While any discussion of ministerial responsibility must in part focus on ministerial resignations, finding out when ministers resign is only the tip of the iceberg. A full assessment of ministerial responsibility would look at the relations between ministers and their senior bureaucrats, as discussed in Bill Blick’s article. It would look at the impact of managerialism on ministerial accountability, especially in the light of privatisation and contracting out. It would assess the impact of other mechanisms of accountability, including the senate. The subject of this article must always be put into a broader context. This article concentrates on ministerial resignations drawing on evidence from Britain, Canada, the federal government in Australia and the government of New South Wales. Interest in demand revealing mechanisms for providing public goods has both waned and then renewed over the past two decades. The possibility of using such mechanisms in different venues than originally anticipated sparked the research reported here. The specific motivation for this paper is to conduct a series of simple direct tests of one version of the class of mechanisms. Failure of demand revelation was much more expensive than we had expected, even when compared to previous research with related mechanisms. The reason for this remains an open question.  相似文献

Both solution and solid state Nuclear Magnetic Resonance (NMR) spectroscopic techniques have been used to determine differences in commercially available condoms. Whilst solid state NMR is useful for determining the polymer backbone, it is not useful for forensic analysis due to the commonality of the latex condom. However solution NMR spectra obtained following a simple extraction procedure using hexane, provides a fingerprint of the additives in the lubricants. Following the development of a flow chart, basing decisions on the presence of particular peaks present in the solution spectra, 33 of 38 condoms could be individualized. Samples were also analyzed after having the lubricant manually removed and soaking the condom in water for 3 to 24 h. These experiments were performed to simulate a case of the sample having been used and disposed of by flushing down the toilet, as may be experienced in a case of a sexual assault. The results indicated that the only significant water soluble component was polyethylene glycol. The overall results suggest that the method developed may be a quick and useful technique in characterizing condoms. The information obtained can be used to provide associative evidence between suspect and crime, and so be useful in sexual assault cases.  相似文献

Decisionmakers continue to search for new ways to deter criminal behavior that do not rely on increasing the severity of punishment. This paper evaluates South Dakota's 24/7 Sobriety Program—a novel, large-scale intervention requiring those arrested for or convicted of an alcohol-related offense to abstain from alcohol and submit to alcohol tests multiple times daily. Those testing positive or missing a test receive a swift,certain, and moderate sanction; typically, a night or two in jail. To estimate the causal effect of the 24/7 program on the probability of rearrest or probation revocation for those arrested for a second or third driving under the influence (DUI) offense, we instrument an individual's 24/7 participation with program availability in the county of arrest. We estimate that the individual-level probability of rearrest or probation revocation is 13.7 percentage points (49 percent; p = 0.002) lower for 24/7 participants than non-participants 12 months after their DUI arrest. We detect substantive decreases at 24 and 36 months, but the precision of those estimates depends on model specification. These findings provide empricial support for applying “swift-certain-fair” sanctions to deter noncompliance in community supervision settings. This paper also provides policymakers with evidence for a new approach to reduce criminal activity among those whose alcohol use leads them to repeatedly threaten public health and safety.  相似文献

This article, written by Prateek Joshi in close collaboration with Colonel Narender “Bull” Kumar, discusses the development of the conflict over the Siachen Glacier between India and Pakistan. It sets out the Siachen Conflict in the broad framework of the Great Game and explains the crucial role of Colonel Narender “Bull” Kumar's Siachen expeditions in rekindling this old flashpoint in High Asia. Based on Colonel Kumar's two expeditions to the Siachen Glacier region, namely the Teram Kangri expedition in 1978 and the Siachen expedition in 1981, it discusses the perspectives regarding the dispute and its relation to reviving a consciousness of the Great Game. The first perspective discusses Colonel Kumar's expeditions in light of the Indo-Pak conflict as these two visits became the precursor to Operation Meghdoot, following which the Indian Army occupied the Siachen Glacier in 1984. The second perspective discusses a crucial cartographic blank which was filled only after Colonel Kumar's Siachen expedition.  相似文献

As part of a larger study of probation workload and workforce challenges in one southeastern state, this study reports the results from a statewide survey of probation officers’ experiences supervising probationers with mental illness. A total of 615 officers responded to closed- and open-ended questions about the challenges and barriers to supervising offenders with mental illness, and the responses of officers from rural versus urban settings were compared. Officers reported that probationers with mental illness are difficult to supervise and supervision challenges are exacerbated by a scarcity of mental health and substance abuse treatment resources, limited social support, and a lack of employment opportunities for this population of probationers. Officers report unique and similar challenges across rural and urban settings. This study contributes to our understanding of the challenges of supervising probationers with mental illness and informs practice, policy and research at the interface of the criminal justice and mental health systems.  相似文献
