Varieties of Regulatory Capitalism: Getting the Most Out of the Comparative Method

The rationale behind this special issue’s stepwise analysis of cross‐sectoral and cross‐national variations and similarities of regulatory reforms is explained. The processes of case selection and inference are clarified and justified. At the same time, the article offers a strategy for an increase in the number of cases without compromising the strength of case‐oriented analysis. William Whewell’s notion of consilience is employed to (a) justify the inclusion of sectoral as well as national cases; (b) justify different degrees of in‐depth analysis according to the inferential role of the case in the research design; and (c) suggest a distinction in the inferential process between comparisons that enhance internal and external validity. The article concludes with a systematic examination of cross‐sectoral and cross‐national variations in a table that provides a “panoramic snapshot” and “holistic picture” of the combination of variations and commonalities of the cases analyzed.     

INTIMATE PARTNER VIOLENCE RISK AMONG VICTIMS OF YOUTH VIOLENCE: ARE EARLY UNIONS BAD,BENEFICIAL, OR BENIGN?

Youth violent victimization (YVV) is a risk factor for precocious exits from adolescence via early coresidential union formation. It remains unclear, however, whether these early unions 1) are associated with intimate partner violence (IPV) victimization, 2) interrupt victim continuity or victim–offender overlap through protective and prosocial bonds, or 3) are inconsequential. By using data from the National Longitudinal Study of Adolescent to Adult Health (N = 11,928; 18–34 years of age), we examine competing hypotheses for the effect of early union timing among victims of youth violence (n = 2,479)—differentiating across victimization only, perpetration only, and mutually combative relationships and considering variation by gender. The results from multinomial logistic regression models indicate that YVV increases the risk of IPV victimization in first unions, regardless of union timing; the null effect of timing indicates that delaying union formation would not reduce youth victims’ increased risk of continued victimization. Gender‐stratified analyses reveal that earlier unions can protect women against IPV perpetration, but this is partly the result of an increased risk of IPV victimization. The findings suggest that YVV has significant transformative consequences, leading to subsequent victimization by coresidential partners, and this association might be exacerbated among female victims who form early unions. We conclude by discussing directions for future research.     

LOCAL INQUIRIES OR PUBLIC HEARINGS: CHANGES IN PUBLIC CONSULTATION OVER THE REDISTRIBUTION OF UK PARLIAMENTARY CONSTITUENCY BOUNDARIES

The UK government undertakes a variety of public consultation procedures during the implementation of a range of policies, some of which involve public hearings with varying formats. In 2011 it proposed a major change to such procedures used in the redistribution of Parliamentary constituency boundaries. Local Inquiries were deemed ‘not fit for purpose’ and eliminated, because they were lengthy and dominated by the political parties seeking electoral gain. This change was opposed in Parliament and an alternative procedure introduced involving Public Hearings which were to be shorter and less conflictual than the Local Inquiries they replaced. The Hearings for the first round of redistributions under the new procedure have now been held. This article assesses whether they were any ‘fitter for purpose’; there was very little participation by the general public and, as before, the proceedings were dominated by the political parties.     

'Between a Rock and a Hard Place': The Coalition,the Davies Commission and the Wicked Issue of Airport Expansion

In 2010, the Conservative‐Liberal Democrat Coalition placed a moratorium on airport expansion in the south‐east of England. In office, however, it has faced a sustained political campaign from supporters of the aviation industry and expansion, leading to the appointment in September 2012 of the Davies Commission on airport capacity. This paper critically evaluates this nascent policy reversal in aviation policy, analysing the political backlash in favour of expansion and the political mediation of such demands by the Coalition. It argues that while the shifting political context has placed new pressures on the coalition, its current difficulties cannot be divorced from the continued resonance of the logic of aviation expansion embedded in British institutions at the end of the Second World War. The paper concludes with an assessment of the challenges facing the Davies Commission, the coalition and campaigners, when set against the continued ‘grip’ of aviation on our collective consciousness.
