Objectives
This study examines the effectiveness of foot patrol in violent micro-places. A large urban police department deployed foot patrol in micro-places (hot spots) for a period of 90 days for two shifts each day. Our objective is to determine whether this activity impacted violent crime in these hot spots and whether spatial displacement of crime occurred.Methods
Eight eligible foot beat locations were set by examining crime rates for previous years in order to identify micro-places of high criminal activity. We employed a quasi-experimental design comparing the four treatment to the four control areas, estimating panel-specific autoregressive models for 30 weeks prior to and 40 weeks after the treatment.Results
Time series models revealed statistically significant reductions in violent crime in the micro-places receiving foot patrol treatment, while no such reductions were observed in the control areas. The deterrent effect, however, was short and dissipated quickly. Control areas did not experience any crime prevention benefit during this time period. No evidence of crime displacement to spatially contiguous areas was detected.Conclusions
This contributes to the growing body of knowledge that focused police strategies within hot spots impact violent crime. Specifically, the implementation of foot patrol in high crime hot spots led to measurable reductions in aggravated assaults and robberies, without displacing crime to contiguous areas.123.
ABSTRACTTen years after the coming into force of the EU–South Africa Strategic Partnership, this article takes stock of this partnership. Our aim, within this special issue, is to assess the EU’s perspective on its strategic partnership with South Africa, and in particular to look at economic and development cooperation within the partnership and to what extent European expectations of closer engagement have been met. Our analysis shows that economic interests have remained central to bilateral relations and the strategic partnership, even if some potential for economic engagement has remained unexploited. This article examines one of the most long-established methods of fund-raising for charitable causes in the UK – public charitable collections – and looks at changing patterns in this method of fund-raising in recent years. There have been changes both in the method of collection, which now extends beyond cash donations collected by unpaid volunteers to direct debits and credit card donations collected by paid collectors, and also in the chosen locations for collections, with a preference for supermarkets and other off-street sites. These changes have brought with them difficulties in the regulation of such collections. The article gives a brief overview of current legislative provisions in the UK and the proposed new measures for England and Wales. The authors are concerned that a remaining refuge of substantive democracy in America, the public sector, is in danger of abandoning it in favor of the market model of management. They argue that contemporary American democracy is confined to a shrunken procedural remnant of its earlier substantive form. The classical republican model of citizen involvement faded with the rise of liberal capitalist society in the late nineteenth and early twentieth centuries. Capitalism and democracy coexist in a society emphasizing procedural protection of individual liberties rather than substantive questions of individual development. Today's market model of government in the form of New Public Management goes beyond earlier "reforms," threatening to eliminate democracy as a guiding principle in public-sector management. The legal services market has faced unprecedented change following implementation of the Legal Aid, Sentencing and Punishment of Offenders Act 2012 (LASPO). Alternative business models and wider use of digital technologies have developed alongside debates about the future of legal practice in family law. Arguments have been made for new hybrid models that combine legal advice with mediation and for solicitors to be enabled to work with two clients. This paper contributes to that debate by highlighting implications for such practice innovations based on research evidence of solicitors’ experiences of delivering an experimental model of practice: ‘Family Matters Guides’. This model, piloted by Resolution, involved the Guides providing intensive support and legal information (not legal advice) to both separating parents to help them reach agreements.
