Sommaire. L'auteur, après avoir décrit la nature du gouvemement local, son rǒle, sa fonction ainsi que son financement, s'interroge sur le type de gouver-nement local souhaité. Il opte pour un gouvemement local autonome dont le rǒle principal est de fournir des services à la propriété et aux personnes. Cette identification des rǒles permettra d'orienter les sources de revenue en référence avec les fonctions municipales. Selon cette hypothèse, l'impǒt sur le revenu comme source de financement municipal ne semble pas approprié. Il serait préférable d'améliorer la performance de l'impǒt foncier et trouver d'autres sources de taxation rattachées soit à la propriété, soit à la prestation des services. De měme, l'intervention des gouvemements provinciaux et fédéral doit ětre limitée si l'on ne veut pas que les municipalités deviennent des administrateurs de programmes provinciaux et fédéraux. Abstract. This paper, after reviewing the nature of local government, its role, its function as well as its funding, speculates as to the proper type of local government. He favours an autonomous local government whose main function would be to supply services to property and individuals. This role identification would allow to gear income sources to municipal functions. Under this policy, an income tax considered as the source of municipal funding would not seem suitable. It would be better to improve the performance of the real estate tax system and to find other sources on the basis of either ownership or supply of services. A sociolegal analysis of Canadian youth justice: The impact of offender's race on judicial decisions
There is evidence to suggest that even within ostensibly egalitarian systems of justice young offenders are, at least in part, socially selected. Police, court workers, lawyers, and judges make prejudgments of young offenders on the basis of extralegal as well as legal factors. This study examined the influence of extralegal variables, especially offender's race, on judicial outcomes including detention on arrest, plea, adjudication, and sentencing. While the principal focus was the effect of offender's race, the effects of other attributes including sex, age, family support, and counsel status were incorporated into the analysis to present a comprehensive explanatory model of justice.Loglinear/logit modelling techniques were employed to assess the simultaneous effects of social and legal variables. In summary, the data consistently supported the claim that at all levels of the justice process extralegal variables, most noticeably race, had a substantial systematic influence on judicial decisions, especially when seriousness of offense and criminal record were controlled. Weisberg and Grofman (1981) propose a rational choice model of voter turnout which they test with data from the 1976 Presidential election. We extend and generalize that model to cover a wide variety of forms of electoral participation including working on a campaign, wearing campaign buttons, and talking to others about the campaign.
