The Edward Snowden leaks challenge policy makers and the public's understanding and perspectives on the role of security intelligence in liberal democratic states. This article explores the challenges confronting security intelligence collection by the ‘Five Eyes’ countries – particularly those most affected by the leaks. We argue that the debate now needs to move beyond simplistic notions of privacy vs. security to a more detailed understanding of the policy and ethical dilemmas confronting policy makers and intelligence agencies. To that end, we provide a schematic framework (methods, context and target) to promote a better understanding of the practical, policy and ethical problems for security intelligence collection emerging post Snowden. The framework is a first step in identifying common principles that could be used develop an ethically informed set of policy guidelines to help decision makers better navigate between citizen's two basic rights: security and privacy.  相似文献

The fashion for ‘subaltern studies’ has taken researchers back to the archive and field in search of social agents both marginalised and forgotten. In Mexico this has entailed an exacting task of reconstructing the lives of Indians and peasants on the remote frontiers of state influence. The books reviewed here are worthy examples of this project. They offer illuminating glimpses of the ways in which such semi‐autonomous societies experienced the extension of state rule as modern Mexico emerged painfully as a nation. If they are to be faulted it is in the emphasis they place on ‘the People's’ resistance to assimilation, implicitly heroic, whilst casting a rather contemporary light, often explicitly pejorative, on to the efforts of those other agents whose efforts were directed at the creation of a uniform citizenship.

In 2003 the policy development process in Bosnia and Herzegovina was characterised by international community (IC) dominance. The IC provided the vast majority of the analysis of problems facing the country and drafted many of the laws. This article documents developments from fall 2003 to fall 2006 in the use of evidence and analysis in the policy development process and the role of local policy research organisations (PROs—often called think tanks) in it. The likely relation between these changes and the activities of a PRO mentoring project that operated over the same period is also assessed. Evidence comes as a series of interviews in both years with government officials and members of parliament, on the one hand, and leaders of PROs and advocacy NGOs on the other. The broad picture that emerges from the above review is of a substantial positive development in the policy development process in Bosnia and Herzegovina over the period. Factual evidence and analysis are playing a much greater role, and PROs have been a major provider of this information. The evidence indicates that PROs have been successful in convincing the policy community that they are purveyors of objective, disinterested advice and analysis.
