Since April 2007, the EU Commission has been entrusted to start negotiating a FTA with ASEAN countries. Being enshrined in
the logic contained in its ‘Global Europe strategy’, the proposed EU-ASEAN FTA finds its economic rationale in the expected
overall positive impact found by most econometric studies on the topic. This article argues that although beneficial, these
studies are limited conceptually and methodologically. In particular, they are unable to tackle the issue of differentiated effects on several groups of stakeholders. By analysing, through a questionnaire, the opinion of a number of ASEAN stakeholders, this article brings complementary
information on the perception of the planned EU-ASEAN FTA by these different stakeholders. Whilst offering many opportunities,
the FTA presents also a number of risks, the most critical one being the costs of adjustment, particularly for poorer ASEAN
member countries.

The United Nations Convention on the Rights of Persons with Disabilities, which came into force on 3 May 2008, marks the culmination of over five years of negotiations between States Parties and non-governmental organisations as to what constitute the human rights of and governmental obligations to individuals with disabilities. It differs from other Conventions in that, while it still sets out general rights, it also details the steps that should be taken to ensure equality of treatment. In recent decades, given new forms of political participation, the involvement of young people in the civic domain begins to be a focus of many studies. The present study examined the role of personality traits and personal values in the prediction of civic engagement (CE) in Italian youth ranging in age from 19 to 29 years old involved in an ongoing longitudinal study. The multidimensionality of a scale tapping CE has been demonstrated with the examination of confirmatory factor analysis. Structural equation modeling corroborated a mediational model in which benevolence fully mediated the relationship of the traits of agreeableness and openness with civic associationism, whereas power fully mediated the relationship of the traits of agreeableness and openness with political associationism. In this mediational model men reported higher levels of power than women, whereas women reported higher levels of agreeableness and openness traits. Since basic personal traits have been identified as the root of any behavioral tendency and values have been recognized as the more flexible and changeable variables, future interventions aimed to foster CE in youth could be designed considering the strength relationship between the examined dimensions in the present study. 相似文献
Aims and method: We evaluate the initial outcomes from the Cornwall Criminal Justice Liaison and Diversion Service (CJLDS) which includes a pilot Neighbourhood Outreach scheme to support police with vulnerable individuals with suspected mental illness but not necessarily criminal involvement. Results: We review the first nine months’ operational data, including a six month follow-up of the initial three months’ to assess the impact of intervention. The service identified a large proportion of new cases of mental illness at an earlier stage. Intervention significantly reduced the number of contacts with police and may suggest a reduction in the severity of crime. Clinical implications: The Cornwall CJLDS with its pilot Neighbourhood Outreach has had a significant impact on both health and on crime, with additional cost savings. Family violence (FV) harms communities worldwide so FV prevention strategies and effective responses are urgently needed. This article reports on FV apparent in a study which explored the experiences of people with both ABI and justice system encounters in Victoria, Australia. One hundred interviews and one focus group consulted people with ABI, their families and carers, and various stakeholder groups in the Victorian justice system in Australia. Qualitative content analysis determined dominant themes and sub-themes and the less common themes. Inductive interpretive content analysis identified themes commonly found in previous published research and themes that appeared unique to, or unanticipated in, our data, such as the FV theme upon which this article focuses. Our findings reveal that FV has adversely affected many people with ABI who came into contact with Victoria’s justice system. Further, as ABI and FV often co-occur with substance abuse, mental health problems, socio-economic and many other significant disadvantages, for some FV perpetrators with an ABI, their ABI symptoms and characteristic co-morbidities may be a mitigating factor in their offending. The connection between ABI and family violence emerged as a troubling research theme. Indeed, the impact of FV on too many of our participants with an ABI compels us to call for further related research and secondary prevention programs targeted at FV victims, and offenders, living with ABI. An intersectional understanding of family violence and TBI/ABI in social ecological contexts is required to better understand brain injury at both individual and population levels.
The twin processes of Europeanization and Transition provide significant opportunities for the development of Public Administration education in Europe and provide a possibility to further the 'emancipation' of the discipline. In terms of Europeanization, the increasing challenges of politico-administrative interaction between national administrations and the institutions of the European Union illustrate that it is essential for Public Administration graduates to acquire an informed understanding of both the European context of policy-making and of the administrative organization and culture of other member states and countries associated with the EU. As a second element, the transition process in Central and Eastern European states could provide the discipline with further impetus to search for its own identity and approach in a European context. This article reviews the key findings of the results of the comprehensive inventories undertaken by the SOCRATES Thematic Network in Public Administration with regard to the current direction in which Public Administration education in Europe is moving. It addresses whether attention to European issues is reflected in the curriculum as well as links with the profession and whether cross-fertilization between the development of new programmes in the transition states and PA academic programmes in the EU member states has actually occurred. 相似文献
