Climate change research relating to “co‐benefits” suggests that the facilitation of social‐welfare outcomes through environmental policy offers a powerful means of incentivising climate change action. Concerns about social‐welfare, however, are often used to undermine climate change policies, typically through political claims that low‐to‐middle‐income households should not shoulder the costs of greater policy alignment between social and environmental objectives. Integrating the social into the environmental can therefore, on the one hand, lead to “co‐benefits” as each agenda promotes the other in political discourse, or alternatively to collateral damage if the policy objectives are framed as incompatible. This article explores both scenarios through two case studies of energy policy in Australia. The findings show that social‐welfare concerns can be a powerful discursive tool with the potential to facilitate political consensus, but also that this potential is not being fully realised, primarily because environmental concerns suffer when attempts are made to integrate the two areas discursively.  相似文献

Abstract. At present, the federal government is actively urging its public service managers to do four things: 1/ take firm control of public service activities in seeking ‘value for money’ productivity; 2/ accept responsibility for the timeliness and quality of the services they provide to their special publics; 3/ take positive steps toward upgrading their competence as managers and, within these steps, to develop and display a professional integrity and commitment to managing; and 4/ support moves toward a system of accountable management, built around the concept of up-the-line responsibility. Developing his position from the Friedrich-Finer debate of the early 1940s, the author states there are strong tensions inherent in such a mix of expectations. He further states that the initiatives giving rise to the expectations are confronting a public service inadequately prepared to respond, with the possible consequences of a most adverse effect on public service morale. The paper seeks to help managers cope with the new challenges through clarifying the nature of the initiatives and presenting an approach designed to bring accountability and responsiveness into manageable harmony. It has long been established that illicit drug use contributes to child maltreatment. However, investigators have yet to comprehensively examine illicit drug use in mothers referred to treatment by Child Protective Services (CPS). In this study, 77 mothers who were referred to treatment by CPS for co-existing drug abuse and child neglect were administered the Timeline Follow-Back measure to assess their substance use frequency during the four months preceding treatment. Reports of the mothers’ substance use were obtained for the same time period from the mothers’ significant others and CPS caseworkers, and mothers were administered urinalysis testing. The purpose of this study was to examine the concordance of these multiple reports, and identify unique predictors of different drug use reporting patterns. The practice of using urinalysis results as a prompt during the mothers’ Timeline Follow-Back administration may have contributed to greater frequency of drug use reporting in mothers. Mothers reported progressively more drug use for more distant time periods, as compared with caseworkers. Findings also suggested mothers’ reports of drug use were influenced by CPS investigatory case status (i.e., open or closed), ethnicity, and defensive responding. Implications of these findings for clinical practice and future research are discussed.  相似文献

The article uses a variety of documents, published and unpublished, to explore the 1923 arrest, interrogation and ‘trial’ of Mirsaid Sultan-Galiev, often considered the Bolsheviks' leading expert on Muslim affairs in the early Soviet period. Contrary to the historiography on this crucial moment in the development of Soviet nationality policy, I argue that Sultan-Galiev was not Stalin's ‘first victim’. Rather, responding to the vagaries of Soviet nationality policy, he did indeed violate party discipline in a number of ways, and was engaged in developing conspiratorial ties outside of the party. In fact, the party leaders, and Stalin in particular, treated him less severely than they could have.  相似文献

This is a translation of a history of the Communist Party of Thailand, written by a leading party member in 1978. The Thai original was published for the first time in early 2003. The document begins with a background analysis of Thai society, then traces the party's history from the 1920s, and ends with the “lessons” learnt.
