Abstract. This study is based on examination of a randomly selected sample of 2,150 letters representing all the mail received by Prime Minister Trudeau between February 1969 and June 1972. The object of the study was to ascertain the characteristics of the letter-writers and the nature of their concerns, arguments and strategies. Through interviews with the staff of the Correspondence Section of the Prime Minister's Office we were also able to discover how the mail is processed. This is described in the last section of our paper. As one might expect, the mail is unrepresentative of the regional, linguistic and class diversity of Canada. Metropolitan areas, rich provinces and English-speakers are over-represented, as are people who have access to typewriters. There is, however, a sizable group of letters from the very poor who write the Prime Minister to complain of their victimization by government bureaucracy or by life in general. These letters are personal and apolitical and approach the Prime Minister in a deferential manner. They appear to us to be carefully and sympathetically answered, and to be probably effective in rectifying small problems. The bulk of the mail is policy-oriented, but probably not effective in influencing policy. Public attention to policy, as expressed in the mail, is extremely transitory and focuses particularly on topics with strong emotional content or on those affecting economic welfare. The mail seems only weakly related to the government's own policy priorities. Sommaire. Cette étude est fondée sur un échantillon de 2,150 lettres tirées du courrier par le premier ministre Trudeau entire février 1969 et juin 1972. Nous avons voulu identifier les catégories de personnes qui s'adressaient au premier ministre, et déterminer le but de leur correspondence et la nature de leur argumentation etc. Nous avons interviewé le personnel de la section de la correspondance du cabinet du premier ministre pour connaître la procédure de réponse à ce courrier. Nous avons constaté que le courrier n'est pas représentatif de la diversité régionale, culturelle et sociale du pays. Les plus fortunés, les habitants des grandes villes, et les habitants des provinces sont surreprésentés. II y a, cependant, une proportion assez élevée de lettres venant d'économiquement faibles qui se plaignent au premier ministre de leur traitement par la bureaucratic ou de la vie en générate. Leurs problèmes sont formulés en termes personnels, et ces personnes s'adressent au premier ministre respectueusement. Les réponses à ces lettres nous paraissent sympathiques et souvent efficacies quant au redressement des plaintes. Le gros du courrier concerne l'orientation de la politique mais son influence est sans doute limitée. L'attention du public à l'égard de la politique gouvernementale est conditionnée par les évènements, en particulier les évènements à contenu émotif ou ceux qui touchent de près le bien-être des correspondants. Ethnic group differences in the contributions of self-definition (self-worth and efficacy) and interpersonal relatedness with parents and peers to changes in psychological and school adjustment were examined among 448 White, Black, and Latino girls and boys (11–14 years of age). Self-report questionnaires and school records were evaluated for socioeconomic and ethnic group differences in patterns of change over 1 year. Overall similarity in changes over time across ethnic groups was found for relatedness, self-definition, and psychological adjustment, although Black and Latino youth reported more overall adjustment difficulties, Black youth reported less positive relationships with parents, and lower SES youth reported less positive peer relationships than others. Ethnic group differences in changes to school adjustment, even after controlling SES, suggested a cultural variation in which often cited declines in school adjustment during middle school characterize White adolescents to a greater degree than Black or Latino adolescents. Ethnicity moderated associations of relatedness and self-definition with psychological and school adjustment such that Black and Latino youth appeared particularly vulnerable to experiences that threaten closeness and trust in relationships. Results pointed to potentially important situational and cultural differences in maladaptive and adaptive developmental processes across ethnicity. 相似文献

Empathy, prosocial behavior, the number of friends, self-reported popularity, and various forms of interpersonal forgiveness were examined as predictors of peer victimization among 52 7th and 8th graders attending a private school. Popularity was the strongest individual predictor of teacher-reported victimization with high popularity associated with low victimization. Malestudents reported significantly higher rates of victimization than females, prompting the decision to examine correlates of self-reported victimization separately by gender. Interpersonal forgiveness scores were the strongest predictors of self-reported victimization; however, different forms of forgiveness were the greatest predictors of male and female self-reported victimization. Using the experience sampling method (ESM) and a diverse national sample of young people, this study identifies two groups of adolescents: those who experience chronic interest in everyday life experiences and another who experience widespread boredom. These groups are compared against several measures of psychological well-being: global self-esteem, locus of control, and emotions regarding one's future prospects. It is hypothesized that a generalized chronic experience of interest, an innate physiological function, can be used as a signal for a larger measure of psychological health, while chronic boredom is a sign of psychic dysfunction. Habit is a frequently mentioned but understudied cause of political action. This article provides the first direct test of the hypothesis that casting a ballot in one election increases one's propensity to go to the polls in the future. A field experiment involving 25,200 registered voters was conducted prior to the November general election of 1998. Subjects were randomly assigned to treatment conditions in which they were urged to vote through direct mail or face-to-face canvassing. Compared to a control group that received no contact, the treatment groups were significantly more likely to vote in 1998. The treatment groups were also significantly more likely to vote in local elections held in November of 1999. After deriving a statistical estimator to isolate the effect of habit, we find that, ceteris paribus, voting in one election substantially increases the likelihood of voting in the future. Indeed, the influence of past voting exceeds the effects of age and education reported in previous studies. 相似文献

This study seeks to advance our understanding of the institutionalunderpinnings of federalism by evaluating William H. Riker'sstudy of party causality. Using data from federal funds transfersin Argentina, a federation exhibiting high levels of fiscaldecentralization despite its centralized party system, it isshown that when governorships are held by opposition parties,the overall amount of federal funds transferred to provincesincreases considerably. In addition, changes in the partisancomposition of the national government are also associated withsteep increases in the share of provincial federal funds, whereas,more controversially and challenging prominent recent studiesof decentralization in Latin America, divided government atthe national level leads to centralization of intergovernmentalfunds. In this article we evaluate two claims made in recent studies of the welfare states of advanced industrial societies: first, that welfare states have remained quite resilient in the face of demands for retrenchment; and second, that partisan politics have ceased to play a decisive role in their evolution. Addressing the first claim, we present analysis from a new data set on unemployment insurance and sickness benefit replacement rates for 18 countries for the years 1975–99. We find considerably more evidence of welfare retrenchment during the last two decades than do recent cross-national studies. Second, we examine the "end of partisanship" claim by estimating the effects of government partisanship on changes in income replacement rates in sickness and unemployment programs. Our results suggest that, contrary to claims that partisanship has little impact on welfare state commitments, traditional partisanship continues to have a considerable effect on welfare state entitlements in the era of retrenchment . 相似文献
