Simulating transfer and persistence of a chemical marker powder for Lycopodium clavatum spores

In this research a chemical marker powder, based on Lycopodium clavatum spores, was studied to determine its transfer and persistence on a T-shirt. Such chemical marker powders are used to provide evidence that a person has handled a covertly marked object, such as a drug package. The powder was found to transfer readily between a marked item and the person handling it. The powder was found to persist on a T-shirt for up to 13 h; however, there was only a very small amount of powder remaining at this time. The rate of loss of the L. clavatum spores was found to follow a decay curve. The largest decrease in spores from the T-shirt was seen in the first 2 h after the marked item had been handled.

National security and domestic policy-making: the similarities and the critical differences

This analysis focuses on the discussion of whether (and how) national security and domestic policy-making processes are similar and/or different. Though many similarities are evident, it is the contention of this article that there are critical differences between national security and domestic policy-making that fundamentally affect the output from each of them. In addition, it is essential that public administrators develop a fuller understanding of national security policy-making processes since these processes do have theoretical, practical, and organizational impacts on institutional effectiveness, democratic processes, and governmental productivity. Let's remember that in the immediate post-Vietnam period many of us in the public management sectors--federal, state, and local-- dreamed of vast amounts of money being mainstreamed into the domestic coffers. Today that expectation is called the “peace dividend”. Little did we understand how much policy-making sophistication was embedded in the DOD. Therefore, as we move into the 1990s, this analysis reminds public administrators of their responsibilities to understand the national security arena in order to detect both the unique features as well as the broader generalizations attending this microcosm of public policy-making. All of us in public administration must make certain that this fertile laboratory of public policy is researched and investigated so as to ensure that the proper policy trade-offs are made in the 1990s.

In March 1995 the Japanese doomsday cult Aum Shinrikyo conducted a well-timed and coordinated nerve gas attack on the Tokyo subway system. This represented the first use of such a weapon by a nonstate group and sent shock waves around the world. The shock came not least because the attack had been completely unexpected despite years of theorizing and literature discussing just such a possibility. The purpose of this article is to address the broad issue of terrorist use of weapons of mass destruction as it applies to Aum Shinrikyo, and within this context to critically analyze the three books listed above. Each offers a different look at Aum in terms of the group itself and of what lessons might be drawn from this new and frightening development in "terrorist" violence.     

Management,markets and democracy: Australian local government reform in the 1990s

Australian local government has been subjected to extensive reform during the 1990s. This article considers the three main dimensions of the reforms — changes to management structures, the introduction of competition policy, and municipal consolidation. It reviews the evidence available about the nature of outcomes and examines the impact of the reforms on governance values. It is argued that, so far, economic considerations have been balanced by a commitment to community particpation. Recent political developments, however, may yet prove to be an emerging threat.     

Beyond the property debate: animal welfare as a public good

Abstract

Animal protection is socially constructed through laws specifying which animals should be protected and how. Most jurisdictions codify animal abuse by specifying the legal protections granted to animals. While these vary between jurisdictions, western legal systems generally provide for better levels of animal protection by incorporating animal welfare and wildlife crime laws into criminal justice systems. UK legislation has long held that animal welfare is a public good, thus animals should be protected in the public interest. However, despite the protective provisions of animal protection laws they generally fall short of giving animals actual rights, protection exists only to the extent that animal and human interests coincide. Animals’ legal status as property dictates that much anti-animal abuse and wildlife crime legislation is about allowing animal exploitation commensurate with human interests. However, UK legislation in the form of the Animal Welfare Act 2006 subtly shifts this position in respect of domestic animals by imposing a duty of care towards companion animals. This paper argues that by requiring owners and responsible persons to give active consideration to the needs of individual companion animals, the Animal Welfare Act provides animals with a level of protection that amounts to a form of legal rights.     

Amazonian peasant livelihood differentiation as mutuality-market dialectics

ABSTRACT

Economistic approaches to the study of peasant livelihoods have considerable academic and policy influence, yet, we argue, perpetuate a partial misunderstanding – often reducing peasant livelihood to the management of capital assets by rational actors. In this paper, we propose to revitalize the original heterodox spirit of the sustainable livelihoods framework by drawing on Stephen Gudeman’s work on the dialectic between use values and mutuality on the one hand, and exchange values and the market on the other. We use this approach to examine how historically divergent mutuality-market dialectics in different Amazonian regions have shaped greater prominence of either extractivism or agriculture in current livelihoods. We conclude that an approach centered on the mutuality-market dialectic is of considerable utility in revealing the role of economic histories in shaping differential peasant livelihoods in tropical forests. More generally, it has considerable potential to contribute to a much-needed re-pluralization of approaches to livelihood in academia and policy.
