Notwithstanding cogent reasons for the continued existence of small local authorities in the sparsely populated Australian hinterland, compulsory council consolidation has been a recurring theme throughout the history of Australian local government. Despite its ubiquity, especially in rural, regional and remote Australian communities, its local consequences have not yet been fully examined by scholars or policy makers. Australian local government has been subjected to extensive reform during the 1990s. This article considers the three main dimensions of the reforms — changes to management structures, the introduction of competition policy, and municipal consolidation. It reviews the evidence available about the nature of outcomes and examines the impact of the reforms on governance values. This article explores the consequences for the funding of Islamist terrorist groups of nationalization, in the form of state sponsorship, versus privatization, in the form of autonomous financing. The article begins by examining the evolution in terrorist groups’ sources of funding from state sponsorship to autonomous activity, then turns to the benefits and costs to terrorist groups of relying on state sponsors. The article then analyzes the benefits and costs of procuring funding autonomously. Finally, the article weighs those benefits and costs in relation to a terrorist group's emphasis on enhancing its constituency versus pursuing its agenda. The article's central conclusion is that nationalization tends to boost a terrorist group's constituency while privatization tends to bolster a group's agenda. Determining which advantage takes priority depends on the relative importance to a given terrorist group at a particular time of enhancing its constituency versus advancing its agenda. 相似文献

ABSTRACTSince its early introduction in the domestic sphere in the 1920s, radio has been used as a medium for the expression of women's voices, needs and concerns. In this introduction we would like to mobilise an understanding of radio as a vital source for doing women's history. Women's radio programming, women broadcasters, and women listeners provide a lens through which a number of histories can be analysed. This introduction provides an overview of the historical relationship between women and radio. Using illustrations from Energy Union-related legislative initiatives, this article argues that organizational reforms have led to a more top-down approach in the steering of the European Commission, allowing Commission President Juncker a more centralized internal leadership than his predecessor Barroso. Interviews with EU policy-makers revealed two main findings. First, the new filter functions of the seven Vice-Presidents and the Secretariat-General have contributed to a more top-down policy formulation process. Second, horizontal coordination has been improved by the implementation of project teams, and by the abolition of a separate Commissioner for Climate Action. Consequently, the level of ambition of the Commission's policy agenda now depends more than in the past on the Commission President's priorities. 相似文献
