Identification of a Suspect in a Murder Case through Recovery of Fingermarks from a Fired Cartridge Case

During the period of one year, the Police of the State of Espírito Santo in Brazil analyzed 1,431 cartridge cases obtained from crime scenes and seizures. The cartridges were subjected to a development sequence (cyanoacrylate fuming + gun bluing + fluorescent dying), and panoramic images of the developed fingermarks were generated based on the photographs taken during the rotation of the cartridges. Ridge details were observed in 50 cartridges, but only in 5 cartridges, the marks were considered with value for identification. The fingermarks were searched in the Automated Fingerprint Identification System (AFIS) of the Brazilian Federal Police and, in one case, it was possible to obtain the suspect's identification. In our knowledge, this is the first case in Brazil of identification of a suspect based on a fingermark recovered from a fired cartridge case.     

Marginal vote seeking in multi member districts

Differences in the number of seats that similar vote shares can deliver make some votes more marginal than others. In multi-member district systems, high-marginal-return votes are very volatile and research has assumed that parties do not go after them. This paper rejects this assumption, introducing a theory of marginal vote seeking across multi-member districts. By leveraging a novel mathematical algorithm and a cross sectional data set, we find evidence that parties seek marginal votes in these systems despite their volatility. In the case of the poverty alleviation programs used here, their use to attempt to secure marginal votes overwhelms the program’s poverty alleviation goals. Estimates suggest that a district’s share of a program’s budget can increase by as much as 8% simply because of this district’s likelihood of delivering marginal votes.

Discerning Interrelationships among the Knowledge,Competencies, and Roles of Project Managers in the Planning and Implementation of Public Sector Projects

This study uses information gleaned from a sample of 102 public sector project managers to assess the interrelationships among project manager roles, responsibilities, and competencies in the planning and implementation stages of the project life cycle. The results of confirmatory factor analysis and structural equation modeling revealed that project managers use different subsets of their skills to influence outcomes at these two stages of the project. For example, while the project manager's organizational and technical skills tend to have some influence during the project planning stage, managerial, leadership and people skills appear to have more influence during the project implementation stage. Implications of these and our other findings for the practice of project management in public sector organizations are discussed.     

El régimen jurídico de la mediación civil y mercantil en conflictos transfronterizos en españa tras la ley 5/2012, de 6 de julio

This article analyzes in depth the regulation set forth by the Act 5/2012, of 6-7 as regards cross-border mediation. The article addresses some essential issues of this institution. Thus, the regulation of the agreement to mediate; the role played by mediators, their training and the recognition of their status; the law applicable to the merits of the dispute or the foreign recognition of any agreement reached between the parties after a mediation procedure are some of the issues studied in this article. The analysis highlights the relevance of the Act 5/2012 in Spain for promoting the use of mediation in Spain. But at the same time it shows the need for the Act to be fully implemented in order to solve some of the questions and problems that it still raises.     

Police Bribery: Is Corruption Fostering Dissatisfaction with the Political System?

The increasing salience of security concerns after democratization processes in the developing world has put scholars to explore the effects of police corruption as a key issue impeding the consolidation of the rule of law. Using data taken from surveys conducted in Mexico, Peru, and Bolivia, this article contributes to such literature by questioning whether cases of police corruption have an effect on the trust in the political system. The research finds that citizens can support the democratic order even if they have experienced bribery. The article unveils, however, that another type of police corruption—police protecting criminals—is a robust and statistically significant theory of variance in the confidence in the political system.
