Teacher Pension Systems,the Composition of the Teaching Workforce,and Teacher Quality

Teacher pension systems concentrate retirements within a narrow range of the career cycle by penalizing individuals who separate too soon or remain employed too long. The penalties result in the retention of some teachers who would otherwise choose to leave, and the premature exit of some teachers who would otherwise choose to stay. We examine the link between teachers’ pension incentives and workforce quality and find no evidence to suggest that the incentives raise quality. Given the large and growing costs associated with maintaining teacher pension systems, and the lack of evidence regarding their efficacy, experimentation by traditional and charter schools with alternative retirement benefit structures would be useful.     

Adult violence with the mother and sibling as predictors of partner violence

The present study provides the first available evaluation of how violence with the mother and siblings during adulthood is associated with the occurrence of partner violence in young adults. Because a pattern of reciprocal partner violence is well documented, the authors hypothesized that reciprocal violence would also be found for adults and their mothers and for adults and their siblings. The authors also hypothesized that reciprocal violence with the mother and sisters would explain variance in partner violence even when controlling for other known predictors (poverty, poor family support, stress, anger, low self-esteem). Study participants included 377 college adults (114 men, 263 women; mean age = 24.4 years) who completed questionnaires to report their present violence to and from their mothers, sisters, brothers, and romantic partners. Violence is measured with a modified Conflict Tactics Scale. No sibling gender differences are found in violence reported as adults. Factor analysis confirms good fit for three clusters of reciprocal violence for adults: violence with the mother, violence with siblings, violence with the romantic partner. Violence with the mother and siblings significantly explains variance in partner violence even after controlling for other contextual variables, but only for women. One interpretation of present results is that because women receive less socialization than men to use violence, these two within-family models of violence have more significance for increasing their risk of partner violence. Partner violence prevention programs could include participation of mothers and siblings to enhance development of more peaceful conflict resolution patterns within and outside the family.     

Corporate Liability for International Crimes under Canada's Crimes Against Humanity and War Crimes Act

Given that the Rome Statute does not provide jurisdiction totry corporations for breaches of international criminal law,it has been suggested that national jurisdictions might be usedto fill this impunity gap. The author presents several arguments.First, the international criminal law system, including theRome Statute — and particularly the principles of universaljurisdiction and complementarity — provides the theoreticalgrounding for states to assert jurisdiction over internationalcrimes wider than the International Criminal Court (ICC). Second,Canada, owing to interactions between its domestic legislationimplementing the ICC Statute and existing national criminallaw, is now able to prosecute corporations for breaches of internationalcriminal law. Finally, this increased jurisdiction of Canadiancourts is consistent with the current status of corporationsunder international criminal law. What is really interestingabout Canada's approach, however, is not so much that it hascreated a new legal principle, but rather that it is one ofthe first countries to establish jurisdiction over internationalcrimes committed by corporate entities which were previouslycommitted with impunity.

Lifestyle illicit drug seizures: A routine ESI-LC-MS method for the identification of sildenafil and vardenafil

For street samples suspected of containing the phosphodiesterase-5 inhibitors sildenafil (Viagra(?)) and/or vardenafil (Levitra(?)), including powders or adulterated herbal supplements, a chemical analysis is needed to provide confirmatory identification of these illegally procured substances. Sildenafil and vardenafil are structurally similar and it is difficult to differentiate between them, as previous mass spectrometric studies have shown the two drugs to produce similar fragmentation patterns. The use of tandem mass spectrometry can produce confirmatory data, but the technique requires a high level of technical expertise. We have developed an electrospray ionization-liquid chromatography-mass spectrometry (ESI-LC-MS) method that allows differentiation between these two structurally similar molecules via in-source fragmentation in combination with an ion trap mass spectrometer. A very stable gas phase ion is formed during in-source fragmentation of vardenafil; the combination of the stability of this ion and the longer residence time for the ion in the ion trap results in a very strong signal. This feature results in a method that can provide clear differentiation between sildenafil and vardenafil while at the same time requiring less expertise from the routine analyst to confirm the presence or absence of the two compounds.     

Water privatization,hegemony and civil society: What Motivates Individuals to Protest About Water Privatization?

The article takes the case of protest against water privatization in Ireland to show that protestors with high levels of instrumental motivation as opposed to ideological motivation are more likely to protest. In order to explain this we uniquely combine Klandermans’ social psychology of protest with Gramsci’s theory of hegemony. By bridging these two bodies of theory, we provide an interdisciplinary account of the reason why protestors serve to uphold the exact power structures they intend to challenge. We argue that for water movements to be successful they must focus equally on both their instrumental and ideological motivations to ensure that power structures are confronted. This would enable movements to devise a coherent counter-hegemonic discourse, which is essential to contest the dominant global hegemony of water marketization.
