BUILDING A CHILD PROTECTION MEDIATION PROGRAM IN BRITISH COLUMBIA

Effective implementation of mediation programs on a large scale is a complex challenge. This article describes the process of design and implementation of a child protection mediation model and highlights the challenges and successes involved in leading fundamental culture shifts within the child welfare system over a period of eleven years.     

Adaptation and evaluation of the PrepFiler™ DNA extraction technology in an automated forensic DNA analysis process with emphasis on DNA yield, inhibitor removal and contamination security

Within the initial step of the forensic DNA analysis process, the DNA extraction efficiency and especially the removal of potential PCR inhibitors is crucial for subsequent steps, e.g. quantification by real-time PCR and amplification of short tandem repeats (STRs). The protocol of the PrepFiler™ Forensic DNA Extraction Kit was optimized for the application on a Tecan liquid handling workstation Freedom EVO^® 150. This modified application of the PrepFiler™ technology was compared with respect to DNA yield, sensitivity and the ability to remove potential PCR inhibitors to an established routine method working on the same liquid handling workstation based on ChargeSwitch^® Technology (CST) from Invitrogen.     

Legal–Spatial Consciousness: A Legal Geography Framework for Examining Migrant Illegality

Here we advance the concept of legal–spatial consciousness—an individual's awareness of how law and space are mutually formed and influential on their lives. Through this concept, we explore how undocumented youth in a variety of American destinations understand and experience migrant illegality. By examining how immigration law and local places are imbricated, we demonstrate how immigrant illegality is defined not only by a patchwork of municipal, state, and federal laws, but also by how undocumented people move through these differently legal spaces in their everyday lives. Illegality is thus continually reproduced through individuals’ im/mobility through space.     

Studying the correlates of fraud victimization and reporting

Little is known about the correlates of white-collar victimization, and even less is known about white-collar crime reporting. In this article, the extent to which predictors of fraud victimization are the same as the predictors of fraud reporting is examined. Using a national sample of fraud victims, these findings were consistent with prior research in that involvement in risky behaviors and age were found to be important predictors of fraud victimization. Additionally, the specific factors that are influential in predicting fraud victimization appear to vary across offense type. Unfortunately, little was revealed regarding the predictors of the official reporting of fraud victimizations. Future research needs to further unravel the importance of risky behavior in both victimization and reporting, as well as to focus on a broader array of white-collar crimes.     

Uncivil society and social policies in Brazil: The backlash in the gender,sexual, and reproductive rights and ethnic and racial relations fields

This paper analyzes how dynamics between Brazil's right-wing populist government and civil and uncivil organizations affected the role of civil organizations, especially rights-based ones, and Brazil's democratization process. These dynamics contributed to stripping policies of their progressive nature and rejecting the values of diversity, freedom, and equality. Our analysis relies on the inhabited institutions approach to comprehend the role of action, interaction, and meaning in institutionalized spaces. We analyzed two policy fields—gender, sexual, and reproductive rights, and ethnic and racial relations—through documents and in-depth interviews. Our analysis shows that Bolsonaro's government mobilized mechanisms related to institutional changes, the replacement of actors, and their interactions to inhibit civil society organizations' influence in policy formulation and provision and strengthen the participation of uncivil groups, thereby legitimating conservative ideas and discourses, and closing civic space for NGOs with rights-based agendas.     

Hardening foreign corporate accountability through mandatory due diligence in the European Union? New trends and persisting challenges

The negative externalities of global commodity chains and existing governance gaps have received wide scholarly attention. Indeed, many sectors including forest-risk commodities (FRCs) like soy and beef from Brazil remain largely unregulated. This article analyzes ongoing policy-making processes at European Union level to adopt new regulations for reducing accountability gaps: one regulation of FRCs and one general, cross-sectoral directive on human rights and environmental due diligence. This article draws on and aims to contribute to previous research into foreign corporate accountability, therein analytically distinguishing between input, output, and surrogate accountability. This study shows that new policies will likely be more comprehensive than previous supply chain regulations, while their specific institutional design and stringency are highly contested. More in general, we argue that for hardening corporate accountability, due diligence politics will need to confront important governance challenges that have limited the potential of previous regulations, such as a lack of consequentiality of reporting obligations, weak state monitoring, limited stakeholder involvement, and difficulties to establish legal liability.     

Child Sexual Abuse Images Online: Confronting the Problem

This Special Issue stems from the international symposium, “Child Sexual Abuse Images Online: Confronting the Problem—Research, Policy, Practice,” which was held at Ryerson University in June 2014 with funding from the Social Sciences and Humanities Research Council of Canada (SSHRC). The collection of papers in the Issue focus on child sexual abuse images online from the perspectives of children's mental health, child protection, and law enforcement. The symposium brought together local and international academics, policymakers, child advocates, practitioners, law enforcement officers, child welfare workers, and other key stakeholders who assume various roles and responsibilities in responding to child sexual abuse. Over two days we shared knowledge, experiences, and insights related to the role of technology in child sexual abuse; specifically the implications of child sexual abuse images online. Through presentations, panel discussions, and round-table working group discussions, participants examined and shared current knowledge about child sexual abuse images online, identified key priorities, and determined critical strategies and vital next steps. The five articles in this Special Issue represent those cross-sectoral contributions. We thank the Editors of Child & Youth Services, Dr. Kiaras Gharabaghi and Dr. Ben Anderson-Nathe, for inviting us to develop a Special Issue for this journal based on the presentations made at the 2014 CSAIO Symposium. We also thank our external reviewers through whom all articles in this Issue were subjected to a rigorous blind peer review.     

Saying all the right things? Gendered discourse in climate-smart agriculture

Amidst debates about the role of ‘climate-smart agriculture’ (CSA), the intersection of concerns about climate change and agriculture offer an opportunity to consider how gender is considered in global policymaking. The latest module in the Food and Agricultural Organization of the United Nations, World Bank and International Fund for Agricultural Development Gender and Agriculture Sourcebook – ‘Gender and Climate Smart Agriculture’ – offers an opportunity to reassess how gender factors into these global recommendations. This contribution argues that the module makes strides toward more gender-aware policymaking, but the version of CSA discussed in the module sidesteps the market-led and productivity-oriented practices often associated with CSA. As a result, though the module pushes a more feminist agenda in many respects, it does not fully consider the gendered implications of corporate-led and trade-driven CSA.
