改革开放以来,济南市居民的生活水平得到了很大提高,但与杭州、南京二市相比较,济南城市居民人均可支配收入和农村居民人均纯收入水平存在较大差距,城乡居民收入差距相对较大。由于综合经济实力不强,所有制结构及产业结构不合理,固定资产投资不足,县域经济发展水平偏低等原因,居民富裕程度和增长潜力远远低于杭州和南京。因此,要从加快产业结构调整,突出优势主导产业,大力发展现代服务业和非公有制经济,加大投资规模,提高投资效益,同时,统筹城乡发展,加快县域经济的发展等多方面入手提高经济发展的效益和质量,适度加快经济的增长速度,不断增加居民收入,改善居民收入状况。  相似文献

As developing democracies implement programs of economic adjustment and trade liberalization, we need to examine the relationship between the state and society in the making of foreign economic policies. This article examines trade and development policies in Colombia, one of Latin America's more institutionalized democracies. Colombia was one of the first countries in Latin America to begin a major reorientation away from full dependence on ISI as a strategy of development. The research shows that domestic political institutions and actors have had a decisive impact on the character and direction of foreign economic policies. The study also illustrates how state capacity for economic management is enhanced by bureaucratic insulation and institutional reform. Carlos E. Juárez is a Ph.D. candidate in the Department of Political Science at the University of California, Los Angeles. His research focuses on the politics of trade liberalization in Latin America, government-business relations in developing democracies, and comparative political economy. He was a visiting researcher and lecturer at theUniversidad de los Andes in Bogotá, Colombia from 1991–1992. For 1993–1994 he will be a visiting research fellow with the Center for U.S.-Mexican Studies at the University of California, San Diego.  相似文献

This article inquires into the absence of non-western theorizingupon Southeast Asian international relations by positing thatmodernization and its conceptual kin ‘realism’ haveproclaimed themselves as the mainstream in both theoreticaland empirical research. This is as much a product of postcolonialwestern scholarship as it is of indigenous scholarship in reproducingthe former's frameworks. The effect of this Gramscian hegemonyis to marginalize possibilities for non-western internationaltheory. There are nonetheless flickers of hope for a generic‘Southeast Asian contribution’ to theorizing InternationalRelations, inclusive of non-mainstream western scholarship,if one considers the categories of transitional and hybrid scholarship,in addition to historically informed possibilities of a traditionalSoutheast Asian statehood. 在民众的强烈期盼下,最高人民法院终于做出司法解释宣布受理虚假陈述民事赔偿案件,但是由于其固守传统民事诉讼模式,难以有效地解决人数众多的虚假陈述民事赔偿问题。笔者认为应当借鉴美国的集团诉讼机制以及德、法两国的团体诉讼的先进经验,改造我国已有的代表人诉讼制度,以解决虚假陈述民事案件的诉讼方式问题。  相似文献

在中日刑法学中,行为论作为一个重要的问题并没有得到应有的重视。从行为论与犯罪论的关系角度分析,我国的犯罪构成理论是作为行为论的犯罪论,由于行为论被包括在犯罪构成理论中,因而不具有独立的体系性地位,从而导致我国的犯罪构成理论难以充分实现罪刑法定原则所要求的人权保障机能;而日本的犯罪论则是作为行为属性论的犯罪论,虽然犯罪论与行为论相互分离,但是,由于现存的行为论难以实现它本应具有的理论和实践的机能,从而导致行为论的体系性地位低下。从认识论的角度分析,中日两国刑法理论具有相通性,本文从中日犯罪论体系互补的立场出发,尝试对两国的行为论以及犯罪论体系进行重构。  相似文献

Buprenorphine is available in Singapore as substitution treatment for opioid dependence since 2002. This study surveys buprenorphine related deaths in Singapore between September 2003 and December 2004. The aims are to establish the autopsy prevalence of buprenorphine related deaths and the demographical and toxicological profile of the cases. Toxicological screening was performed for all unnatural deaths, deaths involving known drug addicts, as well as when autopsy revealed no obvious cause of death. Twenty-one cases had buprenorphine detected in post-mortem blood and/or urine samples. Eighteen were sudden deaths. There were two fatal falls from height and one death by hanging. All subjects were male. The age range was 24-48 years. Fourteen subjects were between 30 and 39 years of age. The mean age was 35 years. The majority (62%) were Chinese. Eleven (52%) were known drug abusers. For sudden deaths, two groups were identified. Six cases died from natural causes. Blood buprenorphine levels ranged from undetected (detected in urine) to 3.2 ng/mL (mean 1.4 ng/mL). Twelve cases were attributed directly and indirectly to mixed drug poisoning. Blood buprenorphine levels ranged from undetected (detected in urine) to 17 ng/mL (mean 3.2 ng/mL). Nineteen cases showed concurrent abuse of buprenorphine and benzodiazepine, diazepam being the most frequently detected, followed by nitrazepam and midazolam. The availability of buprenorphine as substitution therapy is associated with an increase in buprenorphine related deaths. The danger of co-abuse of buprenorphine and benzodiazepines is highlighted.  相似文献

In pursuing regional economic integration with non-WTO-membereconomies, a WTO member must be aware that WTO compliance isunder question. An exchange of preferential treatment betweenthe WTO-member party and non-WTO-member parties gives rise toa violation by the WTO member of the MFN treatment obligationof the WTO Agreement. In the case of integration in the servicesector, consistency with WTO jurisprudence is guaranteed, whereasin integrating the goods sector, WTO consistency can only beguaranteed when the non-WTO-member parties are least-developedcountries. Furthermore in the TRIPs sector, the WTO complianceis not questionable only when the RTA reconfirms original rightsand duties arising under the TRIPs Agreement. Thus, in orderto be consistent with WTO jurisprudence, regional integrationagreements in the area of trade in goods need to be approvedby a two-thirds majority of the WTO members, before they comeinto force. Or, the WTO member could encourage the non-WTO-memberstate to join the WTO before their RTA comes into force. Onthe other hand, in the case of economic integration in the servicesector, as non-WTO-member status of any counterpart economiesdoes not act as a legal impediment, the WTO members may pursuemore active negotiations, while remaining consistent with WTOjurisprudence. In drafting and negotiating on IPR chapters underRTAs, WTO members must be vigilant not to mutually exchangea higher level of IPR protection than that stipulated underthe TRIPs Agreement.  相似文献
