There is an ongoing push by governments to keep secret their negotiations with private businesses, resulting in a state-eat-state battle for jobs, with the governments often offering potential businesses millions of dollars in tax breaks and other incentives. A tire factory could pop up next door and community members may not know about it until after the deal is signed. Some states exempt such negotiations in their sunshine laws. Some include such exemptions in the codes that govern economic development agencies themselves rather than in the sunshine law. Responses by courts to such secrecy has been mixed. This article reviews fifty state codes to determine whether officials are free to negotiate behind closed doors, and examines relevant case law. It also offers recommendations for policy changes to ensure transparency in such negotiations.  相似文献

The defense budget can be reduced and the U.S. military downsized because (1) the nation-state threat environment is markedly different than it was during the Cold War, and (2) a large military is not necessary to combat the terrorist threat. In fact, the Islamist terrorist threat is relatively undeterred by the U.S. military presence abroad, and U.S. forces abroad, particularly those deployed in Muslim countries, may do more to exacerbate than to diminish the threat. The arduous task of dismantling and degrading the terrorist network will largely be the task of unprecedented international intelligence and law enforcement cooperation, not the application of large-scale military force. To the extent the military is involved in the war on terror, it will be special forces in discrete operations against specific targets rather than large-scale military operations.  相似文献

This article examines media and political asylum discourse inLuxembourg between 1993 and 2000. A frame analysis of mediaand political asylum discourses and a headline analysis of newscoverage of the refugee and asylum question were implementedto that effect. The results show that media and political actorsin Luxembourg used four frames to refer to the refugee and asylumquestion: administrative, genuineness, human dignity, and returnhome. Overall, the framing of asylum discourse in Luxembourgwas shown to reflect a restrictive undercurrent—relatingto the prevention of the asylum systems of member states ofthe European Union—identified in European asylum discourse.The article concludes by noting that the framing of media andpolitical asylum discourse in Luxembourg was affected by national,international and supranational concerns relating to the regulationof asylum.  相似文献

The ``Law of 1/n'' postulates a positive relationship betweenthe number of democratically electedrepresentative districts and governmentspending. Strong support for thisrelationship exists in legislatures in theUnited States (at both the state andnational level) and across countries. Fewstudies have examined this relationship atthe local level despite the fact that localgovernments operate under constraintssimilar to those faced by representativelegislatures. Using a sample of Georgiacounties we find the number of countycommissioners to be positively correlatedwith county government expenditures,indicating support for the Law of 1/nat the local level.  相似文献

This research examines changes in the intergovernmental policyarrangements governing the control of wildfires in the westernUnited States. For much of the twentieth century, the policymakingstructure resembled Deil S. Wright's inclusive authority modelwhereby fire policy was dominated by the U.S. Forest Servicewith the states playing a supporting role. More recently, thestates have become increasingly important in the decision-makingprocess because of changes in residential patterns and land-usepreferences that require greater intergovernmental coordinationin presuppression and suppression activities within urban/wildlandintermix areas, the rise in the number of large wildfires withinnational forests, and the willingness of Congress to approveinstitutional arrangements that give more weight to local communityinterests. Thus, the current approach increasingly resemblesthe overlapping authority model where multiple governmentaljurisdictions share decision-making responsibility on wildfirecontrol policies.  相似文献
