The 1990s ended equivocally in Latin America. What has gone wrong? Is economic failure the cause or the consequence of the democratic decay and the erosion of governance throughout the region? The review essay revisits the debate on the intricate links between politics and economics in the second stage of reform. Moving beyond standard typologies of regime type, it explores the interactions between the quality of democratic governance and the performance of economic policy under democratic auspices, in particular its credibility. It is now amply recognized that reforms have been hindered by inefficient unreliable and unaccountable government institutions. Furthermore, the manner in which market reforms have been implemented has undermined governance and accountability. The importance of policy credibility has essentially been neglected as a pivotal condition for effective economic reform. Consequently, policymakers propose a new round of reforms, centring on strengthening the institutions of governance and modifying the incentives shaping public policy. The essay argues that restoring the credibility of policy requires a fundamental redefinition of the state and reforming the methods of government and the styles of policymaking. The defining challenge of Latin American countries is to strengthen capacity to adequately implement policy and credibly commit to policy reform. Copyright © 2003 John Wiley & Sons, Ltd. 相似文献

Public sector change in 2003 was a product of external demands and internal pressures for improvement. The specific areas addressed are responses to security threats in the international environment; strengthening internal capacity, particularly through whole-of-government approaches; and fine-tuning the public management model in part through readjustments to the centre-agency relationship and greater emphasis on horizontal structures and processes.

This article presents a case study of a project known as 'Designing Better Health Care in the South' that attempted to transform four separately incorporated health services in southern Adelaide into a single regional health service. The project's efforts are examined using Kotter's (1996) model of the preconditions for transformational change in organisations and the areas in which it met or failed to meet these preconditions are analysed, using results from an evaluation that was commenced during the course of the attempted reform. The article provides valuable insights into an attempted major change by four public sector health organisations and the facilitators and barriers to such change. It also examines the way in which forces beyond the control of individual public sector agencies can significantly impact on attempts to implement organisational change in response to an identified need. This case study offers a rare glimpse into the micro detail of health care reform processes that are so widespread in contemporary health services but which are rarely systematically evaluated. 相似文献

Public–private partnerships (PPPs) are now a common strand of third way government policy, with better efficiency promised from the private funding of public infrastructure through the transfer of risks to private parties. This paper aims to investigate, on an empirical basis, the realities of risk transfers in PPPs and compare this experience against both the rhetoric of project proponents and the formal contract conditions. The paper outlines some conceptual frameworks underpinning PPPs and establishes the notions of risk shifting and risk sharing. The range of typical risks encountered in infrastructure projects is specially considered, and differences to traditional project delivery arrangements are articulated. Some empirical experience on the transfer of risks under PPPs is then outlined through a case study. This analysis shows the extent to which risks were shifted to the private parties as planned, or whether risks remained with government. It is argued that while commercial risks were largely well managed, governance risks were not. It is critical to understand better the nature of risk transfers in PPPs in view of the large financial implications of these deals along with long contract terms. 相似文献

Organized crime and politics have been traditionally intertwined in Macau. During the colonial era, the Portuguese administration was characterized by bureaucratic corruption and a cozy relationship with casino capitalists. The colonial state had limited autonomy vis-à-vis the casino capitalists. With the growth of tourism and the associated casino industry in Macau during the 1990s, organized crime groups penetrated various casinos and emerged as a baffling problem. Yet, neither the Portuguese administration nor the casino capitalists had the capability to contain the use of violence by organized crime groups. As Macau approached the end of the Portuguese colonial rule, the People's Republic of China (PRC) decided to intervene in the rapidly deteriorating law and order. The Chinese intervention took the forms of stationing the People's Liberation Army in the Macau Special Administrative Region (SAR), penalizing the triad boss Wan Kuok-kuoi, and supporting the new Edmund Ho Government's attempts at civil service reforms. The SAR Government also liberalized the casino industry by embracing American investment. Due to market competition, the local casino capitalists have been forced to improve the management of casinos and to minimize the infiltration of triads. Unlike the colonial state, the post-colonial state in the Macau SAR has enhanced its relative autonomy vis-à-vis the local casino capitalists, directly or indirectly curbing the detrimental impact of organized crime. The case study of Macau is illustrative of the critical role of state autonomy vis-à-vis casino capitalists, whose previous monopoly over casino management encountered the infiltration of organized crime that grasped the opportunities for maximizing profits in the era of the rapidly expanding casino industry. The Macau example also demonstrates the city-state's use of market competition as a means to improve casino management and to contain the spread of organized crime at least in the short run. 相似文献

"省直管县"是我国"十二五"期间地方行政体制改革的重要内容之一,但学术界对改革后地级市的角色定位和职能转变研究较少,这与其重要的现实意义形成了强烈的反差。本文认为,应将"省直管县"后的地级市定位为"城乡分治、市县并置"格局下的"区域增长极",加快政府职能转变,逐步裁撤涉农职能,强化宏观调控职能,重视文化教育职能,突出公共服务职能,通过行政区划的渐进调整、省级政府的职能转变以及市县关系的重新建构体现其定位与职能的匹配性。 相似文献

传统决策理论忽视了对人的策略性行为和策略决策的考察。本文通过对草原管理的智能体模拟分析,发展了策略人和策略决策新模型,并重点研究了策略人的四种典型策略决策:策略性投票、掩盖性、交易性和学习性策略决策。智能体模拟分析发现,在特定条件下,策略人的策略决策深刻影响个体的具体行动,并进而影响个体的行动结果(例,草原的可持续发展)。进而探讨了通过政策或制度安排来利用策略人的策略决策谋取预期政策或制度收益的可能性和其现实响应,并与策略人的四种典型策略决策相对应,依次讨论了策略约束性、保护性、诱导性以及学习性四种政策或制度安排。 相似文献
