The electoral connection in staggered parliaments: Evidence from Australia,France, Germany and Japan 下载免费PDF全文

This article explores whether differential time horizons in legislative chambers that result from staggered membership renewal affect legislative behaviour. The analysis focuses on patterns of bill initiation and the introduction of amendments in the upper chambers of Australia, France, Germany and Japan – all four of which contain two or more classes of members that face re‐election at different times. Drawing on original comparative data, clear evidence is found of over‐time variation in legislative activity levels in the upper chambers. Approaching elections lead to increased activity levels, with increases in the introduction of bills, but also, to a lesser extent, amending activity. Such variation is found not only for those members facing the most proximate election, but for all members of the chamber. Importantly, there are no significant differences in legislative behaviour between those members up for re‐election and those not facing the electorate in the most proximate election. These patterns are interpreted tentatively as evidence of the paramount importance of political parties in parliamentary systems. 相似文献

Abstract. This article investigates the impact of party ideology on revenue politics. Theoretically, claims can be made that party ideology should matter for revenue policies. First, leftist governments are more favourable towards government intervention and a large public sector. To accomplish this, leftist governments need more revenue than bourgeois governments. Second, revenue policy is a redistributive policy area well suited for ideological positioning. However, the claim that party ideology does not matter can also be made since raising revenue is unpopular and politicians may shy away from new initiatives. Empirically, the question is unsettled. The article investigates the problem by looking at three revenue policy areas (income and property taxation, and user charges) in two countries (Denmark and Norway). The data used is from the municipal level, providing several hundreds of units to compare. The evidence favours the 'parties matter' argument, particularly in the Danish case. 相似文献

This article investigates the impact of populist messages on issue agreement and readiness for action in 15 countries (N = 7,286). Specifically, populist communicators rely on persuasive strategies by which social group cues become more salient and affect people's judgment of and political engagement with political issues. This strategy is called ‘populist identity framing’ because the ordinary people as the in-group is portrayed as being threatened by various out-groups. By blaming political elites for societal or economic problems harming ordinary people, populist communicators engage in anti-elitist identity framing. Another strategy is to blame immigrants for social problems – that is, exclusionist identity framing. Finally, right-wing political actors combine both cues and depict an even more threatening situation of the ordinary people as the in-group. Based on social identity theory, an experimental study in 15 European countries shows that most notably the anti-elitist identity frame has the potential to persuade voters. Additionally, relative deprivation makes recipients more susceptible to the mobilising impact of the populist identity frames. 相似文献
