Europeanisation and De-Europeanisation Dynamics in Turkey: The Case of Environmental Organisations

Abstract

While Europeanisation of civil society in Turkey has received considerable attention, there has been much less interest in how environmental organisations, as key civil society actors, have been affected by Europeanisation/de-Europeanisation dynamics. Interviews with civil society representatives and European Union (EU) and Turkish policy-makers indicate that the EU impact on environmental organisations has been ambivalent, and that Europeanisation dynamics are intertwined with the adverse consequences of these processes. While Turkey’s EU candidacy has empowered civil society through both EU-isation and Europeanisation, there has also been a remarkable rise of scepticism towards the EU’s civil society strategy and the EU has lost its attractiveness as a normative context in environmental debates.     

Cause lawyering when it really matters: how Istanbul lawyers reacted to events in Gezi

This paper is about voluntary legal representation of detainees during the Gezi events in Istanbul in June 2013. By way of in-depth interviews conducted with attorneys who did the work, the paper seeks to understand the reasons for its emergence since there was government-funded legal aid in these matters. Another goal was to understand whether there were any ethical problems during its provision. Attorneys’ primary reason to volunteer seems to be that legal aid was not working. The second reason was their identification with the protesters. They therefore engaged in defensive cause lawyering and employed the law in creative and strategic ways to fight against a government crackdown. Cause lawyering was facilitated by an autonomous legal profession, legal aid, as well as a relatively independent prosecutorial service.

The Role of Philanthropy in Local Government Finance

Nonprofit organizations thrive on the altruism of citizens, and actively court donors for major gifts. Yet individual gifts to government agencies are often unexpected, sporadic, and initiated by the donor. This article introduces the phenomenon of private giving to local governments and tests hypotheses regarding the expected forms of giving to public agencies. Results indicate that philanthropy is and will likely remain a minor and highly variable source of revenue, making it an ill‐suited replacement for broad‐based tax revenue. However, deliberate government efforts to provide a suitable environment for private donations appear to succeed in attracting more gifts per capita.     

Federalism and the shadow economy

This paper analyzes the relationships between federalism and the shadow economy. The theoretical analysis leads to the conclusion that the shadow economy is smaller in federal countries than in unitary states. The mobility of individuals among competing jurisdictions leads policy makers to adopt policies that are more efficient in terms of taxation and public good provision. This increases the return for activities in the formal sector relative to those in the informal one, thus reducing activity in the shadow economy. A cross-sectional empirical analysis of a sample of 73 countries confirms this theoretical prediction.

Political Islam at the crossroads: From hegemony to co-existence

Politically, Turkey constitutes an unusual case where Islamists have been allowed to share power, as a dominant partner in a coalition government, in a broadly open and a strongly secularist political environment. Hence, it provides an interesting context in which to investigate the complex issue concerning the relationship between Islamism and liberal democracy. This article investigates the processes leading to the transformation of Islamists in Turkey from 'moderate fundamentalists' to a milder and more liberal posture in the recent period and attempts to assess the consequences of this phenomenon for the future of the democratic order. A major objective is to highlight some of the paradoxical developments encountered in the process, attempting to consolidate democracy in the current international order within the parameters of neo-liberal globalization.     

Discontent and Uncertainty in the Borderlands: Soviet Moldavia and the Secret Speech 1956–1957

This article examines reactions to de-Stalinisation in Soviet Moldavia between February 1956 and March 1957. The article is based on evidence from the archives of both the former Communist Party of Moldavia and the Moldavian KGB. It highlights the uncertainty there was at local levels because of the denunciation of Stalin. Local party reports demonstrate concern about the activities of religious activists, Western propaganda, nationalism and disaffected youth. The Hungarian revolution of 1956 caused the party to change tack, and to begin a clampdown. These reports highlight that Soviet rule had very shallow roots in Moldavia.     

Schooling Opportunities and Intergenerational Educational Mobility in Turkey: An IV Estimation Using Census Data

We estimate the intergenerational transmission of education in Turkey using micro-data from the 1990 and 2000 censuses and an instrumental variable (IV) approach. We construct a historical series of provincial enrolment rates by gender to isolate the environmental effect on parental education. The results reveal that intergenerational educational mobility increases over time through a stronger decrease in the transmission of paternal education. The improvement is larger for boys, and the transmission is higher for mother-daughter pairs and in the case of poorer educated parents.
