Existing approaches do not aid understanding of current developments in Switzerland because of their acceptance of consociationalism. This is less convincing and relevant than has been appreciated. Despite being redefined as decision‐making or consensus politics, it still ignores the nationally minded realities of Swiss political culture and its new problems. Instead of consociationalism eliminating political divisions in Switzerland new environmental issues and forces emerged from the 1970s. These now constitute a new element in Swiss politics at odds with the prevailing political culture. Yet they are also influenced by this and further growth depends on its adaptability.  相似文献

Understanding the political development of the Balkans can be challenging even for historians and social scientists. This is particularly the case with the region's past and present interest group systems as virtually no research is available on the subject. With this in mind, this article provides basic background on the region and its fledgling interest group system as a foundation for approaching the analysis in the 7 country articles that follow. The topics considered include an overview of the common elements of the 7 group systems and their differences, developments that shaped these systems, and an initial look at the role of interest groups in consolidating the region's pluralist political systems.  相似文献

This comprehensive coverage of public affairs and interest group activity in the Balkans has 2 objectives. One is to produce the first study focusing solely on interest groups in each of the 7 countries of the former socialist Yugoslavia. The second is to compare developments across the region to assess the extent to which this study reflects existing research and what it can add to this knowledge. To achieve these objectives, this article explains several aspects of the methodology used by all contributors. The ability of two mass spectrometric methods, surface-assisted laser desorption/ionization-time of flight-mass spectrometry (SALDI-TOF-MS) and direct analysis in real time (DART-MS), to detect the presence of seven common explosives (six nitro-organic- and one peroxide-type) in spiked latent fingermarks has been examined. It was found that each explosive could be detected with nanogram sensitivity for marks resulting from direct finger contact with a glass probe by DART-MS or onto stainless steel target plates using SALDI-TOF-MS for marks pre-dusted with one type of commercial black magnetic powder. These explosives also could be detected in latent marks lifted from six common surfaces (paper, plastic bag, metal drinks can, wood laminate, adhesive tape and white ceramic tile) whereas no explosive could be detected in equivalent pre-dusted marks on the surface of a commercial lifting tape by the DART-MS method due to high background interference from the tape material. The presence of TNT and Tetryl could be detected in pre-dusted latent fingermarks on a commercial lifting tape for up to 29 days sealed and stored under ambient conditions.  相似文献

Against a current trend of investing in the next generation networks (NGNs) by using public funds, the Australian government has initiated a so-called National Broadband Network (NBN) project to invest up to AUD$36 billion tax payer's money on building a national wide fibre broadband network aiming to cover 93 per cent Australian by 2020. As being the most costly infrastructure-building project in Australian history, the NBN project promises to deliver super-fast broadband services, create jobs and promote the country's economy at large. This article will critically analyse the NBN project in Australia and highlight the challenges that are coming alone at this early stage of the deployment, so the Australia's experience of pubic investment in broadband networks can be shared and lessons can be learnt.  相似文献

Both desistance research and strengths-based approaches to offender rehabilitation suggest that attempts to reduce sex offender recidivism should attend to an offender's release environment. Recent research has demonstrated that better quality release planning is associated with reduced recidivism; however, whether release planning contributes significant incremental validity in predicting recidivism over and above static and dynamic risk factors is unclear. In the present study, release planning was retrospectively assessed for a sample of child molesters (n = 196) who had been released into the community following completion of a prison-based treatment program and its relative contribution to recidivism risk prediction was investigated. The average follow-up period was 11.08 years, during which 13.3% of the sample were convicted of a new sexual offence. Hierarchical Cox regression analyses showed that release planning contributed additional predictive validity for sexual recidivism after controlling for static and dynamic risk factors. Findings suggest that assessment of release planning might improve accuracy of sex offender risk assessments and that improved release planning should contribute to reductions in recidivism.  相似文献

The TCU Short Forms contain a revised and expanded set of assessments for planning and managing addiction treatment services. They are formatted as brief (1-page) forms to measure client needs and functioning, including drug use severity and history (TCUDS II), criminal thinking and cognitive orientation (CTSForm), motivation and readiness for treatment (MOTForm), psychological functioning (PSYForm), social relations and functioning (SOCForm), and therapeutic participation and engagement (ENGForm). These instruments facilitate optically-scanned data entry, computerized scoring, and rapid graphical feedback for clinical decisions. The present study (based on 5,022 inmates from eight residential prison treatment programs) examines evidence on scale reliabilities and measurement structures of these tools. Results confirmed their integrity and usefulness as indicators of individual and group-level therapeutic dynamics.  相似文献

A Filipino farmer keeps his own record of his experience with the new high‐yielding rice varieties and their accompanying technology over a period of eight years. Since in some seasons he accepts the government's technology and credit package, and in other seasons he manages the farm independently, the record enables comparison of management strategies and results. It suggests how erratic and expensive the new technology is, and indicates that both costs and risks increase under the state's finance and supervision.
