This article shows how the meaning of citizenship has changed in South Korea since the partial emergence of a multicultural society in the past two decades. It does so by analysing how newspaper editorials have discussed multiculturalism, which is a multifaceted concept but one which weighs heavily on notions of citizenship. There is often a consensus about citizenship in mono-ethnic and homogeneous societies, even if it is not always clearly articulated or expressed. Societal and demographic change, however, require such societies to change or at least revisit notions of citizenship. The article shows that the print media places the onus on migrants to adapt to society, but also on Koreans to accept the “inevitable reality” of multiculturalism. Editorials advocate a form of conditional citizenship, whereby migrants are incorporated into society without disrupting current notions of what it means to be a South Korean.  相似文献

While evidence-based policy-making is increasingly in demand, as new policies are required to bring effective results to targeted groups in South Korea and China, few studies have investigated the progress of quantitative impact evaluation that focuses on causality. This paper studies the trends of quantitative impact evaluation of public policy in South Korea and China by surveying major public administration and public policy journals in these two countries from 2000 to 2015. Among published articles in the major journals, our study pool includes research articles directly related to quantitative impact evaluation. Our study found that there has been considerable progress in impact evaluation research in South Korea and China in both data quality and empirical methods. However, empirical impact evaluation still comprises a small fraction (only one to two percent) of all research in public administration and public policy in both countries. We also found limited discussion on the selection mechanism and related bias in South Korea even in recent years, while causality and selection bias have been more commonly discussed in China. Also, advanced empirical methods are more frequently observed in journal articles in China than those in South Korea.  相似文献

This study examines the effect of a one percent local-option sales tax (LOST) on property tax level, millage rate, and total spending level in Georgia counties. The study covers a 13-year period for 136 Georgia counties. The findings suggest that the law, which requires rollback of property taxes when the LOST is used, led to actual property tax relief as well as millage rate reduction. Regression results show that counties collecting the LOST tend to have per capita property taxes that are an average of $12 or 1.8 mills lower than counties that do not collect the tax. Whereas an extra dollar of LOST revenue provides about 28 cents in property tax relief, it leads to an increase in total spending of about 48 cents. In sum, the LOST has achieved the objectives of property tax relief, but on balance it is more an augmentation of than an effective substitute for property taxes in Georgia counties.  相似文献

The literature in public administration advances three important values for public administrators. In their roles as technical experts, public administrators are professionals whose decisions are guided by the norms and principles of the public administration profession. In their roles as appointed officials, public administrators are expected to be responsive to their elected superiors. As representatives of the community, they are expected to voice the concerns and demands of citizens. Professionalism, responsiveness, and representation all are considered fundamental values that must be reflected in administrative decisions and actions. Despite the importance of these three values for public administration, insufficient empirical research has been done to examine what these values mean for public administrators. That is, the critical question that remains unanswered is: “What activities of public administrators are associated with these three values?” Based on a nationwide survey of city managers, this article identifies critical activities in which public administrators get involved, then reduces these activities into factors (dimensions), and finally examines the correlation of these factors with attitudes of city managers towards professionalism, responsiveness, and representation. The findings of this research help make these three values more concrete by associating them with major policy and political activities of city managers.  相似文献

How does the way in which a group organizes change the lethality of the group's attacks? In this article, we argue that groups organized vertically as hierarchies are likely to conduct more lethal attacks. We build our argument around three advantages inherent to centralized structures: functional differentiation, clear command and control structures, and accountability. We argue that each of these characteristics positively impacts an organization's ability to deliver an effective lethal blow. To test our argument, we use a mixed method approach, drawing on empirical evidence and support from a time-series case study. Our large-N analysis examines the trends in more than 19,000 attacks. In this test we develop a novel proxy measure for hierarchy based on a group's bases of operation and non-violent activities. To complement the empirical work, we examine the history of Euskadi Ta Askatasuna (ETA), the Basque separatist group. Over several decades of violent operations, this group's structure has changed dramatically. We analyze how these shifts impacted ETA's ability to maximize the effectiveness and damage of their attacks. In both the case study and large-N analysis, the more hierarchically organized the group, the more easily the group can orchestrate lethal attacks.  相似文献
