Ethnic fragmentation is largely presumed to be bad for democracy. However, many African countries belie this claim, as democracy has recently sprouted in several of its multiethnic states. We argue that African countries that have demographic patterns where the largest ethnopolitical group is at least a near-majority and is simultaneously divided into nested subgroups produce Africa's most democratic multiethnic societies. This large-divided-group pattern, which has gone largely unnoticed by previous scholars, facilitates transitions to democracy from authoritarian rule. The large group's size foments the broad-based multiethnic social agitation needed to pose a genuine threat to a ruling autocrat, while its internal divisions reassure minorities that they will not suffer permanent exclusion via ethnic dominance under an eventual democracy. We support our claim with cross-national quantitative evidence on ethnic fragmentation and regime type.  相似文献

Lesbian, gay, bisexual, transgender, and queer/questioning (LGBTQ) youth face hostile and exclusionary learning environments. A qualitative phenomenographic method involving semistructured interviews of seven secondary school administrators was conducted to identify perceptions of experiences creating a safe and inclusive environment for students who identified as LGBTQ. The findings of the study were examined from a conceptual foundation that a heteronormative culture dominates the U.S. school system that perpetuates the marginalizing of nongender conforming students. The three emergent perceptions identified included: (a) providing safe spaces while working to create an inclusive environment; (b) promoting student awareness and acceptance of diversity; and (c) challenging heteronormativity within the context of formal policies and procedures.  相似文献

Despite the significant volume of studies on public sector performance measurement, a paucity of empirical research describes in detail the systems and processes used at different levels of government to measure and manage performance. This study focuses on the experience of Public Service Agreements in the public sector in England. In particular, the impact of a centralized, performance measurement‐driven approach on public service delivery is analyzed using case studies in a health care and a police organization. Despite efforts to introduce a “golden thread” to link different levels of the public sector hierarchy, in both cases, there was relatively low consistency in terms of performance indicators, targets, and priorities. Significant implications are evident for the design and role of performance targets and indicators, for the possibility to align frameworks at different levels of the public sector, and for the importance of feedback loops in measurement systems.  相似文献

The reconfiguration of the global security order since the late 1980s has had a heavy impact on regional security in the Caribbean. Having lost strategic importance, the Caribbean states have been attempting to restructure their relationship with the United States. These small states are interested in building a regional security regime that is inclusive, transparent, and accountable. This article considers the levelling-up agenda in the UK, examining the Johnson government's original proposals to tackle regional and local inequality and its continuation under new Prime Minister Rishi Sunak following the short-lived premiership of Liz Truss. The 2022 Levelling Up in the United Kingdom White Paper is notable for the frank and wholesale critique it provides of previous governments’—both Tory and Labour—efforts to address the pressing issue of geographic inequality. The assessment was that a pattern of ad hoc and incoherent reforms needed to be replaced by a stable, long term and system-wide approach to change. Yet, under Johnson, Truss and now Sunak, policy churn is continuing, with an approach that falls short in following the lessons set out in the White Paper. We provide a detailed analysis of the government's critique of past reforms, the lessons it has set out and why its reform programme is likely to repeat past failings. Crucially, the approach leaves the structure of central government almost untouched, with substantive reforms instead focussed at the local governance level. We argue the government's programme perpetuates the ‘power-hoarding’ tendencies of the Westminster model, a key bulwark against meaningfully addressing the UK's spatial inequality problem. We conclude that the levelling-up agenda, missions and targets are unlikely to be met under Rishi Sunak, reflecting the endemic nature of short-termism and centralisation of power in the UK's public policy approach. We then consider the approach of Starmer's Labour Party to levelling up and the issues it needs to confront if it forms the next government.  相似文献

This paper proposes an alternative solution to multimetal deposition (MMD) for the development of latent fingermarks on non-porous and porous surfaces. MMD offers a good sensitivity, however it is very time-consuming and requires many reagents to be carried out. Single-metal deposition (SMD) replaces the silver enhancement of the gold colloids by a gold enhancement procedure. This reduces the number of baths by one as well as the number of reagents and their cost, utilizes reagents with a longer shelf life, and most importantly reduces the labor-intensity of the procedure. It offers quasi-identical results to MMD and thus makes a very attractive alternative.  相似文献
