2011年的菲律宾,经济总体表现不如预期;在国内政治方面,政府三权之间冲突不断引发宪政危机。此外,政府与国内分裂势力之间的谈判进展也不顺利,和解之路依然任重道远。外交方面,对外关系处于急剧变动时期,菲中关系喜忧参半,菲美、菲日关系急剧升温。     

Genetic and chemical components analysis of Papaver setigerum naturalized in Korea

Of the 110 species of genus Papaver, only Papaver somniferum and P. setigerum are controlled poppies in Korea. All poppy samples share similar morphology therefore it is important to check if they contain controlled substances such as morphine and codeine for forensic purpose. Since the alkaloid content of Papaver plants varies according to their growing stage, chemical components analysis alone is not enough to identify exact species. In 2010, hundreds of poppy plants suspected to be P. somniferum were found in Jeju Island, South Korea. They had a slightly different but overall similar appearance to P. somniferum. Using GC-MS analysis, codeine, rhoeadine, papaverine, protopine, noscapine, setigeridine and trace amounts of morphine were detected in these samples. Although their chemical components were different from what has been described in literatures for P. setigerum, they could be assumed to be P. setigerum based on their morphological features and GC-MS results. Also, chromosome numbers using their seeds showed 2n=44 and the numbers were in accordance with those of P. setigerum. Nucleotide substitution or insertion/deletion of ITS (internal transcribed spacer), 18S rRNA (ribosomal RNA), rbcL (large subunit of ribulose 1,5-bisphosphate carboxylase), trnL-trnF IGS (intergenic spacer), trnL intron and psbA-trnH were assessed as universal genetic markers for P. setigerum. Also, genetic analysis using six target genes involved in the biosynthesis of benzylisoquinoline alkaloids, including TYDC (tyrosine/dopa decarboxylase), SAT (salutaridinol-7-O-acetyltransferase), BBE (berberine bridge enzyme), COR (codeinone reductase), CYP80B1 ((S)-N-methylcoclaurine 3'-hydroxylase) and NCS (norcoclaurine synthase) were tested as Papaver-specific genetic markers by the existence of their PCR products. From the results, the sequences of the 6 universal genetic markers and 6 Papaver-specific genetic markers for P. setigerum were identified and then Genbank accession numbers of them were registered in NCBI. Also, the trnL intron and psbA-trnH nucleic acid sequences of the 7 Papaver species were identified and registered.     

Use of thermal drone in detection and assessment of larval mass temperature in decomposed rabbit carcasses

Manual ground searches and cadaver dogs are traditional methods for locating remains, but they can be time- and resource-intensive, resulting in the decomposition of bodies and delay in victim identification. Therefore, thermal imaging has been proposed as a potentially useful tool for detecting remains based on their temperature. This study investigated the potential of a novel search technique of thermal drones to detect surface remains through the detection of maggot mass temperatures. Two trials were carried out at Selangor, Malaysia, each utilizing 12 healthy male Oryctolagus cuniculus European white rabbits and DJI Matrice 300 RTK drone China, equipped with a thermal camera; Zenmuse H20T to record the thermal imaging footage of the carcasses at various heights (15, 30, 60–100 m) for 14 days for each trial. Our results demonstrated that the larval masses and corresponding heat emissions were at their largest during the active decay stage; therefore, all the carcasses were observable in thermal images on day 5 and remained until day 7. Statistical analyses showed that (1) no statistically significant differences in thermal images between clothed and unclothed subjects (p > 0.05); (2) 15 m above ground level was proven to be the optimal height, as it showed the greatest contrast between the carcass heat signature and the background (p < 0.005). Our data suggested the potential window of detection of thermal signatures was detectable up to 7 days post-deposition. This could be an important guideline for the search and recovery teams for operational implementation in this tropical region.     

