This article examines the nature of women's resistance to gender inequities in resource distribution and ideological representation. It argues that to understand how women perceive these inequities it is necessary to take into account not only their overt protests but also the many covert forms their resistance might take. At the same time, to significantly alter gendered structures of property and power it appears necessary to move beyond 'individual-covert' to 'group-overt' (organized collective) resistance. These issues are examined here especially in the context of women's struggles for land rights and gender equality in South Asia. Although historically South Asian women have been important participants in peasant movements, these movements have not been typified by women demanding independent land rights or contesting iniquitous gender relations within the movements and within their families. Some recent challenges in this direction indicate that attaining gender equality in the distribution of productive resources will require a simultaneous struggle against constraining ideological constructions of gender, including (in many regions) associated social practices such as purdah. And in both types of struggle (namely concerning resources and gender ideologies), group-overt resistance is likely to be of critical importance.  相似文献

This article has two objectives. First, it interrogates the normative understanding of the identification of poor people as a technical process confined to the domain of experts. The paper analyses the construction of Below Poverty Line (bpl) status in India, and provides evidence for how this is contested at multiple levels of the policy process, through both formal and informal policy practices. Second, the paper uses a case study of a major anti-poverty policy, the Suvarnajayanti Gram Swarozgar Yojana, to demonstrate how the cumulative outcome of formal and informal policy practices is the erosion of the redistributive intent of policy. The paper emphasises the importance of foregrounding within policy discourse the politically contested nature of the processes of identifying poor people, and of determining their eligibility for anti-poverty policy resources. The typology of policy practices generated calls for deeper recognition of the significant influence of informal policy practices on the policy process in India.  相似文献

Abstract: Venous air embolism has been reported as a complication of invasive diagnostic and therapeutic procedures or accidental trauma. Little is known about the incidence of air embolism after minimal intravenous manipulations such as the insertion of a peripheral intravenous cannula. Only when large amounts of air sufficient enough to block the cardiovascular system enter, the patient develops symptoms and signs of severe neurological injury, cardiovascular collapse, or death. The dead body of a 14‐year‐old boy was brought for postmortem examination with allegations of death from negligence during treatment. He was treated for pain in the abdomen in a hospital by attendants in telephonic consultation with a medical practitioner. Following intravenous infusions, the boy died suddenly in respiratory distress. Gross findings indicated the death to be from venous air embolism. Chemical analysis, histopathology, and microbiology ruled out other causes of death. Dilemmas of the case with difficulties in diagnosis are being presented herewith.  相似文献

The India–Brazil–South Africa (IBSA) Dialogue Forum was launched in June 2003 to push for these countries' bids for a place on the United Nation' Security Council, but IBSA's attention has shifted over time towards development and economic reform. This article discusses the progress in addressing social development challenges within the member countries of IBSA. It examines the social achievements of IBSA members, in the context of their economic performance and the Millennium Development Goals. It also assesses the forces which propel these societies' social policies, especially the influence of civil society, and whether there has been benefit in this regard in their collaboration within the IBSA forum. Their experiences show the critical importance of civil society in design and execution of programmes directed towards the poor, an important factor to be kept in mind by multilateral and bilateral agencies involved in poverty alleviation projects in developing countries. The three nations could cooperate to share ideas for effective social welfare programmes, and join together in multilateral forums to form a powerful voice for change.  相似文献

This article explores the interlinkages between gender, poverty and agricultural growth in India. It shows how women and female children of poor rural households bear a disproportionately high share of the burden of poverty. This is manifest especially in a systematic bias against females in the intra‐household distribution of food and health care. However, there are significant cross‐regional differences in the extent of the bias which is much higher in the north‐western states relative to the southern. Some of the likely factors ‐ economic, social, historical ‐ underlying these differences are discussed here. The specific problems of female‐headed households are separately considered. Also, the on‐going debate on the relationship between rural poverty and agricultural growth is critically examined. In addition, a detailed quantitative analysis is undertaken of the differential effects of the new agricultural technology, and associated growth, on the employment and earnings of female and male agricultural labourers (who constitute the bulk of the rural poor). The association between changes in these economic variables and others, such as in the incidence and pattern of dowry payments, is also examined, as are the implications of both these aspects for the situation of rural women in poverty in different geographic regions.  相似文献

The paper briefly outlines the status of technology transfer related issues in drugs & pharma and biotechnology sectors in India. The paper also outlines the contemporary business strategies including R&D and technology transfer models. The study indicates that present technology transfer policies and mechanisms are weak and need to be restructured. The current fiscal incentives and tax concessions etc. available for R&D in industry seem to have outlived and are no longer attractive because of continuous lowering of tariff rates and tax rates in the context of WTO and liberalization of policies. Moreover, the issue of R&D support to industry is not covered in the WTO as in case of subsidies. Therefore, it is advisable for the government to revisit the existing promotional measures for R&D. FDI policies also need to be tailored to encourage Technology transfers and capability building. Recommendations are made for making Technology Transfer more effective for the growth and competitiveness of the industry. A technology transfer management model is suggested.   相似文献
