Understanding the environs that impact technology transfer and transition

Since the mythical time of King Arthur, technology transfer has interested governments. Arthurian history revels in the exploits of the knights as they search for the Holy Grail. Always, it seems, finding it must mean the end to poverty, hunger, illness-all the sufferings of the kingdom. In early renditions of the legend, the Grail was a set of magical talismans to be stolen from the Celtic otherworld. With the coming of Christianity, the Grail evolved into a eucharistic vessel. This paper focuses on the differences between technology transfer and technology transition while simultaneously emphasizing the impact of laboratory mission on the perceived importance of each task. The conceptual model presented highlights the difficulties inherent in changing the culture at federal laboratories.     

Interest in technology transfer across academic disciplines: Publication trends, 1981 Thru 1989

Interest in technology transfer across academic disciplines highlights this paper. We reviewed an abstracting service via computer for the years 1981 thru 1989, concentrating on publication titles that included any of four key terms: diffusion of innovation; intrapreneurshipl internal corporate venturing; and technology transfer. This computerized search located 828 pages in science and engineering and 1765 pages in the social sciences. In science and engineering, about 44% of the pages relate to specific cases of technology transfer, and about 27% have an international focus. The opposite is true in the social sciences: cases comprise about 25% of the pages, while 55% have an international focus. Economics, with 470 pages, dominates the writings within the social sciences, as well as elsewhere. In science and engineering, three areas published the most: electrical engineering (147 pages), agriculture (127), and multidisciplinary science (126). The findings suggest that researchers interested in technology transfer would benefit by adopting a multidisciplinary perspective. His experience in technology transfer includes work as a research aerodynamicist for Bell Helicopter Company. More recently he has focused on the marketing problems associated with new products from the federal laboratory system. He has been editor of the Marketing Educator.

Relations between China and CEE Countries： Development,Challenges and Recommendations

In China＇s diplomacy, the term ＂Central and Eastern European countries＂ （CEE countries） refers to a geographic area. It alsocontains multi-dimensional political concepts of ideology and geopolitics. During the Cold-War era, CEE countries included all socialist countries in Europe other than the Soviet Union.     

Human (in)security: Palestinian perceptions of security in and around the refugee camps in Lebanon

Based upon over 20 hours of focus groups and in-depth interviews with diverse representation from three Palestinian refugee camps in Lebanon, the authors analyse Palestinian perceptions of both Lebanese and Palestinian security institutions, detailing the ways in which conventional, state-centric approaches to security by both parties have been insufficient. Special attention is paid to the new security regime in the Nahr al-Bared camp, which was destroyed in 2007 during a protracted battle between the Lebanese army and the militant Islamist group Fatah al-Islam. This is because the Government of Lebanon has made clear its intention that this regime serve as a model for the country's other 11 camps. Ultimately, the authors argue, Palestinian human security is inextricably linked to Lebanese sovereignty and national security, and the improvement of Palestinian human security will yield tangible security benefits for Lebanese and Palestinians alike. Rather than presume to speak on behalf of all Palestinians in Lebanon, the authors have instead opted to present detailed—and sometimes contradictory—quotations from Palestinians interviewed on such subjects as arms, violent extremism, Lebanese–Palestinian relations and the protection of human rights.     

NATO Special Operations: Promise and Problem

NATO special operations forces (SOF) are at a crossroads as the NATO role in Afghanistan winds down. After more than a decade of development, NATO SOF have greatly increased their ability to operate together in the field and in headquarters. If the alliance continues to emphasize SOF development, these forces can play a major role in future NATO campaigns, particularly outside Europe. Moreover, SOF can be maintained effectively in times of austerity. Yet intelligence sharing, particularly in real time, is currently one of the major limitations on NATO SOF, creating divisions between United States and United Kingdom on one hand and much of the rest of NATO on the other. In order to make truly effective use of SOF the alliance needs to make fundamental changes to its decades old system for sharing intelligence.
