Interests over norms in western policy towards the Caucasus: How Abkhazia is no one's Kosovo

The potentially numerous cases of ‘genocide’ around the world can now invoke the precedent of NATO's use of military force for humanitarian purposes against Serbia in spring 1999. Such a claim was suggested by Georgian President Eduard Shevardnadze over Georgia's disputed former autonomous republic of Abkhazia. The conflict over this former ‘Soviet Riviera’ again demonstrates the constraints behind gaining accurate information on the causes and consequences of a conflict. Particularly, it illustrates the difficulty of determining what constitutes ‘genocide’ and against whom, as both the Abkhaz and the displaced Georgians make such claims. On that basis, each party can expect ‐ and equally fear ‐ a NATO‐style military intervention. In the event, even if both sides view themselves as victims of ‘genocide’ and entitled to such intervention, Western perceptions of strategic interests in the Caucasus prevent this scenario. The determination of injustices, quite apart from their redress, goes unanswered.     

Intimate Partner Violence Among Hispanics: A Review of the Literature

This paper analyzed the existing literature on risk and protective factors for intimate partner violence among Hispanics using the four-level social-ecological model of prevention. Three popular search engines, PsycINFO, PubMed, and Google Scholar, were reviewed for original research articles published since the year 2000 that specifically examined factors associated with intimate partner violence (IPV) among Hispanics. Factors related to perpetration and victimization for both males and females were reviewed. Conflicting findings related to IPV risk and protective factors were noted; however, there were some key factors consistently shown to be related to violence in intimate relationships that can be targeted through prevention efforts. Future implications for ecologically-informed research, practice, and policy are discussed.     

Nail-gun injuries. Accident, homicide, or suicide?

It may be difficult to distinguish industrial accidents from suicide attempts or even assaults or homicide. Nail guns are relatively new industrial tools that can produce severe or fatal injuries. The configuration of the nail on patients' radiographs after such injuries can be helpful in determining the cause of injury. Steel nails that are bent are due to a ricochet and thus indicate accidental injury. Straight-nail injuries to the co-workers of nail-gun users are most likely due to over-penetration of the substance being nailed or accidental mid-air firing; however, intentional injury cannot be ruled out. Extremity injuries caused by straight steel nails in nail gun users are the result of carelessness or poor technique, but suicide should be considered when straight nails cause wounds to the chest, head, or abdomen.     

Knowledge and learning in online networks in development: a social-capital perspective

The authors examine whether the concept of social capital can facilitate our understanding of online networks in development. Much of the knowledge generation and social learning in development takes place in networks, which increasingly operate online. Although these networks are assumed to be a positive force in development, there are many unknown factors, partly because they are in their infancy. The concept of social capital has traditionally been applied to examine the functioning of groups and societies. More recently, it has also been applied to development and to online networks outside development. Three non-development approaches to examining social capital in online networks and communities are reviewed in the article. Elements of these approaches, combined with development-related aspects, are used to produce a framework to facilitate the analysis of social capital in online networks in a development context.     

Performance Standards and Evaluation

The benefits of performance monitoring for public services are identified as greater transparency of objectives and accountability for results. This article considers recent experience in developing standards to evaluate efficiency and effectiveness of public services. In broad terms this is being done through performance information which is a much more encompassing concept than standards or indicators. Such information is an element of an accountability framework that provides greater management autonomy and flexibility and extends to the private sector which is increasingly providing, or involved with the provision of, public services.

Parental Postconflict Explanations: Implications for Children's Adjustment Outcomes

The Post Conflict Explanations (PCE) scale is a compilation of behaviors commonly seen in parent‐child postconflict communications. Following exploratory factor analysis, the PCE emerged as a four‐dimension scale with adequate subscale internal consistency and intercorrelations: Dismissive (α = 0.86), Emotion Dysregulation (α = 0.85), Constructive (α = 0.97), and Blaming (α = 0.77). The PCE and its subscales were further validated through moderate‐to‐strong associations with established scales of family conflict, emotional security, and adjustment outcomes. The identification of these postconflict explanations represents a step forward in distinguishing constructive and destructive conflict behaviors.
