One of the reasons sometimes given in support of internationalcompetition rules is the need to curb export cartels. Exportcartels, however, are not necessarily competition or welfarereducing. They are just as likely to enhance competition andwelfare. The evidence reveals that opinions are quite divided.However, there is one constant: no country has a strong incentiveto ban export cartels unilaterally. The reason for this is thatmost of the adverse effects generated by the cartel are experiencedabroad, not locally. Therefore, if there is a case for curbingexport cartels, the alignment of incentives means that an internationalagreement is probably necessary. Despite extensive analysis of police militarization in the United States (US), the case in Canada has been overlooked. Building on Kraska’s (in Policing 1(4):501–513, 2007) framework of police militarization indicators, this paper examines militarization within Canadian police forces between 2007 and 2016. Drawing from data on deployments disclosed under freedom of information law, our research shows deployment of special weapons and tactics (SWAT) teams have escalated in many major Canadian cities and are even higher in some cases than those reported by Kraska on militarization of US public police. We show how SWAT teams are increasingly used by public police for routine police activities such as warrant work, traffic enforcement, community policing, and even responding to mental health crises and domestic disturbances. We also analyze data on SWAT team growth, and benchmarking between police service SWAT units. We conclude by reflecting on the implications for public policing in Canada and avenues for future research on police militarization and police violence in Canada and other countries.  相似文献

The insanity defence has a lengthy, complex history. This article provides a concise, comparative background to the evolution of criminal insanity legislation and institutions for the mentally ill in the nineteenth century, with particular reference to Ireland and the United States. Three key themes are identified and explored: (a) the emergence of the insanity defence in the nineteenth century (e.g. the McNaughtan Rules); (b) conditions in nineteenth-century asylums and institutions for the ‘criminally insane’ (with particular reference to overcrowding, physical illness and asylum deaths); and (c) nineteenth-century considerations of criminal responsibility in women with mental illness (with particular reference to medical and judicial views of the relevance of menstruation, pregnancy and child-birth). These themes are explored through review of historical literature (with particular reference to the work of Dr. Isaac Ray, founding father of forensic psychiatry in the United States) and examination of previously unpublished archival material from the Central Criminal Lunatic Asylum, Dublin.  相似文献

Because so many Americans receive health insurance through their employers, the Employee Retirement Income Security Act (ERISA) of 1974 plays a dominant role in the delivery of health care in the United States. The ERISA system enables employers and insurers to save money by providing inadequate health care to employees, thereby creating incentives for these agents to act contrary to the interests of their principals. Such agency costs play a significant role in the current health care crisis and require attention when considering reform. We evaluate the two major health care reform movements by exploring the extent to which each reduces agency costs. We find that agency cost analysis clarifies the benefits, limits, and uncertainties of each approach.  相似文献
