What factors do police officers point to in explaining offending and victimization? A limited amount of prior research has addressed this question, despite the possibility that such theories impact police practice. Moreover, the findings that do exist are based solely on municipal police; yet a different socio-environmental context could lead officers to adopt different explanations. In the present paper, we draw on qualitative data obtained in interviews with campus police officers to explore how they explain common crimes on campus. They theorized petty larceny, underage drinking, and drug possession to result from a variety of factors, including opportunity, social learning, supervision, culture, peer pressure, the psychopharmacological effect of alcohol on crime, and deterrence; as a collective, these ideas form officers’ rational choice theories. After presenting our findings, we suggest how officers’ explanations of crime may be shaped by working in particular contexts and also affect how they police; implications for future research and police practice are discussed. 相似文献

The assessment of verbal aggression in adolescent and young adult dating relationships has largely relied on self-report methodology. We investigated whether information on verbal aggression derived from an observational assessment would enhance the prediction of romantic relationship satisfaction and dissolution in a sample of young adult dating relationships (N = 113). Observationally assessed verbal aggression was moderately associated with self-reported verbal aggression. Consistent with previous findings, neither self-reported nor observationally assessed verbal aggression was associated with relationship dissolution. Observationally assessed verbal aggression and self-reported verbal aggression each uniquely accounted for a substantial amount of variability in romantic relationship satisfaction. The findings of this study provide additional support for conducting multimethod assessments of verbal aggression and incorporating observational methodology in the study of aggression in young adult dating relationships. 相似文献

Institutional anomie theory (IAT) suggests that high crime rates in America can be attributed to the commitment to the goal of material success. In this regard, particular emphasis is placed on the motivations derived from the profit goal of economic institutions that dominate the American culture. To date, IAT was only applied to property and violent crime. This study used Uniform Crime Report (UCR) and Census Bureau data to examine the applicability of IAT to a form of white-collar crime, embezzlement, as defined by the UCR. This paper presents a multimodal analysis of online self-representations of the Elite Squad of the military police of Rio de Janeiro, the Special Police Operations Battalion BOPE. The analysis is placed within the wider context of a “new military urbanism”, which is evidenced in the ongoing “Pacification” of many of the city's favelas, in which BOPE plays an active interventionist as well as a symbolic role, and is a kind of solution which clearly fails to address the root causes of violence which lie in poverty and social inequality. The paper first provides a sociocultural account of BOPE's role in Rio's public security and then looks at some of the mainly visual mediated discourses the Squad employs in constructing a public image of itself as a modern and efficient, yet at the same time “magical” police force. 相似文献

The language of ‘gender equality’ and ‘women’s empowerment’ was mobilised by feminists in the 1980s and 1990s as a way of getting women’s rights onto the international development agenda. Their efforts can be declared a resounding success. The international development industry has fully embraced these terms. From international NGOs to donor governments to multilateral agencies the language of gender equality and women’s empowerment is a pervasive presence and takes pride of place among their major development priorities. And yet, this article argues, the fact that these terms have been eviscerated of conceptual and political bite compromises their use as the primary frame through which to demand rights and justice. Critically examining the trajectories of these terms in development, the article suggests that if the promise of the post-2015 agenda is to deliver on gender justice, new frames are needed, which can connect with and contribute to a broader movement for global justice. 相似文献

This article explores global and local discourses on how to implement the newly recognised human right to water and sanitation (HRtWS). We analyse the potential limitations of the human rights frame in the context of critiques that human rights are a liberal, Western discourse that does not reflect the lived experiences of non-Western countries. Through two case studies we find that there are two discourses emerging on how to implement the HRtWS. At the global level, as seen in the work of the UN Special Rapporteur on the HRtWS, we find a hegemonic discourse that is state-centric and market-friendly. In Bolivia, a country currently implementing a human rights-based approach to water services, we find a counter-hegemonic discourse on implementation. We argue that the hegemonic discourse is incomplete and does not fully address barriers to fulfilment of the right, such as state corruption and the needs of peri-urban residents. 相似文献

Are the board members of regulatory agencies (regulators), taken as a particular cluster within the public sphere, independent of elected politicians and tenured bureaucrats? How can we assess their independence in practice, beyond formal rules? To address these questions, this paper delves into two key dimensions: board members' social connections and their security of tenure in office. Firstly, we focus on regulators' identity as policy adjudicators and examine their political and administrative relations. In doing so, we expect to understand better how regulators' social and political situations may influence their behavior. Secondly, we assess their political vulnerability through political cycles in order to measure their de facto independence over time. Additionally, variations in these two dimensions are compared with respect to the effect of different de jure appointment rules. We contrast these expectations with the empirical evaluation of board members of regulatory agencies in Spain (1979–2010). Thus, we confirm that regulators who have an administrative profile are more vulnerable to political changes than those with political ties, while appointment rules have an influence on their political vulnerability. 相似文献

Increasing the effectiveness, efficiency, and compliance of public procurement (PP) has become an ongoing concern for governments. Public administrations at different levels are realising that – in order for PP to fulfil its mission – appropriate control and diagnostic systems must be put in place. This study aims to investigate the architecture of PP performance measurement systems (PP-PMSs) in local governments, drawing on four case studies from Italy and four from Wales. The theoretical background is provided by the emerging literature on procurement PMSs in the private context as well as the specific literature on the public sector. PP-PMSs are specifically analysed with respect to performance areas covered (i.e., cost, quality, time, compliance, innovation, sustainability). Results show that performance dimensions should be extended beyond traditional cost measures, with KPIs not limited to those imposed by national/regional regulation. Furthermore, we show that this is likely to happen where the procurement function is recognised as strategic in the public institution. 相似文献
