconcile their mission with the requirements for regulatory, cognitive and output legitimacy. The more these stakeholders press for increased organisation of INGO work, the more the pursuit of the core objectives of INGOs is obstructed. Current explanations of taxation levels have identified a host of factors, such as levels of economic development and GDP per capita, tax handles, tax morale, and political regimes. But none of them can account for Argentina's exceptionalism. Using a "transaction cost politics" approach and the case of Brazil for comparison, this article argues that the key to explaining low taxation in Argentina is political instability. Systemic instability affects the tax behavior of governments. Facing an uncertain future, incumbent governments choose to extract resources from society through inflation rather than normal taxation. This article argues that political institutions, particularly federalism, contribute to instability and thereby reduce the discount rates of government policymakers.  相似文献
