Mental health courts have recently emerged as one means to reduce the number of persons with mental illness in the criminal
justice system. Using a post-test only comparison group design, this study examined rearrest rates for 1 year post discharge
among three groups meeting admission criteria for a municipal mental health court. The rearrest rate of defendants who successfully
completed the program (N = 351) was 14.5%, compared to 38% among defendants negatively terminated from the program (N = 137), and 25.8% among defendants who chose not to participate (N = 89). This positive result held even when controlling for a range of variables in a Cox regression survival analysis. Factors

While scholars have generally acknowledged that coalition governments are less accountable to voters than single party majorities, surprisingly little differentiation is made among different types of coalition governments. In this paper, we examine voter support for two very different types of coalition governments: those with a single large party and a junior partner and grand coalitions—governing coalitions between two large but ideologically dissimilar parties. We argue that grand coalitions differ from the more typical senior–junior partners in terms of the ability of individual parties to respond to their constituencies. We test this argument using survey data from four German Election Studies (GES), before and after each of the two German grand coalitions (1965, 1969, 2005, and 2009), which provide a unique opportunity to compare voter support for grand coalitions to those of the more typical senior–junior party model. We find evidence that voters responded to grand coalitions by moving away from their traditional voting patterns, and increasing their support for parties outside of the grand coalition, although this effect varies by the number of alternative parties. 相似文献

Guided by an integrated theory of parent participation, this study examines the role community characteristics play in influencing a parent's decision to use voluntary child abuse prevention programs. Multiple regression techniques were used to determine if different community characteristics, such as neighborhood distress and the community's ratio of caregivers to those in need of care, predict service utilization levels in a widely available home visiting program. Our findings suggest that certain community characteristics are significant predictors of the extent to which families utilize voluntary family supports over and above the proportion of variance explained by personal characteristics and program experiences. Contrary to our initial assumptions, however, new parents living in the most disorganized communities received more home visits than program participants living in more organized communities. The article concludes with recommendations on how community capacity building might be used to improve participant retention. 相似文献

Growing evidence in Western nations indicates that exposure to high levels of sexual media content influences adolescents’ sexual attitudes and behaviours in those countries. Although media in many sub-Saharan markets contain increasingly higher levels of sexual content, little research has investigated the effects of that content on adolescents’ HIV-related risk and protective behaviours. This project used cultivation theory to examine Ugandan adolescents’ media use, and to test the relationship between their exposure to specific television genres and their sex-related normative beliefs and behaviours. Three hundred and sixty secondary school students from four purposively sampled schools filled out a questionnaire about their television viewing, their beliefs about the prevalence of sexual intercourse among their peers, and their own sexual behaviours. Preliminary evidence of relationships between watching comedy and cartoon programming, and high estimates of the proportion of adolescents who engage in sexual intercourse, were observed. AbstractBecause fiscal institutions and arrangements differ widely across US cities, it has until now been very difficult to conduct comparative analysis of spending, revenues, and debt in US cities. This paper describes a new city fiscal dataset, called fiscally standardized cities (FiSCs), that directly addresses the varying roles of municipal governments, counties, school districts, and special districts in the financing of central cities. By taking systematic account of fiscal data for all the major units of government in large cities over a long time period (1977–2012), the FiSC data permit investigation of a wide range of important comparative policy issues for cities. The article describes the methodology used to construct FiSCs, and gives a number of examples to illustrate the potential uses of the FiSC data. For example, it shows how spending comparisons between cities can be fundamentally misleading unless account is taken of the varying roles of overlapping governmental units. It also demonstrates how the FiSC data can be used to benchmark fiscal data for one city against comparable cities. 相似文献
