Cross-systems collaboration between child welfare, education, and the courts benefits when challenges and priorities are identified early. We measured perceptions of educational stability in foster youth with a statewide survey of 1,603 professionals in education, child welfare, and the courts. Results reveal commonalities among perceived challenges to collaboration across systems (e.g., multiple foster care placements; school changes) and differences in perceived importance or significance of a given issue by professional group. Results guided collaborative work in Kansas and may assist other states seeking strategies that inform cross-systems collaboration to improve educational well-being for youth in foster care.  相似文献

This paper reviews current thinking on flexible policy-making and participatory methods to empower communities to handle the challenges of climate change and other global shocks. Adaptive Governance for Resilience--designed to effectively increase societal resilience to external shocks while facilitating wellbeing and reducing both poverty and environmental degradation--is an innovative approach which teams cutting-edge policy-making with community empowerment. Using a 9-step methodology of the Adaptive Governance Cycle, resilience in communities can be strengthened as the communities are themselves empowered to increase wellbeing, address poverty alleviation, and strengthen environment protection. The approach facilitates governments to partner with local communities to calibrate the coordinated mix of flexible, adaptive policies to facilitate community resilience through participatory action. The author sees expanded use of Adaptive Governance as an approach for maintaining good governance and building social capital in the face of external and internal pressures and uncertainties which may become more widespread in the future.  相似文献

We demonstrate how micro-computed tomography (micro-CT) can be a powerful tool for describing internal and external morphological changes in Calliphora vicina (Diptera: Calliphoridae) during metamorphosis. Pupae were sampled during the 1st, 2nd, 3rd and 4th quarter of development after the onset of pupariation at 23 °C, and placed directly into 80% ethanol for preservation. In order to find the optimal contrast, four batches of pupae were treated differently: batch one was stained in 0.5M aqueous iodine for 1 day; two for 7 days; three was tagged with a radiopaque dye; four was left unstained (control). Pupae stained for 7d in iodine resulted in the best contrast micro-CT scans. The scans were of sufficiently high spatial resolution (17.2 μm) to visualise the internal morphology of developing pharate adults at all four ages. A combination of external and internal morphological characters was shown to have the potential to estimate the age of blowfly pupae with a higher degree of accuracy and precision than using external morphological characters alone. Age specific developmental characters are described. The technique could be used as a measure to estimate a minimum post-mortem interval in cases of suspicious death where pupae are the oldest stages of insect evidence collected.  相似文献

This study continues previous work documenting the structure of violence perpetrated by males against their female intimate partners. It assesses the construct validity of a measurement model depicting associations among eight subtypes of perpetration: moderate physical violence, severe physical violence, forced or coerced sexual violence, sexual violence where consent was not possible, emotional/verbal psychological abuse, dominance/isolation psychological abuse, interactional contacts/surveillance related stalking, and stalking involving mediated contacts. Data were obtained from a sample of 340 men arrested for physical assault of a female spouse or partner, and court ordered into batterer intervention programs. Men were surveyed before starting the intervention. Confirmatory factor analyses (CFA) supported the validity of model as evidenced by good model to data fit and satisfaction of requirements for fit statistics. In addition, the eight factor solution was characterized by a slightly better model to data fit than a four factor higher order solution described in the author's previous work. Latent variable correlations across the broader categories of intimate partner violence (IPV) revealed that the violence subtypes were mostly moderately positively correlated and ranged from .381 (emotional/verbal psychological abuse with interactional contacts/surveillance related stalking) to .795 (dominance/isolation psychological with abuse with forced sex). Future studies should determine whether there are distinct risk factors and health outcomes associated with each of the eight IPV perpetration subtypes and identify possible patterns of co-occurrence.  相似文献

This essay probes the relationship among different kinds of political cultures, the conduct of judicial elections, and the extent of dissent on the state supreme courts of California, Ohio, Tennessee, and Texas from 1850 to 1920. The introduction at the turn of the twentieth century of Progressive election reforms—most notably the secret ballot, the direct party primary, and the nonpartisan ballot—reduced levels of turnout in judicial contests and increased roll-off from major statewide political to judicial elections. These reforms made judicial elections the tail on the electoral kite and denied the public its best means of regulating judicial policy making. Yet these changes in the electorate's behavior were seemingly unrelated to variations in the rate of dissent in these four state courts, whose judges apparently viewed popular partisan election as more a potential than a real threat to their independence.  相似文献

I demonstrate the constitutive effects of discursive strategies and explore the discursive conditions in which changing ideas generate these effects. I perform an extensive analysis of the discursive strategies generated by three key actors in the Asian financial crisis. I argue that all three, U.S. Treasury, the International Monetary Fund, and the Kim Dae-jung South Korean administration, represented key practices associated with the Asian model as "cronyism" and as "corruption," thereby normatively delegitimating these practices, thereby effecting the demise of the Asian model of development in Korea. I argue that these discursive practices generate narrative structures that have a constitutive effect on the subsequent discursive and economic practices of actors. The manner in which the narratives represent "causes" of the crisis constitute and reconstitute the social meanings by which past and current social and economic practices are legitimated or de-legitimated. The structures constituted by these social meanings re-create and reconstitute the present and future conditions for strategic action. I conclude with a demonstration of how these narratives institutionalize the discourses they construct through changes in Korean state and commercial institutions.  相似文献
