The role of political socialization in explaining disengagement from specific modes of activism beyond voting remains largely unexplored, limited to date by available data and methods. While most previous studies have tended to propose explanations for disengagement linked to specific repertoires of political action, we propose a unified theory based on the different socialization experiences of subsequent generations. We test this theory using a new dataset of collated waves of the British Social Attitudes Survey and by applying age–period–cohort models for repeated cross-sectional data and generalized additive models to identify generational effects. We show that generational effects underlie the participatory decline across repertoires. Consistent with our expectations, the results reveal that the generation of “Thatcher’s Children” are much less likely to engage in a range of repertoires of political action than “Wilson/Callaghan’s Children”, who came of age in the more politicized 1960s and 1970s. Significantly, and in line with our theoretical expectations, the “Blair’s Babies” generation is the least politically engaged of all. We reflect on these findings and highlight the concerning implications of falling levels of activism for advanced democracies.  相似文献

A key question in understanding regulation through independent intermediaries is the extent to which intermediary actions are either coordinated, thereby supporting consistency in regulatory application, or uncoordinated, leading to monitoring and enforcement disparities. This paper examines professional associations as one mechanism by which policy action may be coordinated in decentralized arrangements. Professional associations provide means and venues for members to interact, offer training and education that develops shared understanding of policy directives, are collective representation bodies for professional members, and may play an important role in establishing and enforcing collective standards for appropriate behavior. We examine these functions in the decentralized administration of United States organic food certification, focusing on two relevant professional associations – the Accredited Certifiers Association and the International Organic Inspectors Association. Drawing on multiple methods, including interviews and survey data, our findings indicate that professional organic certification associations provide valuable education and training, disseminate information, and facilitate knowledge sharing among administrative entities and with regulatory authorities. We conclude with a discussion of the prospects and limitations of professional associations for third‐party regulation, and how accounting for professional association functions can improve our understanding of regulatory intermediary coordination and conduct.  相似文献

Among the more recognizable programs related to natural and sustainable food is the United States Department of Agriculture’s National Organic Program. Although the robustness of the organic food market is difficult to contest, many debate the extent to which U.S. organic policy outcomes adequately serve consumers and the organic agriculture producers they rely on. This paper engages the debate from the perspective of certified organic producers. Drawing on the results of a nationwide survey of USDA‐certified producers, we first provide a snapshot of how producers assess the environmental, consumer, and market impacts of U.S. organic food policy. We then examine the extent to which organic producers’ policy impact perceptions are associated with their alignment with an “organic ethos”—understood as producers’ commitment to core organic principles and the organic movement. The paper highlights producers’ values as perceptual filters and cognitive mechanisms that help shape producers’ policy impacts perceptions, illustrating a contributing factor to the enduring nature of organic policy debates.  相似文献

The use of Internet filters in public classrooms in the USA has been intensely debated, both in terms of its effectiveness and legality. The debate pits concerns to protect students from indecent material against issues of unconstitutional censorship. This paper examines the legal issues addressed in various rulings by the US Supreme Court pertinent to issues raised in the debate over the constitutionality of filtering in the classroom. In a recent critique and elaboration of general strain theory, Agnew (2001) argued that criminal victimization might be among the most consequential strains experienced by adolescents, and therefore might be an important cause of delinquency. Few studies to date, however, had examined victimization as a potential cause—rather than outcome—of delinquency. This article addresses this void by examining predictions from general strain theory about the effects of victimization on later involvement in delinquency. The analyses indicated that violent victimization significantly predicted later involvement in delinquency, even when controlling for the individual's earlier involvement in delinquency. Moreover, general strain theory appears to be a useful theoretical framework for examining this relationship. The effects of victimization on delinquency were explained in part by its effects on anger (the key intervening variable specified by the theory). Partial support also emerged for the theory's hypothesis that the effects of strain should be conditional upon other factors. Specifically, the effects of victimization were marginally greater for juveniles with weak emotional attachment to their parents and significantly greater for those low in self-control.  相似文献

This study uses public-domain documents to describe the complicity of government actors (including current and former environmental regulators) with organized criminals, in facilitating crimes against the environment within two waste industries of New York State. Qualitative analysis results indicate that a combination of changing market forces, inadequate environmental regulation, and various failed policies and practices of the New York Department of Environmental Conservation can explain the presence, activities, and resilience of organized crime in the construction and demolition debris disposal, and also medical waste incineration industries, as well as provide some preliminary recommendations for preventing further regulatory failure in that state.  相似文献

Abstract: This paper focuses on the degree of financial independence of local governments in the province of Quebec. The author shows that even if the Municipal Finance Reform (Bill 57) succeeded in achieving its goals, the level of financial dependence of local governments in Quebec remains among the highest in North America.