Overcoming the division bloc and its limitations: a Gramscian approach to South Korean social formation

Abstract

Colonialism affects post-colonial social formations in a variety of ways. Japanese colonial rule had a far-reaching influence on South Korean post-colonial social formation. Most legacies of colonialism diminished as time went by, but one legacy of colonialism continued or even increased its effects on the South Korean political economy from the 1960s – namely, the division of Korea. This article provides an alternative Gramscian approach to the analysis of the social formation of South Korea, with due consideration of the division of the peninsula. For that purpose, it introduces the concept of a division bloc, adapting Gramsci’s concept of a historical bloc to develop an analysis of a social formation that is unique to South Korea. Then, I explicate the two events that have been most damaging for the division bloc – the 1997 economic crisis and the 1998–2007 inter-Korean reconciliation – describing them as an organic crisis and a hegemonic project, respectively. Following this, I present reasons why the counter-hegemonic efforts of liberal nationalists to overcome the division bloc failed.     

基于X-射线衍射法检测甲基苯丙胺晶体并推断来源

目的采用X-射线衍射法(XRD)建立一种快速检测甲基苯丙胺晶体并推断其来源的方法。方法对18起案件中的53份甲基苯丙胺样本进行XRD检验。结果通过分析主要特征峰强度比例,可以得到毒品的定性分析结果,以及样本的晶型取向信息;通过分析XRD谱图中毒品的特征峰半峰宽信息可以得到毒品的结晶度;对样本中明显的杂质峰进行比对,即可得到毒品来源信息参考。结论该方法简便快捷、无损样本、无污染,能够快速、准确、高效地分析结晶状毒品,为确定制贩毒集团上下线及涉毒案件串并案提供佐证。     

Collective Resistance under Authoritarianism: Elite–Mass Strategies in an Experimental Game

We create a collective resistance game in which elites control the distribution of resources if the masses are compliant. However, if the masses unanimously protest elite allocations, they can capture a greater share of resources for themselves. We study how Chinese villagers, randomly assigned to the role of elites and masses, play this game in repeated interactions under varying information conditions. We find significant variation in the extent to which participants gave weight in their decisions to (1) the amount of the elite allocation and (2) their beliefs about the likely choices of fellow group members. Many individuals made their decisions based primarily on the size of the elite allocation, choosing to protest if the elite offer fell below some threshold level. Only a small proportion of the respondents were attuned consistently to the behavioral intentions of fellow group members in deciding whether to protest the elite allocation. This heterogeneity of preferences among participants has significant implications for their prospects of achieving and sustaining collective action. Knowledge of the amount of resources controlled by elites at the start of the game affected mass calculations of the fairness of distributions and increased the frequency of mass protests. However, the elites exploited the decision rule of many mass members by buying off those individuals with the lowest thresholds, thus preempting or dissolving collective action. This research sheds light on elite–mass interactions under authoritarianism, and in particular on contentious politics in contemporary China.     

Intellectual iconoclasm as modernizing foreign policy: the cases of Mahathir bin Mohamad and Lee Kuan Yew

This article attempts to engage in a preliminary twinned study of the foreign policy styles of Mahathir bin Mohamad and Lee Kuan Yew within the framework of ‘modernizing Southeast Asian foreign policies’. Modernization is a process of immense multidimensional displacement in economy, society, political system, attitudes towards politicians, identities, work, and consumption. As such the onus falls upon their leaders to either mitigate change or productively awaken their followers to embrace a new mode of thought. Both Lee and Mahathir have however chosen to engage in the foreign policy of intellectual iconoclasm featuring the narrative of ‘productive shock’, manufactured nationalist logics, elitist policy-making and elaborate self-propaganda.     

Promotion of the right of establishment in EU: focusing on the <Emphasis Type="Italic">Imperative Requirement Doctrine</Emphasis>

Consolidation of the “Common European Market” is a key feature of the European Union, which is made possible by the freedom in movement of goods, capital, services, and people. The freedom of movement for businesses manifests itself as the right of establishment. The aim of this paper is to examine various issues surrounding the right of establishment and to analyze the position of the European Court of Justice (ECJ) in each case. The analysis of cases illustrates a consistent opinion of the ECJ: The right of establishment is highly protected, but it must be exercised in the context of national legislation. Government regulation in market access, on the other hand, must meet the imperative requirement doctrine: it must be non-discriminatory, there must be general public interest at stake, the regulation must be an effective means of promoting public interest, and the regulation must be necessary and proportional to the general interest at stake. In sum, the ECJ upholds the right of establishment but nonetheless respects the states’ specific regulatory authority as long as they conform to the imperative requirement doctrine.
