A developing tenet of feminism is the need to work collaboratively in order to avoid assumptions of universality and embrace differences between women. In this paper, Cossman and Kapur reflect upon their attempts to put this principle into practice in research on women's rights in India. They highlight ethical dilemmas raised by their project which forced them to problematize and challenge many of their initial assumptions about doing feminist research, particularly those of identity politics which give primacy to women's experiences as a claim to truth. The authors affirm the importance of identity and experience, but at the same time acknowledge the limitations of this affirmation for the development of effective methodological and political strategies. Using the data from the 1970 census of population and housing for the Standard Metropolitan Statistical Area (SMSA) of Milwaukee, Wisconsin, demographic information was recorded for each of the approximately 300 census tracts in the Milwaukee County pertaining to population characteristics, marital status, age stratification, economic characteristics, and housing characteristics. Also, information was collected on number of admissions into the child and adolescent inpatient clinic for each census tract. The 300 census tracts were then divided into four categories: very low admission, low admission, high admission, and very high admission. Using a computer method, a demographic analysis of these four groups of census tracts was then carried out to examine the correlation between the density of admissions and various demographic characteristics. During the course of the study, various correlations between high admissions to the child and adolescent psychiatric inpatient clinic and various demographic characteristics emerged. Implications of these findings, in terms of present service and future planning, are discussed.Received his medical training in India, his psychiatric training in England, and has practiced in the United States since 1976. ABSTRACT

This paper examines the relationship between fiscal federalism and social policy in India through an analysis of the effects of a recent effort to increase fiscal decentralization to state governments on the nature of social policy investment at the sub-national level. Through its analysis, this paper highlights the persistence of a strong centralisation bias in India’s fiscal architecture for social policy. We trace this centralisation bias to the political and administrative dynamics of the federal bargain. The peculiar dynamics of this bargain have created a context where the core goal of centralization – to ensure equity – is undermined while the expectation of decentralization – greater accountability through alignment of expenditure with local needs and preferences, fails to take root. India is thus likely to continue to witness significant regional variation in social policy outcomes, despite a centralised financing architecture.  相似文献

Abstract

The black economy, also known as the parallel or underground economy, is an intrinsic part of Indian economic life today: almost no one can escape its tentacles. Many attempts have been made to define, understand, analyze, diagnose, and apply appropriate remedies for this malaise. However, it has not been possible to define the concept clearly and unambiguously, get an accurate estimate of the size of the problem, fully understand the mechanisms of how it affects the overall economy, or find suitable policies for its containment and eventual elimination. It is one of the most intractable problems facing policy makers in India and other countries. The historical perspective is important in understanding the growth and persistence of the black economy in the developing countries, and colonialism with its distortions of the economies of the colonized countries is often overlooked as a contributing factor.  相似文献

This article analyses forces which influence the degree of participation of population in economic activity in a developing economy. In the first stage the relationship between economic development and work participation is examined. The core of the analysis is based on a cross‐sectional study of 306 districts of India, using a composite index of development. The entire analysis is conducted separately for males and females on the one hand, and the rural and urban segments on the other. The oft‐referred‐to inverse relationship between female work participation and economic development emerges to be true in initial stages of development in the rural segment, but not so in the case of the urban segment. In the second stage the role of key socioeconomic and demographic factors, in addition to that of development, has been investigated using a recursive multi‐equation regression model. Finally, keeping in mind the crucial role of education in this context, work participation is analysed in terms of ten disaggregated educational categories.  相似文献

This article is an intervention in the debate on feudalism in non‐European societies. The scholarly isolation of those working in the field is deplored; the difficulties associated with the concepts of mode of production and social formation are discussed; strong exception is taken to the position that the feudal mode of production is a universal category applicable to all societies; and it is further argued that universal laws of feudalism, comparable to those of capitalism, have never been identified. The author suggests that Marxist historians should abandon the concept of mode of production. Rather, history should be studied in terms of a succession of dominant relations of production.  相似文献

The article challenges the claim that human rights, which have constituted one of the central tools by which to establish the truth claims of modernity, can produce freedom and meaningful happiness through the acquisition of more rights and more equality. Third World, postcolonial and feminist legal scholars have challenged the accuracy of this claim, amongst others. The critiques expose the discursive operations of human rights as a governance project primarily concerned with ordering the lives of non-European peoples, rather than a liberating force; and that the pre-given rational subject of human rights is contingent and one of the prime effects of power. I examine the problems with the liberal humanism of human rights by examining not only how it is linked to a specific understanding of the `good life’, freedom and happiness, but also how it closes off other emancipatory possibilities. The acquisition of human rights as objects that an individual has by virtue of being human, represent the terminal limits of human rights, rather than the moment when the human subject becomes empowered and liberated. I draw on queer affect theory to make a critique of happiness, to which I argue human rights are linked, and how the failed or unhappy subaltern subject exposes its normative composition. I discuss the resulting depth of the despair produced from the realisation that this political project cannot realise its promise of freedom and meaningful happiness, compelling a `turn away’ from human rights as an emancipatory project and a `turn towards’ other non-liberal philosophical traditions, in the search for alternative understandings of and space for freedom and happiness. I explore these possibilities specifically within the philosophical tradition of non-dualism (Advaita).  相似文献
