This paper explains why rural enterprises prosper in the post-Mao reform era. Based on a case study of Shaanxi province, the paper argues that the institutional arrangements in rural China under economic reforms are conducive to sustained economic growth because the principal‐agent problem is alleviated in two dimensions. First, the interests of local government officials and enterprises overlap. Prompted by the fiscal pressures on local governments as a result of the fiscal reforms, particularly the 1994 tax-assignment reform, local governments are eager to promote local industrial growth. Apart from absorbing rural surplus labour and contributing to the provision of communal welfare to local residents, rural enterprises provide local governments with tax and non-tax revenues to finance their expenditure obligations. In return, local governments provide preferential aid to their enterprises in the form of tax and credit privileges. Second, the principal‐agent problem is abated by a closer effort-and-reward link for the various parties involved in the operation of rural enterprises. 相似文献

In the Global North, there has been increasing analysis of the ways that alternative food initiatives (AFIs) are developing viable, place-based solutions that challenge the corporate-led industrial food system; however, there has been little study of the interrelationships among them. In an effort to better understand the possibilities for food system transformation, this paper builds on existing studies to investigate the increasing collaborations among AFIs occurring through provincial food networks in Canada. I pay particular attention to the attempts to foster and maintain these networks by exploring the history of collaboration since the late 1970s and the development of provincial networking organizations (PNOs) as central to this process. Contrary to assumptions that AFIs act in isolation, I demonstrate that they are part of actual and existing mobilizations through robust social movement networks. Together, these collaborative efforts may be illustrative of a new wave in food activism that is represented by the emergence of a multi-scaled and cross-sectoral ‘food movement’ – a network of networks. 相似文献

This research concerns how costs and benefits affect the voluntary provision of threshold public goods. Cadsby and Maynes (J. Public Econ. 71:53–73, 1999) hypothesized that the difference between the value and cost of such a good, its net reward, influences the likelihood of provision. Croson and Marks (Exp. Econ. 2:239–259, 2000) focused on the ratio of group payoff to total cost, the step return. We find that step return is the best predictor overall, although net reward has some impact, negatively affecting the probability of provision with inexperienced participants and positively affecting it with experienced participants. 相似文献

Open access to public information is a hallmark of American political culture; however, the terrorist attacks on and before
September 11, 2001 have prompted a reevaluation of how “freedom of information” should be balanced against the need for enhanced
homeland security. This essay begins with a summary of legislative and executive actions that have led to restriction of environmental
and health-related information formerly available to the public. Drawing on studies of disaster behavior, it is argued that
citizen responders may be significantly hampered by restriction of environmental and public health-related information formerly
available by means of public access web sites. The Lasswellian policy decision process is examined to explore the basis for a balancing test for agencies contemplating restriction of information related to environmental
and public health-related threats. It is suggested that the Office of Management and Budget (OMB) implement guidance for federal
agencies in weighing decisions concerning the public status of information.

Federalism jurisprudence shapes the powers that public administrators have to achieve policy priorities. Federalism, however, is neither static nor simplistic as a concept, and a proper understanding of the environment in which public administrators work rests on a careful analysis of U.S. Supreme Court decisions. The authors review claims that a 2005 decision, Gonzales v. Raich, terminated a federalism revolution that had been ushered in a decade earlier. Does Raich in fact mark the end of the Supreme Court's federalism doctrine? Analysis of this question clarifies whether the past and current Court has articulated any direction touching on administrators' powers at both the national and state levels. The authors argue that before the federalism revolution is declared dead or alive, public administration can better understand the realities of the Supreme Court's doctrinal boundaries by examining a more detailed analysis of jurisprudence for what is says about the foundations of federalism such as the commerce clause, Fourteenth Amendment, Tenth Amendment, Eleventh Amendment, spending clause, and statutory interpretation issues. 相似文献

In this article we use evidence from the Scottish Election Study 2007 to build an explanation for the narrow SNP victory in the Holyrood election. The theoretical focus is on valence models of voting, which are increasingly important in Scotland following dealignment and ideological convergence in the party system, and as Scottish governments flex their executive muscle. Exploring the valence battleground reveals mixed but overall negative evaluations of Labour's performance in government, and suggests advantages for the SNP on issue competence, leadership and party image. Modelling party choice at the individual level shows that key valence variables – performance evaluations, economic competence and party image – have strong and significant effects, unlike hitherto prominent factors like religion, class and national identity. Constitutional preferences are important too, but their effects suggest a further valence link: the SNP's strong showing among voters seeking further devolution but opposed to independence is due in large part to its credentials as a battler for Scottish interests. In contrast, Labour's stand against 'more powers' may have tarnished its own reputation on that score. We conclude that the SNP edged home by persuading enough voters that it had a positive agenda for governing Scotland within the current constitutional arrangements, and that it could deliver on that agenda. 相似文献

This work investigates the chemical nature of fingerprints to ascertain whether differences in chemical composition or the existence of chemical markers can be used to determine personal traits, such as age, gender, and personal habits. This type of information could be useful for reducing the pool of potential suspects in criminal investigations when latent fingerprints are unsuitable for comparison by traditional methods. Fingertip residue that has been deposited onto a bead was extracted with a solvent such as chloroform. Samples were analyzed by gas chromatography/mass spectrometry (GC/MS). The chemical components identified include fatty acids, long chain fatty acid esters, cholesterol and squalene. The area ratios of ten selected components relative to squalene were calculated for a small preliminary experiment that showed a slight gender difference for three of these components. However, when the experiment was repeated with a larger, statistically designed experiment no significant differences between genders were detected for any of the component ratios. The multivariate Hotelling's T2 test that tested all ten-component ratios simultaneously also showed no gender differences at the 5% significance level. 相似文献
