The Common Transport Policy of the EU is one of the three common policies mentioned in the Treaty of Rome. However, this policy area has seen few achievements. It was not until the 1980s that any real attempt to develop a CTP began. The drive to complete the internal market has given this task a new urgency. However, the legacy of its past approach makes it difficult for the EU now to develop a successful transport policy. Varying explanations exist for this failing. Furthermore, the EU has failed to take account of the wider significance of transport policy, especially for regional development and for the environment.  相似文献

Ethnic fragmentation is largely presumed to be bad for democracy. However, many African countries belie this claim, as democracy has recently sprouted in several of its multiethnic states. We argue that African countries that have demographic patterns where the largest ethnopolitical group is at least a near-majority and is simultaneously divided into nested subgroups produce Africa's most democratic multiethnic societies. This large-divided-group pattern, which has gone largely unnoticed by previous scholars, facilitates transitions to democracy from authoritarian rule. The large group's size foments the broad-based multiethnic social agitation needed to pose a genuine threat to a ruling autocrat, while its internal divisions reassure minorities that they will not suffer permanent exclusion via ethnic dominance under an eventual democracy. We support our claim with cross-national quantitative evidence on ethnic fragmentation and regime type.  相似文献

The rate for the sudden infant death syndrome (SIDS) in Cape Town, South Africa, is estimated to be among the highest in the world (3.41/1000 live births). In several of these areas, including those of extreme poverty, only sporadic, nonstandardized infant autopsy, and death scene investigation (DSI) occurred. In this report, we detail a feasibility project comprising 18 autopsied infants with sudden and unexpected death whose causes of death were adjudicated according to the 1991 NICHD definitions (SIDS, n = 7; known cause of death, n = 7; and unclassified, n = 4). We instituted a standardized autopsy and infant DSI through a collaborative effort of local forensic pathology officers and clinical providers. The high standard of forensic investigation met international standards, identified preventable disease, and allowed for incorporation of research. We conclude that an effective infant autopsy and DSI protocol can be established in areas with both high sudden unexpected infant death, and elsewhere. Two experiments demonstrate the powerful influence of others’ views on individual attitudes and attitude expression. Those around us can influence our views through persuasion and information exchange, but the current research hypothesizes that exposure to alternate views even without discussion or exchange of persuasive arguments can also alter what attitudes are expressed, and even generate long term shifts in attitudes. In an initial study, naïve participants were asked their attitudes on a range of standard survey items privately, publicly in a group with trained confederates, and again privately following the group setting. Findings indicate significant attitudinal conformity, which was most pronounced when participants were faced with a unanimous (versus non-unanimous) group. The group experience continued to influence participants’ views when they were again asked their views in private. A second experiment varied whether participants heard views from live confederates or via computer, demonstrating that these effects could not be attributed only to issue-relevant information provided by or inferred from group members, and that attitude change persisted long after participants had left the laboratory. In summary, when people are asked their attitudes publicly, they adjust their responses to conform to those around them, and this attitude change persists privately, even weeks later. Accordingly, such purely social processes of attitude change may be every bit as important as more traditional cognitive informational processes in understanding where people’s political attitudes come from, and how they may be changed.  相似文献

We investigate the role of international reputation in alliance politics by developing a signaling theory linking past alliance violations with the formation of future alliance commitments. In our theory, past violations Are useful signals of future alliance reliability conditional on whether they effectively separate reliable from unreliable alliance partners. It follows that states evaluating potential alliance partners will interpret past violations in their context when deciding to enter a new alliance, attaching less weight to violations in “harder times,” when many states are defaulting on their alliance commitments together, and more weight to violations in “easier times,” when fewer states are defaulting on their alliances. We test our theory and find that states are empirically more likely to form new alliances with states that violated in harder times compared to states that violated in easier times. The results have important implications for how scholars understand and estimate the impact of international reputation.  相似文献

This article demonstrates the crucial importance of the radio medium in the post-suffrage era as a space in which women could expand their sphere of influence and enact their responsibilities as citizens. It challenges previous scholarship which has argued that during the early decades of radio women were confined to the world of the everyday and the domestic. In the interwar years, Australian feminist organisations were quick to take advantage of the still-developing radio medium, which they used to publicise their activities to mass audiences. One such organisation was the United Associations (UA), founded in Sydney in 1929 by Jessie Street and Linda Littlejohn. Perth feminist Irene Greenwood was introduced to radio broadcasting as a member of the UA in the 1930s, and she later drew on these media skills and her extensive feminist networks to create her own innovative and interactive radio program in Western Australia, Woman to Woman (1948–1954). Correspondence between Greenwood and her audience shows that the program provided women from diverse backgrounds with the opportunity to engage publicly with significant political debates, to create a new imagined community of listeners, to communicate across geographical and class boundaries, and to become media producers themselves.  相似文献

Existing literature on the City of London has tended to focus on its ‘structural power’, while neglecting political and narrative agency. This paper acts as a corrective by presenting evidence to show that since the financial crash of 2008 the political terrain the City operates on has become more contested, crowded and noisier. The contribution develops a middle course between a positive assessment of the role of civil society in relation to global finance, and a more pessimistic reading. We demonstrate how macro-narratives and public story-telling both construct and contest City and financial sector power. In a new pattern since the financial crash, NGOs have moved from campaigns of limited duration and narrow focus, to a more sustained presence on macro-structural issues. Adopting a supply–demand framework for assessing governance and regulatory change, we look at the emergence of TheCityUK as a new advocacy arm and the strategies of three of the more prominent and focused NGOs that have mobilized in the aftermath of the crash: the Tax Justice Network’s (TJN) use of the ‘finance curse’; Positive Money on private endogenous money creation; and Finance Watch counterweight strategies at the level of the European Union. We suggest these mobilizations highlight the need for a more concerted and orchestrated construction of a global institutional civil society infrastructure in finance (a global financial public sphere) to achieve greater access, resources, scrutiny and oversight for a range of specialist expert NGOs.  相似文献

When do Americans support the government’s use of torture? We argue that perceptions of threat undermine the extent to which American public opinion serves as a bulwark against government torture. Although surveys demonstrate that a slim majority of the American public generally opposes torture, using a nationally-representative survey experiment, we show that Americans are considerably more supportive of government abuse when it is directed at individuals who they perceive as threatening: specifically, when a detainee has an Arabic name and when the alleged crime is terrorism. Given the malleability of public opinion as a potential constraint on abuse, our results underscore the importance of institutional protections of human rights.  相似文献

Suicidal behavior is associated with negative outcomes, including completed suicide. This study examined the prevalence of suicidal behavior in a sample of referrals to a youth psychiatric service and investigated the stability of suicidality over 2 years. Of the 140 people (mean age 17.8) who were referred to a youth psychiatric service, 82 who were accepted for treatment (RA group) and 58 who were not accepted (RNA group) were assessed; 57% reported considering suicide and 39% reported attempting suicide in the 12 months prior to referral. Participants who reported suicidal ideation were significantly more likely than nonsuicidal participants to have multiple Axis I diagnoses and lower levels of functioning. At the 2-year follow-up there was a significant reduction in suicidality in the RA group, but not in the RNA group. In conclusion, suicidality is prevalent among young people referred to psychiatric services. Even brief contact with services results in a reduction in suicidality over 2 years.  相似文献
