Presidents traditionally have had great success when nominating justices to the Supreme Court, with confirmation being the norm and rejection being the rare exception. While the confirmation process usually ends with the nominee taking a seat on the Court, however, there is a great deal of variance in the amount of time it takes the Senate to act. To derive a theoretical explanation of this underlying dynamic in the confirmation process, we draw on a spatial model of presidential nominations to the Court. We then employ a hazard model to test this explanation, using data on all Supreme Court nominations and confirmations since the end of the Civil War. Our primary finding is that the duration of the confirmation process increases as the ideological distance between the president and the Senate increases. We also find evidence that suggests that the duration increases for critical nominees and chief justices and decreases for older nominees, current and previous senators, and nominees with prior experience on state and federal district courts . 相似文献

There has been a recent resurgence of interest in the electoral impact of constituency campaigns in British General Elections. Much is now known about the electoral consequences of local campaigns on parties’ constituency vote shares. Yet more remains to be discovered about the impacts of these local campaigns on voters’ knowledge of parties and candidates. Analysis of data from the 1997 British General Election demonstrates that the local campaign is associated with improved voter knowledge of who is standing for each party in a constituency, which is, in its turn, associated with an increased chance of voting for the party in the election, other things being equal. This article examines the underlying assumptions and main findings of four streams of research on bureaucratic postures. It explores the utility of each school of thought for understanding how perspectives on bureaucratic postures are associated with the advancement of the public interest and bureaucratic performance. A main conclusion is that, although limited in scope of application, each stream has merit. Nonetheless, the existing research is too narrow: The field needs to consider a more complex model of bureaucratic behavior that draws from these four fields to offer a framework that is widely applicable to the range of motives for work found in the public bureaucracy and the variety of behaviors that individuals exhibit. Administrative data from North Carolina are used to explore the extent to which that state's relatively sophisticated school‐based accountability system has exacerbated the challenges that schools serving low‐performing students face in retaining and attracting high‐quality teachers. Most clear are the adverse effects on retention rates, and hence on teacher turnover, in such schools. Less clear is the extent to which that higher turnover has translated into a decline in the average qualifications of the teachers in the low‐performing schools. Abstract. Analyses of turnout in British general elections fall broadly into two camps: those based on constituency–level data, and those based on survey data. The former stress the importance of local context, while the latter stress personal characteristics and viewpoints. Underlying both are a range of theories purporting to explain turnout. However, to date, there has been little systematic attempt to analyse turnout in the round. In this paper, we combine survey and constituency data to study the individual and contextual correlates of turnout at the British general election and 1992. Constituency level analyses seem to confirm the importance of local context, though it declined during the 1980s. However, and contrary to analyses which employ constituency data only, while individual electors' decisions on whether or not to turn out are influenced by their personal circumstances, they are not influenced by local context. 相似文献

The 2000 presidential election of opposition candidate Vicente Fox signaled an end to seven decades of Mexico's single-party regime and seemed to herald the advent of truly competitive politics. But by 2003, economic reform had largely stalled, and Fox's party suffered a historically unprecedented midterm' loss in the congress. This article analyzes the underpinnings of policy gridlock in the Fox administration. Fox inherited the need for microeconomic restructuring and increased competitiveness, more innovative and pragmatic state policies, the need to pay attention to the country's sharp income inequalities, and the challenge of crafting a political strategy that could build a middle ground and foster policy consensus. With his party's minority standing in the congress, Fox was constrained from the start by divided government. But more effective statecraft and coalition building would have helped.
