From mid-2004 to mid-2007, the Iraq war was distinguished from other comparable insurgencies by its high rates of civilian victimization. This has been attributed to a number of different factors, including the role of Islamic fundamentalist groups such as al-Qaeda in Iraq as well as the regional ambitions of Iran and Syria. Using an unpublished dataset of violence in Iraq from 2003–2008 from the Iraq Body Count (IBC), this paper argues that the violence against civilians is best understood as a combination of three interacting logics—bargaining, fear, and denial—that are predominantly local in character. First, armed Iraqi actors bargained through violence both across and within sectarian communities, and were driven by mechanisms of outbidding and outflanking to escalate their attacks on civilians. Second, the pervasive fear about the future of the Iraqi state encouraged the “localization” of violence in Iraq, particularly in the emergence of a security dilemma and the proliferation of criminal and tribal actors. Finally, Islamist groups such as al-Qaeda in Iraq played the spoiler in Iraq, using mass-casualty attacks to generate fear among the population and deny U.S. efforts to build a functioning state. Only by addressing each of these three logics as part of its counter-insurgency strategy can the U.S. put an end to violence against civilians and develop the Iraqi state into a credible competitor for the loyalties of the population. 相似文献

Abstract Comprehension of the police caution is extremely poor across a variety of populations and jurisdictions and is particularly impaired in vulnerable populations. This has significant consequences for the admissibility of evidence in court. We investigated whether providing individuals with a written version of the caution would improve comprehension in the general population. Sixty participants (30 with low educational attainment and 30 with high educational attainment) were randomly allocated to one of three groups (Verbal presentation; Written presentation; Verbal and Written presentation). Comprehension in the three groups was evaluated using Cooke and Philip's (1998) Scottish Comprehension of Caution Instrument. Results showed that despite 95% of participants claiming to fully understand the sample caution, only 5% of individuals in the verbal presentation group demonstrated full understanding, compared to 40% and 35% in the written and combined verbal and written groups respectively. This highlights both that individuals' self-reports of understanding are higher than actual comprehension and that providing a written version of the caution may improve comprehension in the general population. 相似文献

Pacemakers and implantable cardioverter-defibrillators (ICDs) are implanted medical devices for the treatment of cardiac arrhythmias. These devices are now commonly encountered in the postmortem situation. The Los Angeles County Department of the Coroner uses the services of a cardiac electrophysiology consultant to interrogate pacemakers and ICDs, producing a detailed picture of the cardiac events recorded by the device. We have used this method to evaluate 20 cases where the ICD or pacemaker provided significant information. We report four forensic cases to illustrate the different applications of pacemaker interrogation and its contribution in forensic investigation. This technique was used to establish identification of the decedent, to determine the cause and time of death, and to determine whether device malfunction could have played a role in the death. We conclude that detailed evaluation of the pacemaker or ICD in selected cases may provide essential information to the forensic pathologist. 相似文献

In Discipline and Punish Foucault famously declares that "our society is one not of spectacle, but of surveillance." Our theoretical aim in this paper is to problematize Foucault's strict demarcation between spectacle and surveillance through an analysis of urban mega-events. In the process, we detail emerging features of contemporary mega-events that shape and are shaped by shifts in the field of security and surveillance more broadly. Three dynamics in particular warrant consideration: the move toward a precautionary logic among security planners, a "semiotic shift" wherein security iconography is integrally bound up with the production of contemporary urban spectacles, and various forms of security and surveillance legacies that circulate beyond the spatial and temporal frame of the event itself. While mega-events support Foucault's assertion of the dispersal of discipline across the social field, they also suggest that this dispersal occurs in concert with, not in spite of, the power of the spectacle in contemporary society. 相似文献
