Linking democratic anchorage and regulatory authority: The case of internet regulators

Scholars and practitioners have repeatedly questioned the democraticness and the authority of transnational multi‐stakeholder organizations, especially those that regulate the internet. To contribute to this discussion, we studied the “democratic anchorages” and the regulatory authority of 23 internet regulators. In particular, we conducted a fuzzy‐set qualitative comparative analysis assessing whether and which anchorages correspond to necessary and/or sufficient conditions for exerting regulatory authority. Our results show that strong anchorage in democratic procedures is specifically relevant for this outcome. Further, we find that weak anchorage in democratically elected politicians leads to high regulatory authority, confirming the significance of non‐state actors in this policy field. More generally, our findings support but also qualify expectations about the compatibility and mutual reinforcement of democratic quality and regulatory authority at the transnational level.

Between Government and Governance: Opening the Black Box of the Transformation Thesis

The notion of going from government to governance, known as the transformation thesis, as depicted in early Governance Theory has been subjected to substantive critique. This paper explores two different stances of such critique. The first critical stance is represented by Jonathan S. Davies’ 2011 book “Challenging Governance Theory: From networks to hegemony” and entails a radical rejection of the transformation thesis. The second stance offers a more moderate reconfiguration of the transformation thesis and is represented by the recently co-authored work of several prominent governance theorists titled “Interactive Governance: Advancing the paradigm”. While both aspire to set new agendas for governance research, this paper argues that the latter reconfiguration carries a problematic preposition towards overemphasizing the separation between government and governance practices.

Weber, Wilson, and Hegel: Theories of Modern Bureaucracy

Convergence between Woodrow Wilson's and Max Weber's thought, as well as their differences with regard to the politics–administration dichotomy, can be ascribed to the Hegelian tradition of public administrative theory. On the one hand, Wilson was strongly influenced by Georg W. F. Hegel. On the other hand, there is an empirical connection between Hegel and Weber. Both shared a consciousness of the German bureaucratic tradition based on Hegel's Philosophy of Right . These insights have important methodological and theoretical implications for the contemporary comparative study of public administration.     

Die Konstruktion der soziologischen Realität durch Forschungsrating

The article subjects the research rating of sociology, published in 2008 and carried out by an evaluation group on behalf of the German Science Council, to a secondary analysis. It is shown that the research rating constructs a reality of sociology which does justice neither to the variety of sociological knowledge production nor to its own claim of multidimensionality. Unwillingly, the peer reviewed article has imposed itself as the dominant criterion for assessing the research quality of research units against other types of publication and other activities such as externally funded research, knowledge transfer for practical problem-solving and knowledge diffusion in the public sphere. This preference also affected the assessment of entire research institutions with regard to their impact and efficiency as well as the devaluation of knowledge transfer and diffusion. In this way, sociology is limited to the type of professional sociology, while critical, public and policy-oriented sociology are displaced.     

Federalism and university governance in Canada

There is increasing interest in how universities are governed, externally and internally (Austin and Jones 2016). Drawing on a comparative case study of the governance of six major Canadian universities and the literature, this article describes the impact of federal research and innovation policy and programs on universities and reflects on Ottawa's role. We suggest that the federal government participates in the external governance of universities, but in a way that differs significantly from provincial governments. Canadian federalism appears to be generally beneficial for university autonomy and examination of its operation sheds light on factors that enable universities to sustain their autonomy.
