This article seeks to explain why the British pushed for a role in Pacific operations during the Second World War when it faced other strategic priorities in Southeast Asia, as well as a powerful American military that maintained tight control over operational decision-making. Although several quarters in Whitehall, including the Prime Minister, Winston Churchill, had doubts about the necessity of a Pacific strategy, there were sensible reasons behind pursuing such a course. It would illustrate to an “anti-imperialist” America that Britain was not only interested in recovering its colonial possessions but also prepared to fight the Japanese on their homeland. More importantly, taking part in the main operations would allow the British to claim a voice at the peace table while helping to encourage the Americans to cement their close working relationship with Britain in the postwar period. 相似文献

Researchers have recently suggested that the Transtheoretical Model of behavior change (TTM; Prochaska, J. O. DiClemente, C. C., and Norcross, J. C., 1992, Am. Psychol. 47: 1102–1114) might help in understanding the mechanisms through which partner assaultive men attempt to change their abusive behavior. In the present study, we present data from 2 psychometrically sound scales designed to assess the stages and processes of change in a cross-sectional sample of 250 men attending 2 batterer's intervention and prevention programs: the University of Rhode Island Change Assessment Scale for Domestic Violence (URICA-DV; Levesque, D. A., Gelles, R. J., and Velicer, W. F., 2000, Cog. Therapy Res. 24: 175–200), which assesses movement through the stages of change, and the Processes of Change Scale (POC), developed by the authors to assess self-reported usage of behavior change processes. Cross-validated cluster analyses indicated a three-cluster solution based upon URICA-DV scores: Immotive, Unprepared Action, and Preparticipation. Results indicated that individuals in more advanced stages of change reported using more behavior change processes, although this did not appear to result from being in treatment for a longer period of time. These data are interpreted in light of recent data indicating relatively small effect sizes for batterer's treatment programs and how assessment of the stages and processes of change might assist in matching men to different levels of treatment. 相似文献

Binge drinking and alcohol-related behaviors have been viewed as major concerns on college campuses. Although national studies were conducted to describe these behaviors, less research attempted to explain them. Self-control theory is extended as a theoretical framework to explain both while considering other known risk factors. Using a sample of college students (n = 268) from a university in the southern United States, the additive and interactive effects of self-control were modeled to predict binge drinking and negative alcohol-related behaviors. A series of multivariate regression models showed that low self-control had effects on binge drinking and related behaviors. Binge drinking's effect on negative alcohol-related behaviors varied across levels of self-control. 相似文献

Abstract: The subject of this investigation is cabinet decision-making in the provincial governments of Saskatchewan, Manitoba, and British Columbia. Specifically, it attempts to examine the forces that underlie the initiation and persistence of cabinet institutionalization in the postwar period. The postwar period has witnessed the replacement of the unaided (or traditional) cabinet by the institutionalized (or structured) cabinet. In other words, unstructured and relatively uncoordinated central executives have given way to those which are more structured, more collegial, and more prone to emphasize planning and coordination. The factors promoting initial cabinet institutionalization in the three provinces were a mixture of ideology, pragmatism, and historical precedent unique to each province. There were both endogenous factors (those growing from within government) and exogenous factors (those acting from without) which affected the persistence of institutionalized cabinets. They were common to more than one province but their relative weight differed between premiers. Not surprisingly, the institutionalization of provincial cabinets has had major effects on political actors and functions in the three provinces studied. Cabinet structure has both changed and been changed by power relations within cabinet. Full cabinet appears to have been overshadowed as a decision-making center. It is apparent that central agencies and central departments do not always yield similar political effects. Lastly, planning and budgeting have grown in both complexity and complementarily. The rapid growth of e-commerce, especially the sale of goods and services over the internet, has fuelled a debate about the taxation regimes to be used. The shift from a physically oriented commercial environment to a knowledge-based electronic environment poses serious and substantial issues in relation to taxation and taxation regimes. Tax administrations throughout the world face the formidable task of protecting their revenue base without hindering either the development of new technologies or the involvement of the business community in the evolving and growing e-market place. Concerns of governments centre on the impact of e-commerce on the state and local revenue. Whereas states can impose a tax on residents' purchases from out-of-state vendors, they cannot impose an obligation on those vendors to collect the tax unless the vendor has a substantial presence, or nexus, in the state. These problems will be greater for developing countries. The shrinking of the tax base will have a disproportionate effect and further jeopardize the already fragile economy of the developing world. 相似文献
