Interest in politics is a prerequisite for political participation and political engagement. The promotion of political engagement and education to politically mature citizens were basic concerns of educational reforms in the 1960s. This article focuses on the question if educational expansion has lead to a rise in political interest. To reproduce the change in political interest adequately, effects of education, age, period and cohort will be analyzed simultaneously. The data base of the empirical analyses is a cumulated data set consisting of the German General Social Survey (ALLBUS) from 1980 to 2002. Results show that there is a robust effect of education: More highly educated people are more politically interested. Regarding educational expansion evidence suggests that it actually leads to a rise in political interest.  相似文献

Sexual sadism     
Definitions of sexual sadism in ICD-10 and DSM-IV will be presented as well as the historical routes of the concept. Today studies on differently selected clinical samples reveal a different distribution of sexual sadism versus masochism with masochism prevailing in general especially outpatient psychiatric facilities, and sadism prevailing in forensic settings, thus corroborating the concept of two separated diagnoses sadism versus masochism. In forensic settings the diagnosis of a sadistic character disorder (sadistic personality disorder [SPD] according DSM-III-R) is found to a much higher degree than in other clinical samples (50-fold). Our own follow-up study on a forensic sample implies that sadism as a paraphilia is of relevance for relapse-rates of sex-offenders. Symptoms of SPD can be combined with sexual sadism, or occur independently. This may corroborate arguments in favor of a dimensional concept of sexual sadism. Symptoms of SPD may then be a sign of generalization of sadistic traits at least in some cases. A concept of two factors contributing to sadistic pleasure is suggested, one taking the aspect of bodily gratification by sexual-aggressive stimuli as decisive, and the other taking inner representation of hostile objects into consideration (stressing the antisocial-anger-rage aspect).  相似文献

The border and social policies that the United States shares with Mexico have had only a modest impact on the level of illegal immigration. Alternative methods could reduce the social backlash against Mexican immigrants in US states of destination. Federal Relief Aid to states affected by new arrivals would ameliorate hostility. Although economic stagnation may depress the flow of immigrants or job opportunities, legal or illegal, economic recovery is dependent on the hard work of immigrants. The political solution has been to tighten border controls. Other options are possible. There should be pressure placed on multilateral institutions such as the World Bank and the International Monetary Fund to incorporate immigration issues in economic policy decisions. Many market reforms have contributed to greater emigration. The US has the option to use both supply and demand side options. Enforcement of workplace rules on minimum wages and health and safety standards would make it more difficult to exploit immigrant workers and would decrease the incentive to hire illegal workers. In a deregulated market stricter work standards were considered difficult to attain. A 1993 opinion poll revealed that 65% thought immigration was not beneficial. Border apprehension rates have increased dramatically over the past 30 years. The most recent policies aim to encourage the mobility of capital and trade through the NAFTA free trade agreement while trying to discourage human resource mobility. The push factors in Mexico are identified as high levels of poverty and unemployment, overpopulation, and economic stagnation. NAFTA and prior economic development efforts have not addressed the push factors. Disruption of traditional ways and changes toward greater industrialization spur emigration. The US program to develop border export industry encouraged migration from the interior of Mexico to border areas. Recent Mexican policies have changed the incentives for small farmers to stay on their lands, and Mexican urban areas are overpopulated. Experience has taught that migration flows are easier to start than stop.  相似文献

For years, nongovernmental terrorism in Latin America was considered an epiphenomenon of the Cold War. The persistence of this type of political violence in the 1990s, however, not only belied many assumptions about its causes but also led scholars to reexamine the phenomenon. This article investigates the validity of a number of hypotheses by applying a pooled time-series cross-section regression analysis to data from 17 Latin American countries between 1980 and 1995. Findings indicate that nongovernmental terrorist acts in Latin America are more likely to occur in poorly institutionalized regimes characterized by varying degrees of political and electoral liberties, a deficient rule of law, and widespread human rights violations. The analysis also shows that nongovernmental terrorism in the region tends to surface in cyclical waves; but it finds no association between economic performance or structural economic conditions and the incidence of nongovernmental terrorism.  相似文献

Over the last years, AI applications have come to play a role in many security‐related fields. In this paper, we show that scholars who want to study AI’s link to power and security should widen their perspective to include conceptual approaches from science and technology studies (STS). This way, scholars can pay attention to critical dynamics, processes, practices, and non‐traditional actors in AI politics and governance. We introduce two STS‐inspired concepts – the micro‐politics of design and development and co‐production – and show how the study of AI and security could benefit from them. In the final section, we turn to the study of AI in the context of Switzerland to underscore what aspects the two previously introduced concepts help to highlight that remain invisible for traditional approaches.  相似文献

Recent policy network studies contribute significantly to the theory of interest mediation. Despite this contribution policy network approaches still contain major theoretical deficiencies and a lack of empirical application can be observed. In this context a typology of systems of interest mediation is theoretically derived on the basis of new developments in the political exchange theory (Pappi/Henning 1998a). Analogously to the typology of economic markets, the typology corresponds to the social organization of political exchange in policy networks. Further, it is demonstrated that in contrast to conclusions found in the literature no general correspondence of specific types of interest mediation and policy-outcomes in terms of weak versus strong states, efficient versus inefficient economic policies and biased versus unbiased mediation of societies interests can be expected. In the empirical part of the paper the typology is applied to the European Common Agricultural Policy (CAP) using policy network data. In particular, a block model analysis is applied aggregating a set of multiple network relations among a multitude of public and private actors operating in the CAP to identify whether the overall social macro structure corresponds to national clientelism or supranational pluralism.  相似文献

In these turbulent times of increased frequency and magnitude of emergencies caused by climate change, pandemics, and other public safety hazards, there has been a growing interest in the question of how to enhance the robustness of emergency management systems. Recent research points to integrated networks of public and non-profit actors as a superior strategy for developing robust governance responses to turbulent problems. This article suggests that institutionally conditioned trust between professionals and volunteers is key to robust emergency management. Based on institutional trust theory and the findings of an empirical case study of local emergency management in Denmark and Norway, it shows how six institutional sources of trust condition the scalable use of organized emergency management volunteers. The study contributes with a theoretical argument and empirical insights on how institutional trust strengthens the robust governance and management of emergencies.  相似文献

Poor rural households in developing countries often endure many-faceted burdens including monetary poverty, nutrition deficiency and energy shortage due to reliance on limited local natural resources with low utilisation efficiency. We investigate a sustained pathway in rural China to escape the vicious circle between three important dimensions of poverty – deficiency of income, malnutrition and a low energy consumption profile in terms of reliance on firewood. By exploiting household panel data and a dynamic and recursive multi-equation mixed mode, we identify inter-locking deprivations in income, nutrition and energy consumption. Firewood plantations only offer short-term solutions to break them through income effects, while the sustained pathways in the long-term are increasing agricultural labour productivity and provision of agricultural loans.  相似文献
